Mission description

The IT expert will be in charge of assessing IT needs of Moldovan law enforcement institutions, and implemented subsequent activities led by Expertise France for the project “Support in combating and preventing corruption and organized crime in the Republic of Moldova”, financed by the European Union.

 

Based in Chișinău, the IT expert will be under the supervision of the Team Leader and will work closely with the project team Leader, and in particular the Head of the Justice Component and the Legal Innovation Expert.

 

More precisely, the IT expert will be in charge of:

o    Need assessment: Conduct a thorough assessments of existing IT systems, infrastructure, staff IT capacity, and processes of beneficiary institutions to identify opportunities for interoperability and options for the implementation/upgrade of case-management systems;

o    Technology Evaluation and Selection: Research, evaluate, and recommend technologies, platforms, and tools/systems that best fit institutional needs. Assess the feasibility and impact of adopting new technologies;

o    System Design and follow-up: Design, architect, and support IT systems implementation, applications, and solutions. Oversee the deployment, implementation, and maintenance process;

o    Security and Compliance: Support in cybersecurity assessment risks and vulnerabilities, security policies and procedures development, and measures to protect against threats implementation. Ensure compliance with relevant regulations, standards, and best practices ;

o    Training and Knowledge Transfer: develop training materials and training sessions for end-users and Partners IT staff. Share expertise and best practices to enhance the organization's IT capabilities and promote continuous learning;

o    Vendor Management: Evaluate and select third-party vendors, contractors, licensing, and service providers. Support in contract negociation  and in manage vendor relationships, and ensure that deliverables meet quality standards and deadlines;

o    Documentation and Reporting: Maintain accurate documentation of IT deliveries, configurations, and processes. Generate reports and metrics to track performance, measure success against objectives, and communicate progress to stakeholders;

o    Advisory and Consultation: Serve as a trusted advisor to stakeholders on IT-related matters. Provide strategic guidance, insights, and recommendations to validate and inform decision-making;

o    Monitoring, evaluation, accountability and learning (MEAL): participate in project’s MEAL activities as needed, such as, for example, the drafting of sections related to IT in narrative reports to be sent to donors.

Project or context description

Support in combating and preventing corruption and organized crime in the Republic of Moldova

The project aims to support Moldova in establishing effective, efficient, independent and accountable justice, prosecution and investigation systems capable of combating and preventing corruption, organised crime and financial crime (including money laundering) by 2029.

This project consists of the following components:

1.     Project and Anti-corruption donor’s network coordination;

2.       Bolster investigations capacities of law enforcement bodies, and their coordination ;

3.     Strengthen the legal and institutional framework, and prosecution and adjudication capacities;

4.       Integrity framework – Mainstream anti-corruption in several public institutions

EF has been commissioned by the European Union to work on components 1 and 3.

The project is funded by the European Union and the French government, for a total of €10.5 million, including €7.5 million for the financial envelope for which EF will be responsible. The planned implementation period is 36 months (three years).

Required profile

Qualifications and skills:

  • Previous experience in managing and implementing IT projects;
  • Previous experience in working with the Public sector in Moldova is a strong asset;
  • Relevant diploma is an asset;
  • Fluent in English mandatory, Moldovan or Romanian and/or French is an asset;
  • Ability to work effectively in a multicultural/multinational environment.

 

 Professional experience

  • 6+ years of proven experience in the ICT industry;
  • +3 in providing Digital Transformation Consultancy for public entities is an asset; experience in consultations and need analysis of institutions, workflows assessment and interoperability;
  • Experience in
    • Case-management systems for law enforcement bodies (prosecutors and investigative bodies)
    • Interoperability (APIs)
    • Electronic signature
  • Excellent knowledge of IT Infrastructure design, topology, and implementation.
