The textile industry is a strategic sector of Jordan's economy, but its waste management sector struggles to attract investment due to a lack of clear policy and legal framework and fragmented governance. Investors require regulatory certainty, which is currently hindered by the absence of a specific policy addressing textile waste, creating ambiguity around roles, compliance, and long-term incentives.
The Legal/Regulatory Expert (LRE) will play a critical role in addressing these barriers by providing the necessary legal analysis and drafting the administrative doctrine required to interpret the existing law favorably for investors, without amending the law at the legislative level, while allowing for adjustments through subordinate regulations, instructions, or administrative procedures. The LRE's work will be foundational for the entire roadmap, providing the legal certainty needed to unlock private sector investment.
Objectives and Expected Results
1. General Objective
To establish a clear, investment-friendly legal and regulatory interpretation framework for the textile waste management sector in Jordan, thereby reducing investor risk and transaction costs.
2. Specific Objectives
· Conduct a comprehensive review and gap analysis of existing laws, policies, and standards related to textile waste management.
· Map and clarify all relevant legal sources and overlaps to define the regulatory scope of the sector.
· Draft policy recommendations and proposed instructions that formally interpret the existing law, ensuring alignment with the European legislative framework and EU best practices, to support green investment.
· Develop clear procedural guidelines for civil servants to ensure uniform, consistent, and investment-friendly application of the legal and regulatory framework.
· Conduct Regulatory Impact Assessments (RIA) for any proposed regulatory or legislative amendments to assess their economic, environmental, and administrative implications and support evidence-based decision-making.
3. Expected Results
• Official documentation of legal ambiguities and silent areas (Gap Analysis Report).
• A clear legal mapping matrix defining the regulatory scope and interactions.
• A Policy Brief establishing the administrative doctrine and Presumptions of Compliance to guide decision-makers, including:
◦ Short-term recommendations (quick wins): Immediate administrative fixes that can be implemented without legislative amendments.
◦ Long-term recommendations: Strategic policy framework and proposed instructions for sustained regulatory improvement.
• Proposed incentive mechanisms under the Investment Environment Law to support textile waste investment.
• Draft procedural guidelines (instructions document) for the Ministry of Environment ensuring consistent, investment-friendly application of the law by the administration.

Description of the Assignment / Key Responsibilities
The LRE will serve as the Team Leader for the three-expert team and will work under the coordination of the Project Manager. The LRE will collaborate closely with the Investment/Process Expert (IPE) for operational coordination and the Textile Waste Technical Expert (TWTE) for technical inputs, as well as with the Ministry of Environment.
This assignment requires the coordinated work of all three experts (LRE, IPE, and TWTE) to ensure integrated and coherent deliverables.
The assignment focuses on producing high-level legal and policy documents.
Key Responsibilities
· Lead the review of all national laws, policies, and technical guidelines related to waste management—especially textile waste—industry, and investment.
· Produce the Comprehensive Gap Analysis Report, identifying areas where the law is silent, ambiguous, or counterproductive to textile waste investment.
· Develop the Legal Mapping Matrix, including a proposed Official Legal Glossary to modernize key terms (e.g., "textile waste," "recycling") for favorable interpretation.
· Draft the Policy Recommendations/Brief, proposing administrative instructions that interpret legal requirements to allow for streamlined approvals and clear incentives, structured into short-term (quick wins) and long-term recommendations.
· Develop proposed incentive mechanisms under the Investment Environment Law to support textile waste investment.
· Prepare draft instructions document for the Ministry of Environment to ensure uniform application of regulations.
· Contribute legal input to the Investor Journey Assessment and the Process Map.
· Lead the drafting of the Procedural Guidelines Document for internal use by government agencies.
· Participate in the consultative workshop to validate the legal recommendations.

Note: All key deliverables listed in the table above shall be reviewed and validated by the Investment Roadmap Committee, in coordination with the Ministry of Environment.
Qualifications and Skills
• Jordanian national with deep understanding of the national legal and institutional context.
• Advanced degree (Master's or PhD) in Law, Public Policy, Environmental Law, Engineering, or Science.
• Deep expertise in Jordanian administrative law, environmental regulations, and investment legislation.
• Proven ability to draft high-level policy documents and administrative instructions, with demonstrated experience in conducting Regulatory Impact Assessments (RIA).
• Excellent analytical and technical writing skills in English and Arabic.
General Professional Experience
· At least 10 years of experience in legal or regulatory advisory roles, preferably within a government ministry, international organization, or major law firm focused on public sector reform.
· Experience working on projects related to waste management, circular economy, or industrial regulation in the MENA region
· Familiarity with the legal and institutional framework of Jordan's Ministry of Environment and Ministry of Investment.
Specific Professional Experience
• Demonstrated experience in conducting legal gap analyses and regulatory mapping for complex sectors.
• Experience in drafting "soft law" or administrative doctrine intended to interpret existing legislation.
• Familiarity with the legal and institutional framework of Jordan's Ministry of Environment and Ministry of Investment.

Evaluation Criteria
Bids will be assessed separately in accordance with the following criteria by awarding a score up to the maximum number of points per criterion as set out below:
