Mission description

Under the supervision of the Financial and Administrative Manager (AFM), the Administrative, Finance and Logistics Officer will provide critical support for the administrative, financial, and logistical operations of the two projects at the national and field level.  
The position is based in Cairo and requires occasional travel to the governorates of Minya, Kafr El Sheikh and Aswan. 
The Administrative, Financial and Logistics works in functional collaboration with the project managers based in Cairo, and a Project Officer and a Project Assistant based at headquarters. He/she will also work closely with the Governorate Coordinators.
The main tasks assigned to the Administrative, Financial and Logistics Officer are as follows:

Financial and Treasury Management
-    Manage day-to-day cash flow and ensure the proper handling of the local bank account (monitor balances, execute transfers, and withdrawals).
-    Perform monthly bank reconciliations and report discrepancies to the AFM.
-    Prepare supporting documents for expenses to the AFM for validation, and process payments to local suppliers and service providers promptly.
-    Maintain an accurate record of expenditures in compliance with internal procedures and donor requirements (advances and expenses journals).


Administrative and budget management 
-    Support the awarding of implementation contracts as part of the mobilization of expertise in accordance with the rules in force within the agency.
-    Implement the project’s administrative and financial procedures, rules and tools, and participate in their improvement.
-    Assist in the preparation of financial reports related to the projects operations.
-    Support internal and external audit processes by preparing the required documentation.
Project logistical support
-    Provide support for the logistical organisation of events, training sessions, committees, workshops, and missions conducted as part of the project.
-    Ensure logistics for the projects teams and experts missions, including travel arrangements, booking hotels, finding venues and preparing documentation as necessary.
-    Ensure the administrative follow-up including checking experts’ timesheets and invoices, checking the days of expertise on each contract.
-    Organize and maintain financial, administrative, and logistical archives according to Expertise France standards.

Office logistical Support
-    Oversee the operational functioning of the projects office, including supply and equipment management.
-    Organize and maintain financial, administrative, and logistical archives according to Expertise France standards.
-    Maintain an up-to-date inventory of office assets and equipment, ensuring proper documentation and tracking.
-    Manage local contracts related to office operations (suppliers, leases, maintenance, etc.). 


Translation of work documents
-    If necessary, translate work documents from Arabic to English or from English to Arabic. 
-    Provide support in editing documents in Arabic and English. 
-    Provide occasional support with interpretation in meetings.

Collaboration and Communication 
-    Act as a liaison between the field office and the Paris headquarters to facilitate smooth communication and information sharing when necessary.
-    Attend project meetings and contribute to identifying administrative or logistical challenges.

Project or context description

Expertise France

Expertise France is the public agency for the design and implementation of international technical cooperation projects. The agency works alongside partner countries to advise and support them in strengthening public policies across the main areas of public action: 
-    democratic, economic and financial governance;
-    peace, stability and security;
-    climate, biodiversity and sustainable development;
-    health and human development.
In these areas, Expertise France provides engineering and implementation services for capacity-building projects, mobilises technical expertise and acts as a project coordinator, bringing together public expertise and private know-how.

The project

Egypt has undertaken a major transformation of its health system with the introduction of the Universal Health Insurance System (UHIS). Following its rollout in six governorates in phase 1 (Port Said, Luxor, Ismailia, South Sinai, Suez and Aswan), the health insurance system now covers 5.1 million insured persons (approximately 80% of the population in these governorates). Egypt will launch phase 2 of the reform in 2026 in the following governorates: Minya, Kafr El Sheikh, Matrouh, North Sinai and Damietta.

As the reform relies heavily on functional and resilient primary health care, the rehabilitation and modernisation of Primary Health Care Centres (PHCCs) is a priority in order to ensure equitable access to essential services and support the transition to preventive and community-based care.

Primary health care centres play a central role in the roll-out of the universal health insurance system as they are the first point of contact for citizens. However, many of these facilities suffer from outdated infrastructure, obsolete medical equipment, weak governance and coordination mechanisms, inconsistent standards of care, insufficient digital capabilities, a lack of qualified staff and low public confidence in services, particularly in underserved and vulnerable areas. It is essential to address these gaps so that PHCCs can function effectively as first points of contact, gain the trust of patients, and provide consistent, quality services.
Expertise France is expected to launch, in April, a Primary Health Care (PHC) project aimed at improving the quality of primary health services in vulnerable areas of Egypt, with a particular focus on the needs of women, children and migrant populations. Under this project, AFD will be responsible for the infrastructure component of the project and Expertise France for the technical assistance component. In addition, Expertise France is expected to start, in August, a technical assistance project in the field of social protection. This technical assistance includes support to the Universal Health Insurance Authority (UHIA), the Egypt Healthcare Authority (EHA) and the General Authority for Health Accreditation and Control (GAHAR).

The projects teams will consist of:
-    2 Project Managers
-    1 Administrative and Financial Manager
-    1 Administrative, Finance and Logistics officer
-    1 Expertise Team Leader 
-    1 MEAL officer
-    3 Governorate Coordinators

Required profile

Qualifications/Experience

-    University degree in accounting, finance, logistics or any other equivalent qualification
-    At least 3 years of successful experience in a similar position of responsibility in the field of administrative, financial and logistics
-    Knowledge of the health and social protection system of Egypt
-    Knowledge of Expertise France programmes is an asset
-    Excellent command of Arabic and English
-    Proficiency in French is an asset
-    Knowledge of international donor funding procedures (AFD, European Union)
