The Green Forward project, funded by the European Union and implemented by Expertise France, supports the acceleration of the green and circular economy (GCE) transition across the MENA region. At the macro level, the project strengthens policy frameworks, institutional capacity, and regional cooperation by working closely with governments and national focal institutions.

Lebanon currently navigates an unprecedented triple crisis: economic collapse, political instability, and environmental catastrophe that has fundamentally altered the landscape for national policy.
The severe economic contraction has crippled the state's capacity, leading to the near-total collapse of essential public services. For instance, the energy crisis has directly impacted water provision, with supply hours plummeting, forcing a reliance on expensive, unsustainable private solutions[1].
Simultaneously, the country grapples with a chronic, unmanaged waste crisis, exacerbated by the environmental fallout from recent conflicts, which has generated an estimated 50 to 100 million tons of debris, including hazardous materials[2]. This confluence of systemic governance failure, service degradation, and environmental destruction has rendered traditional, fragmented environmental policy approaches ineffective.
In this environment, the integration of Green, Blue, and Circular Economy principles under a single, cohesive strategy is no longer a matter of long-term sustainability, but an immediate necessity to transform environmental liabilities into economic opportunities, restore essential services, and build national resilience.
Hence the goal is to establish the strategic umbrella and a national action plan for the Ministry of Environment to develop a comprehensive, integrated Green, Blue, and Circular Economy (GBCE) Strategy for Lebanon, explicitly designed for a crisis and post-conflict recovery environment.

Objectives and Expected Results
1. General objective
To ensure the technical rigor, analytical quality, and strategic coherence of the integrated Green, Blue, and Circular Economy components of the National GBCE Strategy umbrella for Lebanon.
2. Specific objectives
· Conduct a robust dual-analysis assessment (policy vs. reality) to establish the foundational justification for the strategy.
· Draft the full, integrated GBCE Strategy document, including a Prioritized Intervention Matrix and a clear Monitoring and Evaluation (M&E) framework.
· Develop the Implementation Readiness Plan, including the detailed Terms of Reference for the Strategy Implementation Unit (SIU).
3. Expected Results
· Technically sound and context-specific GBCE Strategy document, ready for political endorsement.
· Comprehensive Sectoral Assessment Reports and a Policy/Legislative Gap Analysis.
· A clear Implementation Readiness Plan to facilitate the transition to the execution phase.
4. Description of the assignment
The Technical Lead will be responsible for the analytical and drafting core of the GBCE strategy, translating complex technical data and international best practices into clear, implementable policy recommendations across the Green, Blue, and Circular Economy pillars, while ensuring alignment with the "reality on the ground."
5. Key Responsibilities
· Lead all technical assessments, gap analyses, and baseline data collection (desk review focus).
· Draft the core GBCE National Strategy Document, including the vision, mission, KPIs, and M&E framework.
· Develop the Prioritized Intervention Matrix and the Just Transition Framework.
· Finalize the Implementation Readiness Plan and the Terms of Reference for the Strategy Implementation Unit (SIU).
· Provide technical input and data for all high-level documents and presentations.

· A launch meeting shall be held within 2 business days after the contract award has been notified. Moreover, close collaboration must take place with the Working Group and Expertise France personnel from assignment preparation right up to completion.
· Close coordination is expected with the designated focal points at the Ministry of Environment and with the national taskforce established for national roadmap process.
· The expert will work in close collaboration with the strategic lead, ensuring seamless integration of political and technical workstreams.

Qualifications and skills:
• Education: Master’s degree or higher (Ph.D would be an asset) in Environmental Engineering, Environmental Economics, Sustainable Development, or a related technical field.
• Experience: Minimum of 10 years of experience in high-level policy advisory, governance, or public sector management in Lebanon or the MENA region. Proven track record of successfully engaging with Cabinet-level officials, securing political endorsement, and leading resource mobilization efforts.
• Skills: Exceptional political acumen, negotiation, and diplomatic skills. Deep understanding of the Lebanese administrative and political context.
• Language: Fluency in English and French is required; working knowledge of Arabic is an asset.
General Professional Experience
· Minimum of 10 years of experience in technical advisory roles related to environmental management, sustainable development, or economic policy.
· Proven experience in coordinating public policy projects.
· Experience with donor-funded or EU-funded programmes in the MENA region.
Specific Professional Experience
· Demonstrated experience in developing national strategies, conducting complex data analysis, and drafting Monitoring and Evaluation (M&E) frameworks, with a proven ability to integrate Green, Blue, and Circular Economy concepts.
· Proven track record of successfully engaging with Cabinet-level officials, securing political endorsement, and leading resource mobilization efforts in a complex political environment (preferably in Lebanon or the MENA region).
· Demonstrated ability to produce high-level strategic and policy documents.
· Experience with institutional stakeholders in Lebanon or similar contexts.
Other highly desirable skills:
· Advanced analytical and technical writing skills. Proficiency in data analysis tools.
· Proven ability to translate complex technical information into clear policy recommendations. Deep understanding of the Lebanese administrative and political context.

The Technical Lead will submit monthly progress reports to the Green Forward Project manager, detailing technical progress, data collection status, and quality assurance checks.
The expert will be responsible for the technical quality control of all deliverables and the final M&E framework of the strategy.
All reports must be submitted in English and shared with both the Green Forward regional team and relevant national counterparts (MoE and taskforce members).
The Strategic Lead will submit monthly progress reports to Green Forward project manager, detailing activities undertaken, challenges encountered, and planned activities for the following month. The expert will participate in all monitoring and evaluation meetings related to the strategy formulation process.The service provider should report assignment progress in a timely manner by aligning activities with the MEAL standards outlined in the Green Forward programme’s MEAL plan, which will be shared at the beginning of the consultancy. For this purpose, regular exchanges with the MEAL coordinator are required to enhance the quality of monitoring and evaluation.

Evaluation Criteria
Bids will be assessed separately in accordance with the following criteria by awarding a score up to the maximum number of points per criterion as set out below:

Each technical offer, deemed to be technically conforming, will be attributed a technical score (TS out of a maximum of 70 points) by adding up the weighted scores obtained for each sub-criterion.
