The generation of Waste Electrical and Electronic Equipment (WEEE) is rapidly increasing in Palestine, yet a unified national framework for its environmentally sound management is lacking. The current system is fragmented, with limited enforcement capacity and minimal integration of Extended Producer Responsibility (EPR) principles.
This assignment is a core component of the "Work plan for the Development of a National WEEE-Waste Management Policy and Legal Instructions." The National Technical Expert will be responsible for providing the technical, environmental, and economic foundation for the new national policy. This role is critical for ensuring the policy is aligned with international best practices (e.g., EU WEEE Directive, Basel Convention), is technically feasible, and incorporates a sustainable financing mechanism through a robust EPR scheme. The expert's focus on EPR and Policy Economics will ensure the policy is not only environmentally sound but also economically viable and institutionally ready for implementation.
Objectives and Expected Results
1. General Objective
To provide high-level technical, environmental, and policy expertise to develop a nationally endorsed, operationally feasible, and internationally aligned National WEEE-Waste Management Policy, ready for phased institutional adoption and piloting.
2. Specific Objectives
· Conduct a comprehensive Policy Landscape Review, identifying international benchmarks and best practices for WEEE management and EPR implementation.
· Draft the National WEEE-Waste Management Policy, ensuring it outlines clear roles, responsibilities, coordination arrangements, and a detailed EPR entry point.
· Provide technical input to the Legal Expert to ensure the Legal Instructions are technically sound and support the implementation of the proposed EPR scheme.
· Lead the technical preparation and presentation of materials for three national workshops to ensure stakeholder validation and capacity building.
3. Expected Results
· National WEEE-Waste Management Policy (Draft and Final Version): A non-binding national policy outlining the strategic vision, roles, coordination mechanisms, and a detailed EPR implementation pathway.
· Policy Landscape Review Report: A report detailing international WEEE/EPR best practices and their applicability to the national context.
· Technical Input to Legal Instructions: Technical specifications and data provided to the Legal Expert to ensure the legal framework supports licensing, inspection, and EPR implementation.
· Workshop Materials and Reports: Technical content and presentations for three national workshops (Foundations of EPR, Technical Review, Endorsement and Implementation Readiness).
Description of the Assignment / Key Responsibilities
The National Technical Expert will work under the coordination of the EQA and Expertise France, and in close collaboration with the National Legal Expert.
Key Responsibilities
· Policy Development: Lead the drafting of the National WEEE-Waste Management Policy (Activity 2.1), integrating principles of circular economy, institutional inclusion, and voluntary compliance.
· EPR and Economic Analysis: Design the core elements of the Extended Producer Responsibility (EPR) mechanism, including proposed models for classification, digital traceability, eco-modulated fee structures, and long-term financial sustainability.
· Technical Input: Provide technical specifications and data to the Legal Expert for the drafting of the Legal Instructions, ensuring technical feasibility for licensing, inspection, and enforcement.
· Foundational Analysis: Contribute to the Legal and Regulatory Gap Review (Activity 1.1) by providing technical benchmarks and best practices from international WEEE directives (e.g., EU WEEE Directive).
· Stakeholder Engagement: Prepare and present technical content for the three national workshops (Activities 1.4, 2.3, 3.4) to facilitate technical review and institutional endorsement.
· 6.Advisory Role (Capacity Building): Provide a minimal advisory role (estimated 5 days total, shared with Legal Expert) to the EQA on the content and destination of any potential future capacity-building activities (e.g., study tour).

Qualifications and Skills
· Advanced degree (Master’s or PhD) in Environmental Engineering, Environmental Policy, Waste Management, or Environmental Economics.
· Mandatory Expertise: Strong, demonstrable expertise in Extended Producer Responsibility (EPR) schemes and Circular Economy principles, specifically related to WEEE.
· Proven ability to conduct policy analysis, design economic instruments (e.g., eco-modulated fees), and draft high-level policy documents.
· Excellent analytical, presentation, and technical writing skills.
· Fluency in English and Arabic is required
General Professional Experience
· At least 8 years of professional experience in the field of environmental management, waste management, or environmental policy development.
· Experience working with government agencies or international organizations on policy reform in the MENA region is highly desirable.
Specific Professional Experience
· Demonstrated experience in developing or implementing WEEE management systems or EPR schemes at a national or regional level.
· Experience in policy drafting and providing technical support for the development of environmental legislation.
· Proven experience in facilitating multi-stakeholder workshops and presenting complex technical information to diverse audiences.

Each technical offer, deemed to be technically conforming, will be attributed a technical score (TS out of a maximum of 70 points) by adding up the weighted scores obtained for each sub-criterion.
