Mission description

In close collaboration with the other members of the Project Management Unit, and under the responsibility of the Team Leader, the Coordinator will have the key following tasks:  

1.1. Project coordination and Operational management (≈35%)

•    Ensure day-to-day coordination and operational follow-up of all SWIOP 1.2 activities;
•    Prepare, update and monitor the project’s operational planning, work plans and activity schedules;
•    Coordinate with the IOTC and SIOFA Secretariats for the organisation and sequencing of activities under each output and maintain regular coordination with RFMOs’ Member States’ focal points;
•    Ensure structured exchanges with IFREMER, IRD and other scientific partners involved in SWIOP 1.2 activiites;
•    Prepare briefing notes, meeting minutes, mission reports and technical summaries as required;
•    Support the Team Leader in strategic oversight and risk monitoring;
•    Ensure alignment with EF’s internal procedures and EU contractual requirements;
•    Coordinate missions, workshops, trainings and meetings in liaison with the Logistics Assistant;
•    Facilitate communication between EF headquarters in Paris, PMU in Maputo, RFMOs’ Secretariats and national administrations;
•    Consolidate inputs from short-term experts and ensure quality and coherence of technical activities;

•    Ensure operational alignment and information sharing with the other components and stakeholders of the EU SWIOP programme (UNEP, EFCA, IOC, GIZ…);
•    Liaise with complementary regional initiatives to avoid duplication and ensure synergies. 

1.2. Administrative, financial and contractual support (≈15%)

In close collaboration with the Finance & Administration Manager, he/she will be in charge of:

•    Monitoring expenditure and budget execution;
•    Preparing financial forecasts;
•    Ensuring compliance with EF and EU procurement procedures and rules;
•    Coordinating contracts for short-term experts, service providers and logistical arrangements;
•    Contributing to the preparation of technical and financial reports to the donor (EUD Mauritius)
•    Supporting internal EF reporting (monthly, semi-annual and annual reviews, monitoring dashboards…)
•    Ensuring proper documentation and archiving of all project-related documents. 

1.3. Knowledge, monitoring and communication (≈10%)

•    Support the Knowledge & Communication officer in ensuring visibility, knowledge sharing and dissemination;
•    Ensure that knowledge produced through coordination with Member States, IFREMER, IRD and SWIOP partners is captured and properly disseminated – in respect with data protection rules – across the programme;
•    Contribute to monitoring and evaluation activities led by the M&E Officer;
•    Ensure the consistency and consolidation of performance indicators and capitalisation exercises.

1.4. Technical support to RFMOs related activities (≈40%)
The Coordinator shall contribute to the technical implementation of SWIOP 1.2 activities in close collaboration with the IOTC and SIOFA Secretariats. All technical support will be provided on the basis of needs and request formally expressed by the Secretariats and their Members States, and in full respect of RFMO mandates, procedures and decision-making processes. Consistent with the mandate of Expertise France, the Coordinator will provide technical assistance aimed at strengthening institution capacity, without substituting for RFMO or Member States responsibilities. 

In this framework, he/she will:

•    Contribute to the preparation and implementation of technical activities related to data systems, including tasks on the reliability, interoperability and updating of digital, supporting RFMO technical staff and short-term experts involved in these activities;
•    Assist in the organisation and delivery of scientific capacity-building activities, such as regional workshops on CPUE standardisation, R statistical training, Management Strategy Evaluation (MSE) courses, data-poor assessment methodologies, and other analytical work streams included in the DoA;
•    Provide practical support to RFMO-led analytical or methodological work, including the preparation of stock assessment-related materials, data reviews, metadata consolidation, and documentation of analytical steps when relevant to SWIOP-supported tasks;
•    Support SIOFA and IOTC in activities aimed at strengthening science-policy interfaces, for example by contributing to the preparation of workflows, guidance notes or background documentation;
•    Assist the Secretariats and participating Member States during joint intersessional working groups/parties (scientific, compliance, socio economic), including logistical and technical preparation of meeting materials, background notes and meeting report;
•    Provide operational support for compliance-related activities, including those linked to Port State Measures (PSM), the development or updating of CMM training packages, national trainings on IOTC and SIOFA CMMs, and the SIOFA CMM Implementation Manual;
•    Support the implementation of activities related to Port, Flag and Market State mechanisms, , Flag State performance assessment, and regional or national training sessions;
•    Assist in the preparation and use of training materials, manuals, methodological documents and operational guidelines produced under the Action, ensuring they are aligned with RFMO procedures and validated through Secretariat-led processes;
•    Facilitate the contribution of IFREMER, IRD and short-term experts to technical tasks, ensuring that their outputs feed directly into RFMO-owned processes;
•    Support the implementation of any activities under the mandate of the Secretariats.

All contributions remain strictly supportive, technical and non-prescriptive, reinforcing RFMO-led processes and Member State ownership, and not substituting scientific, analytical or regulatory functions.

Project or context description

2.1. Expertise France presentation 
Expertise France (EF) is the French public agency for international technical cooperation. EF operates in the WIO region to support sustainable development, regional integration, and environmental governance. Through various programmes and partnerships, the agency contributes to strengthening institutional capacities, promoting marine and coastal conservation, and enhancing resilience to climate change across WIO countries.

2.2. SWIOP EU-Programme 

The Western Indian Ocean (WIO) region spans from the eastern coast of Africa to island nations like Seychelles, Comoros, Mauritius, and Madagascar, covering about 330,000 km² of marine and coastal areas across ten countries. Recognized as a global biodiversity hotspot, it hosts vital ecosystems such as coral reefs (≈15,180 km² or 5.85% of the global total), mangroves (≈745,518 ha or 5%), seagrasses, and wetlands. By 2021, 143 Marine Protected Areas (MPAs) had been designated, covering about 7% of the region’s EEZ.

These ecosystems underpin a USD 20 billion annual ocean economy, supporting food security and livelihoods for coastal populations—30% of the region’s 200 million people live along the coast, and fisheries alone generate $2.7 billion annually, sustaining over 12 million people. Marine biodiversity also supports tourism and provides essential protein and climate protection.

Yet, these ecosystems face escalating threats from coastal development, pollution, overfishing (including IUU fishing), climate change, and invasive species. Sustainable management is critical. 

The European Union (EU) and France share strategic, environmental, and economic interests in the region. Through initiatives like SWIOP and Global Gateway, and policies such as the European Green Deal and the EU’s International Ocean Governance Agenda (2022), they support regional efforts for marine conservation, climate resilience, and sustainable blue economy development in line with the African Union’s Blue Economy Strategy. Taking into account this context, the European Union has developed its Action around three complementary components to provide a structural and integrated response to the challenges encountered by the WIO region, under the Sustainable Western Indian Ocean Programme (SWIOP):  

•    SO1: Ocean governance: The component will be mainly implemented by the UN Environment Programme (UNEP), the European Fisheries Control Agency (EFCA) and Indian Ocean Commission (IOC), except for the SO1.2.
•    SO2: Investment into a sustainable blue economy: This component will be implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).
•    SO3: Improving ocean ecosystem resilience and blue carbon capture: This component will be implemented by Expertise France (EF). 

The overall coordination of the three components will also be provided by GIZ. 

More particularly, the SWIOP SO1.2 aims at improving the Implementation of Conservation and Management Measures for shared fisheries resources through Regional Fisheries Management Organisations (RFMOs). The RFMOs identified as beneficiaries for this sub-objective are the Indian Ocean Tuna Commission (IOTC), hosted by the Food and Agriculture Organisation (FAO), and the Southern Indian Ocean Fisheries Agreement (SIOFA). Expertise France has been identified as the implementing agency for this sub-component, working closely with the aforementioned RFMO.

The Action is structured around three Outputs:

•    Output 1: Improving the collection, treatment, storage and protection of fisheries data, by enhancing the consistency, interoperability and reliability of existing national and regional systems.
•    Output 2: Strengthening the production and use of scientific knowledge, through standardised methodologies, stock assessment work, analytical studies, and targeted scientific capacity building.
•    Output 3: Reinforcing Member States’ capacities to comply with RFMO conservation and management measures, including harmonised tools, national training, and support to Port, Flag and Market State mechanisms.

Required profile

3.1. Academic qualifications

•    Master’s degree in Marine Science, Fisheries Management, Environmental Management, Project Management, or related field.

3.2. Professional experiences

•    4 to 6 years of professional experience in international project management, fisheries/ocean governance, or environmental cooperation;
•    Experience with fisheries data systems, fisheries MCS, compliance and scientific processes and RFMO environments/processes;
•    Experience with EU-funded projects (procurement, reporting, visibility);
•    Experience working with governmental institutions, international organisations or regional bodies is an advantage;
•    Experience in the Western Indian Ocean region is an asset. 

3.3. Competencies & skills

•    Strong organisational and coordination skills, with the ability to manage multiple activities simultaneously;
•    Ability to work within an RFMO Secretariat environment and maintain constructive relationships with Member States;
•    Excellent analytical, synthesis and writing skills;
•    Demonstrated autonomy, adaptability and problem-solving capacity;
•    Strong communication and diplomacy skills in multicultural environments;
•    Familiarity with monitoring tools and project management methodologies;
•    Ability to travel frequently to project sites.

3.4. Languages

•    Fluency in English (both spoken and written) is mandatory;
•    Proficiency in French and/or Portuguese is highly desirable.
