Mission description

Context and Justification

The Green Forward project, funded by the European Union and implemented by Expertise France, supports the acceleration of the green and circular economy (GCE) transition across the MENA region. At the macro level, the project strengthens policy frameworks, institutional capacity, and regional cooperation by working closely with governments and national focal institutions.

The Green Forward policy program, funded by the European Union and implemented by Expertise France, supports the transition towards a green and circular economy (GCE) in the MENA region through policy integration, institutional strengthening, and regional cooperation.

Lebanon currently navigates an unprecedented triple crisis: economic collapse, political instability, and environmental catastrophe that has fundamentally altered the landscape for national policy.

The severe economic contraction has crippled the state's capacity, leading to the near-total collapse of essential public services. For instance, the energy crisis has directly impacted water provision, with supply hours plummeting, forcing a reliance on expensive, unsustainable private solutions[1].

Simultaneously, the country grapples with a chronic, unmanaged waste crisis, exacerbated by the environmental fallout from recent conflicts, which has generated an estimated 50 to 100 million tons of debris, including hazardous materials[2]. This confluence of systemic governance failure, service degradation, and environmental destruction has rendered traditional, fragmented environmental policy approaches ineffective.

In this environment, the integration of Extended Producer Responsibility (EPR) is a necessity and providing a clear path for legal and financial implementation becomes a clear goal.

Hence the goal is to establish a roadmap for the Ministry of Environment that will pave the way for a future implementation of EPR, explicitly designed for a crisis and post-conflict recovery environment.

Project or context description

1.       General objective

To develop a comprehensive, context-specific Extended Producer Responsibility (EPR) Roadmap for Lebanon, ensuring its alignment with the National Green, Blue, and Circular Economy (GBCE) Strategy and providing a clear path for legal and financial implementation.

 

2.       Specific objectives

 

·       Conduct a detailed gap analysis of the current Lebanese legal and institutional framework for waste management versus international EPR best practices.

·       Design the core financial mechanisms (e.g., fee structure, fund management) necessary for a self-sustaining EPR system.

·       Propose a clear legal framework and implementation tools for the MoE to establish the EPR system.

 

3.       Expected Results

·       A validated EPR Roadmap document, ready for political and stakeholder consultation.

·       A draft legal framework (e.g., decree or law amendment) for the establishment of the EPR system.

·       A financial model for the EPR scheme, including estimated producer fees and operational costs.

4.       Description of the assignment

The EPR Roadmap Specialist will work under the supervision of the Green Forward Project Manager in cooperation with the GBCE Technical Lead to conduct all necessary research, analysis, and consultation to produce a fully actionable EPR Roadmap. The assignment requires expertise in waste management policy, financial modeling, and regulatory drafting.

 

5.       Key Responsibilities

·       Conduct a desk review of international EPR models and a gap analysis of the Lebanese context.

·       Design the financial model for the EPR scheme, including fee calculation and fund governance.

·       Draft the proposed legal framework and necessary implementation tools (e.g., registration, reporting).

·       Lead targeted consultations with industry, waste management operators, and civil society on the proposed roadmap.

·       Integrate the final EPR Roadmap into the broader GBCE Strategy's Circular Economy pillar.

 

 

6.       Anticipated deliverables

 

The assignment is estimated to require 45 Working Days over a period of approximately 2.5 months.

·       A launch meeting shall be held within 2 business days after the contract award has been notified. Moreover, close collaboration must take place with the Working Group and Expertise France personnel from assignment preparation right up to completion.

·       Close coordination is expected with the designated focal points at the Ministry of Environment.

·       The expert will work will report directly to the Project Manager of Green Forward and coordinate with the GBCE Technical Lead with the MoE's legal and technical departments, as well as the GBCE Strategic Lead for high-level political consultation scheduling.

Required profile

Qualifications and skills:

         Education: Master’s degree or higher in Environmental Engineering, Environmental Economics, Law, or a related field.

         Experience: Minimum of 8 years of experience in environmental policy, waste management, or regulatory economics.

         Skills: Exceptional political acumen, negotiation, and diplomatic skills. Deep understanding of the Lebanese administrative and political context.

         Language: Fluency in English and French is required; working knowledge of Arabic would be considered an asset.

General Professional Experience

·       Minimum of 8 years of experience in high-level policy advisory, governance, or public sector management.

·       Proven experience in coordinating public policy projects.

·       Experience with donor-funded or EU-funded programs in the MENA region.

Specific Professional Experience

·       Proven track record of successfully engaging with Cabinet-level officials, securing political endorsement, and leading resource mobilization efforts in a complex political environment (preferably in Lebanon or the MENA region).

·       Demonstrated ability to produce high-level strategic and policy documents.

·       Experience with institutional stakeholders in Lebanon or similar contexts.

Other highly desirable skills:

·       Exceptional political acumen, negotiation, and diplomatic skills.

·       Deep understanding of the Lebanese administrative and political context.

Assignment Reports

The Strategic Lead will submit monthly progress reports to the Green Forward Project Manager, detailing activities undertaken, challenges encountered, and planned activities for the following month. The expert will participate in all monitoring and evaluation meetings related to the strategy formulation process.

All reports must be submitted in English and shared with both the Green Forward regional team and relevant national counterparts (MoE and taskforce members).

Monitoring and Evaluation

The Strategic Lead will submit monthly progress reports to Green Forward project manager, detailing activities undertaken, challenges encountered, and planned activities for the following month. The expert will participate in all monitoring and evaluation meetings related to the strategy formulation process. The service provider should report assignment progress in a timely manner by aligning activities with the MEAL standards outlined in the Green Forward programme’s MEAL plan, which will be shared at the beginning of the consultancy. For this purpose, regular exchanges with the MEAL coordinator are required to enhance the quality of monitoring and evaluation.

·       The expert must align activities and outputs with the Green Forward MEAL Plan.

·       Monthly progress reports are to be submitted to Expertise France.

·       All deliverables will be reviewed and validated by the Programme Manager before payment.

Evaluation Criteria

Bids will be assessed separately in accordance with the following criteria by awarding a score up to the maximum number of points per criterion as set out below: 

Criterion 1: price of the services  

The financial score (FS out of a maximum of 30 points) will cover the comparison of the financial offers of all candidates having submitted a conforming bid.

Each technical offer, deemed to be technically conforming, will be attributed a technical score (TS out of a maximum of 70 points) by adding up the weighted scores obtained for each sub-criterion.
