Context and Justification
The Green Forward project, funded by the European Union and implemented by Expertise France, supports the acceleration of the green and circular economy (GCE) transition across the MENA region. At the macro level, the project strengthens policy frameworks, institutional capacity, and regional cooperation by working closely with governments and national focal institutions.

Lebanon currently navigates an unprecedented triple crisis: economic collapse, political instability, and environmental catastrophe that has fundamentally altered the landscape for national policy.
The severe economic contraction has crippled the state's capacity, leading to the near-total collapse of essential public services. For instance, the energy crisis has directly impacted water provision, with supply hours plummeting, forcing a reliance on expensive, unsustainable private solutions[1].
Simultaneously, the country grapples with a chronic, unmanaged waste crisis, exacerbated by the environmental fallout from recent conflicts, which has generated an estimated 50 to 100 million tons of debris, including hazardous materials[2]. This confluence of systemic governance failure, service degradation, and environmental destruction has rendered traditional, fragmented environmental policy approaches ineffective.
In this environment, the integration of Green, Blue, and Circular Economy principles under a single, cohesive strategy is no longer a matter of long-term sustainability, but an immediate necessity to transform environmental liabilities into economic opportunities, restore essential services, and build national resilience.
Hence the goal is to establish the strategic umbrella and a national action plan for the Ministry of Environment to develop a comprehensive, integrated Green, Blue, and Circular Economy (GBCE) Strategy for Lebanon, explicitly designed for a crisis and post-conflict recovery environment.

Objectives and Expected Results
1. General objective
To lead the political, institutional, and financial mobilization required for the successful development, validation, and official adoption of the National Green, Blue, and Circular Economy (GBCE) Strategy Umbrella for Lebanon.
2. Specific objectives
· Secure high-level political endorsement and Cabinet approval for the final GBCE Strategy.
· Establish a functional, cross-sectoral National GBCE Steering Committee to ensure governance and coordination.
· Develop a comprehensive Financing and Resource Mobilization Strategy to secure initial funding for the strategy's implementation phase.
3. Expected Results
· Formal political mandate and high-level buy-in for the GBCE strategy formulation process.
· A comprehensive Financing and Resource Mobilization Strategy, ready for donor presentation.
· Official endorsement of the final GBCE Strategy by the Government of Lebanon.
4. Description of the assignment
The Strategic Lead will serve as the senior expert responsible for the political economy, governance, and external relations aspects of the GBCE strategy formulation. This role is critical for ensuring the process is resilient to the current national crisis by managing political risk, facilitating high-level dialogue, and securing the necessary institutional and financial backing.
5. Key Responsibilities
· Lead high-level stakeholder engagement with government ministries, political actors, and international partners.
· Manage the establishment and functioning of the National GBCE Steering Committee.
· Oversee the development of the Resource Mobilization Strategy and lead donor engagement efforts.
· Secure formal political endorsement and Cabinet approval for the final strategy document.
· Provide continuous political risk assessment and ensure the integration of anti-corruption safeguards.

· A launch meeting shall be held within 2 business days after the contract award has been notified. Moreover, close collaboration must take place with the Working Group and Expertise France personnel from assignment preparation right up to completion.
· Close coordination is expected with the designated focal points at the Ministry of Environment and with the national taskforce established for national roadmap process.
· The expert will work in close collaboration with the Technical Lead, ensuring seamless integration of political and technical workstreams.
· The Strategic Lead is responsible for interfacing with the National GBCE Steering Committee and international donor representatives.

Qualifications and skills:
• Education: Master’s degree or higher (PhD would be an asset) in Public Policy, Political Science, Economics, or a related field.
• Experience: Minimum of 10 years of experience in high-level policy advisory, governance, or public sector management in Lebanon or the MENA region. Proven track record of successfully engaging with Cabinet-level officials, securing political endorsement, and leading resource mobilization efforts.
• Skills: Exceptional political acumen, negotiation, and diplomatic skills. Deep understanding of the Lebanese administrative and political context.
• Language: Fluency in English and French is required; working knowledge of Arabic is an asset.
General Professional Experience
· Minimum of 10 years of experience in high-level policy advisory, governance, or public sector management.
· Proven experience in coordinating public policy projects.
· Experience with donor-funded or EU-funded programs in the MENA region.
Specific Professional Experience
· Proven track record of successfully engaging with Cabinet-level officials, securing political endorsement, and leading resource mobilization efforts in a complex political environment (preferably in Lebanon or the MENA region).
· Demonstrated ability to produce high-level strategic and policy documents.
· Experience with institutional stakeholders in Lebanon or similar contexts.

The Strategic Lead will submit monthly progress reports to the Green Forward Project Manager, detailing activities undertaken, challenges encountered, and planned activities for the following month. The expert will participate in all monitoring and evaluation meetings related to the strategy formulation process.
All reports must be submitted in English and shared with both the Green Forward regional team and relevant national counterparts (MoE and taskforce members).
The Strategic Lead will submit monthly progress reports to Green Forward project manager, detailing activities undertaken, challenges encountered, and planned activities for the following month. The expert will participate in all monitoring and evaluation meetings related to the strategy formulation process.The service provider should report assignment progress in a timely manner by aligning activities with the MEAL standards outlined in the Green Forward programme’s MEAL plan, which will be shared at the beginning of the consultancy. For this purpose, regular exchanges with the MEAL coordinator are required to enhance the quality of monitoring and evaluation.

Bids will be assessed separately in accordance with the following criteria by awarding a score up to the maximum number of points per criterion as set out below:
