Under the supervision of the SoNG and the EU-FCCB Project Managers who define, guide and supervise the role within the team, the Grants Management and Compliance Officer provides operational support to the below-mentioned projects.
The Grants Management and Compliance Officer is integrated into the project teams and contributes to the implementation of the project component related to grant schemes. The role involves strong administrative and financial responsibilities, throughout the entire grant cycle.
For the phases preceding the signature of the grant agreement, the Grants Management and Compliance Officer is primarily expected to provide support upon request from the Project Managers. He/She will take the lead during the contractualisation phase and in the monitoring and follow-up of grant agreements.
Identification/Inception phase
The Grants Management and Compliance Officer supports activities related to the design of the different Calls for Proposals, with the support of technical experts (if present on the project concerned) and the project team.

The Grants Management and Compliance Officer plays a central role in administrative and financial monitoring of grants.
· Review narrative and financial reports in coordination with the project team, ensure the timely submission of such reports and provide support to partners as necessary;
· Ensure timely reporting and internal coordination with finance, MEAL and programme teams;
· Ensure compliance with donors (EU/AFD) and Expertise France contractual requirements;
· Monitor the eligibility of expenditures and compliance with procurement rules; the Grants Management and Compliance Officer may conduct field visits to communities in order to verify implementation conditions and supporting documentation for expenditures;
· Identify and mitigate financial and operational risks;
· Support preparation for audits and verification missions;
The position requires a high level of autonomy, analytical capacity and attention to detail.
The Grants Management and Compliance Officer works in close coordination with the project teams, Finance Manager, Purchase and Procurement Manager and other internal and external stakeholders (non-hierarchical links).
Expertise France, an entity of the French Development Agency (Agence Française de Développement, AFD) Group, is the French government’s international technical cooperation agency. Its role is to design and manage donor-funded international cooperation projects in fields such as governance, security, health, education and the environment.
Expertise France, the French international technical cooperation agency, is seeking a Grants Management and Compliance Officer to support its Country Office in Papua New Guinea in the management and compliance oversight of its grant schemes. Expertise France is implementing two projects in Papua New Guinea, one funded by the European Union – the National Component of the EU-FCCB project – and the other by the AFD – the SONG project.
1. EU FCCB
The European Union provides funding for the “Forests, Climate Change and Biodiversity” (FCCB) Programme in Papua New Guinea (PNG). The National Component, implemented by Expertise France, under the EU-FCCB Programme intends to encourage a development model of green economy that is respectful of biodiversity. More specifically, the project 1) enhances the elaboration and implementation of evidence-based FCCB policies, governance and institutional frameworks, 2) supports research, education and training to strengthen and promote PNG-specific FCCB knowledge, 3) incites the development and reinforcement of viable sources of income that do not rely on deforestation and forest degradation.
Expertise France has been allocated €33.5 million to implement this project until July 2027, and a no-cost extension is currently underway to extend the project duration until July 2029.The project plans to set up at least four grants (one of which is already underway, one is open to project proposals, and the other two are yet to be launched). The current call for proposals aims to select a consortium that will in turn sub-grant and support CBOs, NGOs, and private sector organizations to improve PNG smallholder participation in deforestation-free value chains. This grant, worth up to €6 million, will constitute a key priority during the initial phase of the assignment. The next step will be to monitor existing grants and develop new ones.
2. SoNG
The Agence Française de Développement (AFD) provides funding for the « Solwara Na Graun blo Pipol” (SONG), which means Ocean and Land for people, a €10 million project ending in 2030. This project supports the Government and the communities of Papua New Guinea in their efforts to preserve biodiversity and promote the sustainable and inclusive management of marine and forest ecosystems. It also contributes to improve living conditions for local communities and strengthen their resilience to climate change. More specifically, the project 1) Improves community-based natural resource management; 2) Establishes sustainable ecosystem management that supports both biodiversity conservation and improved livelihoods for communities, particularly women and youth; 3) Promotes traditional knowledge and cultural practices related to biodiversity through training and research activities; and 4) Strengthens the role of the Papua New Guinea Climate and Biodiversity Fund as a structuring, independent financial mechanism. The project plans to set up between 2 and 5 grants.
