Mission description

Expertise France (EF) signed a delegation agreement with the European Union Delegation to Jordan to support democratic reforms and processes in Jordan. This action seeks to consolidate the progress achieved by the EU in previous programmes and builds on opportunities arising from the reforms proposed by the Jordanian “Royal Committee to Modernize the Political System” regarding constitutional reform and changes in Political Parties’ Law and Parliamentary Elections Law. 

The overall objective of this programme is to promote a more participatory, inclusive, and accountable democratic process.

The specific objective(s) of this programme are as follows: 

1.       To ensure young men and women's meaningful participation in democratic life 

2.       To support political parties in creating an enabling environment for increased participation of and responsiveness to diverse groups

3.       To support the House of Representatives in exercising its core parliamentary functions with greater professionalism, effectiveness, inclusivity, and accountability

The expected results of this programme are:

Under SO1: 

·       Young community leaders (men and women) are supported to drive change that is relevant to their communities

·       Politically active youth within parties are empowered to become influential decision-makers within their political parties

·       Women and youth MPs are supported to exercise their mandates fully

·       Cross-cutting media outputs: Civic and political participation is promoted through media outlets

Under SO2: 

·       Enhanced capacity and know-how of political parties to develop professional and programme-based institutions

·       Enhanced capacity of institutions (MoPPA and IEC) to effectively oversee political parties' registration and finance

·       Political parties engage in pre- and post-election dialogue with other political actors

Under SO3: 

·       The HoR Secretariat is assisted to meet the needs of MPs and parliamentary blocs

·       The HoR is supported to carry out more robust and inclusive financial and budget oversight

·       The HoR is supported to carry out more robust and inclusive policy and legislative oversight

·       The HoR is assisted to strengthen its outreach, particularly towards women and youth

·       Cross-cutting output: Media outlets participate in the democratic process

For the implementation of its action, EF will rely on the support of the following implementing partners through grant contracts:

  • The Netherlands Institute for Multiparty democracy (NIMD): implementation of actions to contribute to achieving SO1 and SO2
  • Westminster Foundation for Democracy (WFD): implementation of actions to contribute to achieving SO3
  • Canal France International (CFI): implementation of actions to achieve cross-cutting outputs with media.

 

To support this intervention, a gender mainstreaming expert will be engaged to review programme activities and ensure systematic gender mainstreaming throughout the programme implementation.

Project or context description

1)      General objective 

The purpose of this assignment is to provide technical expertise to conduct an analysis of gender mainstreaming approaches within the programme design, identify the gaps and provide practical guidance, recommendations and best practices for proper integration of gender equality and gender-responsive tools into the design, planning implementation, monitoring, and reporting of programme activities.

 

2)      Specific objectives

-          Assess the implementation of gender mainstreaming approaches and gaps within the Programme, including targeted interventions, cross-cutting activities, embedded approaches, etc. 

-          Develop actionable recommendations, best practices and practical tools for the integration of gender mainstreaming approaches in the planning, implementation and reporting phases of the intervention. 

-          Provide guidance on alignment of intervention to national gender related policies, strategies, etc.

-          Conduct a learning session for the implementing agencies on gender mainstreaming approaches, tools to be integrated into the Programme implementation. 

 

II.      Anticipated results

The assignment is expected to deliver the following:

-          A comprehensive gender mainstreaming analysis on programme design, interventions, workplan, and implementation using established frameworks to identify differential needs, opportunities, and constraints (prepare a gender analysis report with policy and programme practical recommendations)

-          Establish and strengthen accountability tools and gender markers to monitor implementation and results.

III.      Tasks to be performed by the Contractor 

 

Under the overall supervision of the Programme Manager and in close coordination with the programme team and partners, the Gender Mainstreaming Expert will be responsible for the following tasks:

 

1.)    Programme Review and Analysis

a.       Review programme documents, including the programme Description of action, results framework, work plans, and key outputs, from a gender perspective.

b.       Analyse planned and ongoing activities to assess the extent to which gender mainstreaming approaches are integrated.

c.       Identify gender gaps, risks, and opportunities within programme components related to democratic reforms, governance, participation, and institutional strengthening.

 

2.)    Gender Mainstreaming Support

a.       Provide concrete, context-specific recommendations to strengthen gender mainstreaming across all programme interventions.

b.      Support the integration of gender-responsive approaches into implementation strategies, tools, and methodologies.

c.       Propose tools and recommendations to ensure programme activities promote inclusive participation of women and men, including marginalised and underrepresented groups.

d.       Advise on programme reporting tools that reflect gender mainstreaming, highlight gender-related achievements and challenges, and provide actionable recommendations for future programming. That would achieve transformative reform (roles and responsibilities, resources, system, social norms, etc

 

3.)    Learning for programme partners and staff

a.       Provide a learning session for programme partners to share report recommendations, lessons learned, and next steps. 

b.      Provide practical tools and learning for partners and programme staff on integrating gender mainstreaming methods into programme implementation.

Submit the session plan and presentation, including a list of practical tools for partners and staff to utilize. (Word document and PowerPoint).

 

Conduct one in-person learning session for programme staff and partners.

Week 3 – week 5

Second instalment of 50 % upon the successful completion and approval of the phase deliverables.

Submit the final version of the comprehensive gender mainstreaming report upon the approval of EF.

V.      Coordination 

The contractor shall designate a single contact person for programme implementation purposes.  A launch meeting shall be held within 5 working days after the contract award has been notified. Close collaboration must take place with the programme team from assignment preparation right up to completion. 

1)      Implementation period: 15 working days

2)      Start date: 22 February 2026

3)      End date:  30 March 2026

4)      Effective duration per assignment: 5 weeks 

5)      Deadline to apply:  12 February 2026

 

Required profile

1)      Number of experts per assignment: 1 National consultant

2)      Profile of the designated expert(s) responsible for contract execution

-        Advanced degree in gender studies, development economics, or related field; 

-        No less than 15 years of experience in gender mainstreaming at a national or multilateral level, within development programmes, preferably in governance or democratic reforms

-        proven expertise in gender analysis tools and results-based management;

-        Strong understanding of the Jordanian political ecosystem and democratization.

-        References or samples of previous work in similar assignments, experience in EU-funded programs is a plus.

-        Excellent written and spoken command of Arabic and English, with a proven track record of producing high-quality reports and knowledge products. 

 

II.      Assignment reports

The Gender Mainstreaming Expert will report to the Programme Manager and work closely with the programme team. All deliverables will be reviewed and approved by Programme Management. 

An analysis and recommendations report must be submitted by email to the programme manager.
