Mission description

Expertise France is recruiting a Team Leader for the AFD-funded Technical Assistance project to support power reform in Albania (phase 3), full-time based in Tirana, Albania.

The Team Leader will be an expert with international experience in charge of coordinating the TA activities in liaison with the focal point appointed by the Ministry of Infrastructure and Energy (MIE), in order to facilitate the necessary contacts within the energy sector and with the various concerned stakeholders.

She/he will have a permanent local management role, overseeing both the team of short-term experts - particularly with regard to work organization, allocation of working days, contractual arrangements, and the logistical aspects of their missions (transport, office space, facilities, equipment, etc., to be coordinated with the MIE) - and the overall planning of activities, ensuring compliance with the initially approved work plan.

The team leader will be responsible for the successful achievement of the project's results. She/he will be assisted by Expertise France’s headquarters and by the support departments.

More precisely, the Team Leader will have to implement the following tasks:

Strategic advice and project representation

·       Proposal, adjustment and implementation of the strategic and technical orientations of the project, in particular on the basis of the proposals made by the project technical experts and national stakeholders

·       Project representation: developing and maintaining excellent working relationship with local administrations and international donors; representation of the project at high level events related to the project themes; networking with relevant stakeholders in Albania

·       Coordination and communication with other teams involved in the Energy Reform process in Albania or in other countries of the Balkan area and any other relevant stakeholder.

Management of the team of experts

·       Support Expertise France in the identification and selection of local experts: Energy Legal Expert, Energy Finance Expert, other relevant experts.

·       Supervision of the team of experts: validation of work plans by thematic area of the project, consolidation of the overall action plan, coordination of the activities’ execution. This management must be done while maintaining a very high level of communication within the team and continuous evaluation of activities, with a goal to continuously improving the project management.

Project management

·       Operational coordination of the project: overall supervision and coordination of the inception phase; overall supervision and coordination of the project activities and the achievement of their objectives.

·       Guarantees the strategic and operational efficiency of the project: ensures the management of resources for achieving the project’s objectives.

·       Supervises the timely production of expected deliverables, both in relation to project activities (mission reports) and at project level as a whole (inception report, annual report, final report, etc.), in liaison with the Energy Division at Paris Headquarters.

Any other task related to the mission, at the request of Expertise France or the donor.

Project or context description

The Agence Française de Développement (AFD) is launching the phase 3 of its Technical Assistance (TA) program to support the Government of Albania (GoA), more specifically providing support to the Ministry of Infrastructure and Energy (MIE) of Albania and the Albanian Energy Regulator (ERE) in implementing the 2025–2026 Policy-Based Loan (PBL). The project is parallel to a budget support loan for the reform of the Albanian energy sector (funded by AFD and KfW). The TA will last 16 months.

Expertise France (EF), the French public agency for international technical assistance, was entrusted by AFD with the implementation of the project.

As part of several commitments undertaken by the GoA toward its accession to the European Union and accomplishing reforms of the Chapter 15: Energy with the relevant EU acquis, the country is actively engaged in comprehensive reforms within its energy sector, renewable energy integration, addressing financial sustainability, corporate governance, operational improvements, market liberalization,  environmental compliance, and gender equality.

The PBL aims to accelerate Albania's green energy transition and enhance climate resilience by establishing and enforcing a robust policy and legal framework fully aligned with the EU and Energy Community acquis, as well as enabling Albania to realize its international commitments under the Green Agenda of the Western Balkans. Main milestones of the PBL will support Albanian Government in establishing a competitive market environment within its energy sector based on international best practices, and support decarbonization through the expansion of renewable energy deployment and improvement of energy efficiency. It also emphasizes the promotion of gender equality within the energy sector.

 The Phase 3 represents a continuum and deepening of ongoing technical assistance led by Expertise France since 2020, providing targeted support to Albania’s energy reforms, in order to fulfil the milestones and policy actions set out under the PBL, ensuring effective and timely implementation. All the activities implemented under Phase 3 will be consistent with the previous phases’ implementation.

Required profile

The main characteristics of the Team Leader will be threefold:

1.     Excellent knowledge of Albania and its general political environment;

2.     Excellent knowledge of the energy sector issues in general, and more particularly in the Albanian context, experience in energy policy reform and in electricity market policy making;

3.     Good familiarity with international projects, procedures and policies, especially in the energy sector, with proven track record (demonstration of previous international working experience).

Moreover, Expertise France will evaluate candidates according to the following criteria:

Education / qualification:

·       University degree (BA or MA or equivalent) in law, political science, international relations, energy related fields or any other relevant discipline

·       Good management skills

·       Good communication and reporting skills

·       Fluent in spoken and written English and Albanian (French would be an asset)

Professional experience:

·       A minimum of 7 years of working experience in the energy field

·       Experience working on inter-agency/administration cooperation will be a strong asset 

·       Demonstrated management skills in a multicultural environment and experience in a leadership role

·       Experience of international cooperation and possibly of international projects implementation

·       Experience working in Albania or the Balkan region is required

Additional specific requirements:

·       Excellent understanding of capacity building and administrative reforms 

·       Strong capacities in devising strategies

·       Strong ability to evolve in a political and sensitive environment

Additional information

The signature of the contract between Expertise France and the team leader will depend on the signature of the contract between Expertise France and its donor.

·       Duration of the contract: 12 months, full time (renewable until the end of the project)

·       Beginning of the mission : March/April 2026

·       Contract: Local contract through a salary portage company, depending on the selected candidates nationality

·       Budget : Based on Expertise France’s salary grid

·       Working conditions: The expert will be based in Tirana, Albania, for the duration of the project. Occasional missions to Paris, France.
