The textile industry is a strategic sector of Jordan's economy, but its waste management sector struggles to attract investment due to a lack of clear policy and legal framework and fragmented governance. Investors require regulatory certainty, which is currently hindered by the absence of a specific policy addressing textile waste, creating ambiguity around roles, compliance, and long-term incentives.
The Textile Waste Technical Expert (TWTE) will provide the specialized technical expertise necessary to quantify the waste stream, identify the most suitable recycling technologies based on national and market needs, and provide the technical foundation for the investment profiles. The TWTE's work is crucial for demonstrating the viability and profitability of the sector to potential investors.
1. General Objective
To provide specialized technical analysis on the textile waste stream and identify the most appropriate and economically viable recycling and upcycling processes for the Jordanian market.
2. Specific Objectives
· Collect and analyze data on the textile waste stream from industrial sites.
· Conduct technical studies on various recycling methods (mechanical, chemical, upcycling) based on national and market needs.
· Provide technical specifications and data sheets to the Investment/Process Expert (IPE) for the development of project profiles.
· Contribute technical input to the Capacity Building workshop on preparing bankable investment proposals.
3. Expected Results
· A comprehensive List of Industrial Data Sites Consulted and collected data sheets.
· A detailed Recycling Methods Technical Report outlining the most suitable processes and technologies for Jordan.
· Technical specifications and data integrated into the Portfolio of Project Profiles
Description of the Assignment / Key Responsibilities
The TWTE will work under the coordination of the Project Manager and the Team Leader (LRE), providing technical inputs. The TWTE will collaborate closely with the Investment/Process Expert (IPE) and the Legal/Regulatory Expert (LRE).
This assignment requires the coordinated work of all three experts (LRE, IPE, and TWTE) to ensure integrated and coherent deliverables.
Key Responsibilities
• Lead the Identification of Investment Opportunities by collecting and analyzing textile waste data from industrial sites.
• Produce the Recycling Methods Technical Report, which must detail the technical specifications and related processes for fibre-to-fibre and other valorization pathways.
• Analyze the framework for reverse logistics, including the cost structure from the point of collection (primary collection center) to the producer, and vice versa from producer to collector. This includes identifying the roles of primary and secondary collection centers and the potential for job creation within the collection and sorting infrastructure.
• Provide technical data, including input/output requirements, technology costs, and market demand analysis (covering both domestic and export potential), to the IPE for the development of the Portfolio of Project Profiles.
• Provide technical input to the LRE for the Official Legal Glossary to ensure technical terms are accurately defined.
• Contribute technical content and expertise to the Capacity Building Workshop on preparing bankable investment proposals.

Qualifications and Skills
• Advanced degree (Master's or PhD) in Textile Engineering, Waste Management, Chemical Engineering, or a related field.
• Specialized knowledge of textile waste valorization technologies, including mechanical, chemical, and thermal recycling processes.
• Proven ability to conduct technical assessments, waste stream analysis, and technology evaluation.
• Excellent technical report writing skills in English; working knowledge of Arabic will be an asset.
General Professional Experience
• At least 8 years of experience in the textile industry, waste management sector, or in technical consulting for circular economy projects.
• Experience in conducting technical studies or pre-feasibility assessments for industrial recycling facilities.
Specific Professional Experience
• Direct experience with textile waste streams in the MENA region, preferably in Jordan's Qualified Industrial Zones (QIZs).
• Familiarity with international standards and best practices for textile recycling and upcycling.

4 2 references for proven experience working on textile waste management or circular economy projects in the MENA region. References shall include:

Bids will be assessed separately in accordance with the following criteria by awarding a score up to the maximum number of points per criterion as set out below:

The financial score (FS out of a maximum of 30 points) will cover the comparison of the financial offers of all candidates having submitted a conforming bid.
