Mission description

Expertise France is seeking to recruit a Project Lead based in Bangkok, Thailand, with regular duty travel to Tak Province. The position is expected to start in May 2026.

 

The Project Lead is responsible for the overall leadership and coordination of project implementation, ensuring the achievement of the project’s objectives in close collaboration with project’s partners, and providing strategic and technical guidance as required to support effective delivery.

 

Based in Bangkok, Thailand, the Project Lead reports hierarchically to the Head of the Southeast Asia Geographical Unit, within the Pandemic Unit of the Health Department at Expertise France. The position works in functional collaboration with the Project Manager, Project Assistant, and Administrative and Financial Officer based at Expertise France headquarters.

 

The Project Lead maintains close coordination with national authorities in Thailand (including the Ministry of Foreign Affairs, TICA, the Ministry of Public Health, and healthcare facilities), as well as the donor, and the French Embassy.

 

The Project Lead represents Expertise France in the framework of this project to all relevant stakeholders, ensuring effective coordination, visibility, and alignment with the overall objectives of France and Team Europe’s engagement in the region.

 

Key Responsibilities:

 

1. Institutional Relations and Governance:

  • Represent Expertise France with project stakeholders, including national authorities, the donor, the French Embassy, project’s partners, and beneficiaries.
  • Lead project governance structures such as steering committees, technical meetings, ensuring transparent information flow and accountability.
  • Ensure that project activities are aligned with national health priorities, donor requirements, and Expertise France’s broader health initiatives, fostering synergies with other national, regional, and ongoing initiatives in the region.

2. Operational and Strategic Management :

  • Ensure that the project’s strategic and operational orientations are consistent with the approved workplan and comply with all contractual and regulatory requirements
  • Coordinate with partners to translate strategic orientations into effective operational implementation.
  • Monitor adherence to timelines and the quality of deliverables.
  • Organize steering committees and provide secretarial support as required.
  • Identify and report any challenges and contextual developments affecting project implementation.

3. Reporting and Donor Relations :

  • Produce and consolidate narrative and financial reports in accordance with contractual deadlines and donor requirements.
  • Maintain accurate, up-to-date monitoring of project progress.
  • Act as the main focal point for the donor for project oversight and follow-up.

4. Monitoring, Evaluation, and Knowledge Management:

  • Support the establishment of monitoring and evaluation systems at project inception.
  • Track quantitative and qualitative project indicators, ensuring gender-sensitive and inclusive approaches.
  • Analyse data and prepare interim and final narrative and financial reports for donors.
  • Coordinate and consolidate documentation related to project activities (workshops, meetings, etc.).
  • Oversee and validate the implementation of the project’s communication and visibility plan.
  • Contribute to knowledge management efforts, including documentation and dissemination of good practices and lessons learned.

5. Administrative and Financial Management:

  • Ensure coherence between budget planning and operational implementation.
  • Oversee the project’s overall administrative and financial management.
  • Ensure compliance with donor and Expertise France rules and procedures (procurement, contracts, grants, and reporting).
  • Supervise the preparation of internal financial reports (monthly and semi-annual reviews) and external reports for the donor.

Project or context description

Expertise France is France’s public agency and interministerial actor in charge of international technical cooperation, the second-largest in Europe. As a subsidiary of Agence Française de Développement Group (AFD Group), it designs and implements projects that sustainably strengthen public policies in developing and emerging countries. Expertise France works in key areas of development: governance, security, climate change, health, education, and more. Alongside its partners, it contributes to achieving the Sustainable Development Goals (SDGs). 

 

Subject to donor approval, the project intends to support efforts to enhance the sustainability and inclusiveness of the health system in Thailand’s Tak province, particularly for migrant and refugee populations. Implemented by a consortium led by Expertise France, the action would aim to address key service delivery, financial protection, and governance challenges, with a view to strengthening coordination, system capacity, and equitable access to care. 

Required profile

Qualifications and Skills :

  • Master’s degree in Public Health, Project Management, Political or Social Sciences, or a related field.
  • Strong understanding of public health challenges in Thailand and the region.
  • Sound knowledge of international cooperation and development aid mechanisms.
  • Proven project management experience in the health sector.
  • Experience leading multidisciplinary and multicultural teams.
  • Excellent interpersonal, negotiation, and high-level dialogue skills.
  • Outstanding written and oral communication skills in English; additional languages are an asset.
  • Proficiency in MS Office and project management tools.

Professional Experience :

  • At least 10 years of experience in international cooperation and/or technical assistance in the health sector.
  • Significant field experiences as Project Manager or Coordinator in health-related projects.
  • Demonstrated experience in financial management and reporting.

Personal Qualities :

  • Strong leadership, coordination, and teamwork abilities.
  • Diplomacy, initiative, autonomy, and responsiveness.
  • Excellent analytical, organizational, and decision-making skills.
  • Strong communication and writing skills.
