Mission description

The Defence Law Expert serves as the primary technical authority and lead architect of all legal and regulatory components of the Cyprus Industrial Defence Strategy project. The role encompasses two principal phases:

Phase 1 – Diagnostic Phase (Outputs 2, 3, 4): The expert maps the existing legal, institutional, and organisational landscape governing Cyprus's defence industry; identifies gaps, misalignments with EU standards, and institutional weaknesses; and produces diagnostic analysis informing subsequent regulatory design. This phase (approximately 15–17 days) runs February–July 2026.

Phase 2 – Legislative Design Phase (Outputs 5, 6, 7): The expert designs a comprehensive, production-ready regulatory framework for the modernised governance of Cyprus's defence industry, comprising six integrated component proposals addressing Reform Law, National Register, Production Oversight, Export Control, International Cooperation, and Financing Mechanisms. This core deliverable (approximately 30 days) runs May–October 2026, with capacity-building delivery January–February 2027.

The expert works under the overall direction of the Project Manager (Expertise France) and the Key Expert (Strategic Lead), and in close coordination with a Cyprus Law Expert (focusing on constitutional transposition and administrative feasibility) and an Industry and Innovation Expert. 

The contract will run for the entire duration of the project. The estimated workload between the starting of the contract and the end of the project is 90 days (exact number of days to be discussed with the selected expert).

Project or context description

Expertise France, the French agency for international technical cooperation, designs and implements projects that strengthen governance, security, climate, health, and education systems in developing and emerging countries, contributing to the achievement of the 2030 Agenda.

The Republic of Cyprus has requested the support of the European Commission to assist in drafting its National Defence Industry Strategy and in strengthening the Ministry of Defence (MoD) of the Republic of Cyprus in terms of regulation, oversight, planning, and decision-making related to the development of the defence industry. The initiative is funded by the European Union, through the Technical Support Instrument (TSI), and implemented by Expertise France in collaboration with the EU Commission.

Located at a strategic crossroad in the Mediterranean, the Republic of Cyprus has long faced challenges in defence and security. Its industrial development in this field was constrained for regional balance reasons. The change of EU’s priorities, to now include self-resilience in defence along with the lifting of the U.S arms embargo on Cyprus, has marked a turning point, opening the way to revitalising its national defence industry strategy. Cyprus can now enhance its military capabilities, integrate more deeply into international defence networks, and foster technological innovation.

To consolidate this strategy, it is recommended that the Republic of Cyprus draw inspiration from European good practices and initiatives, particularly the European Defence White Paper: Readiness 2030, which advocates for cooperation and integration within the European Union. Aligning with this vision will enable the Republic of Cyprus to accelerate the modernisation of its armed forces and strengthen its participation in international technological and industrial partnerships.

The Ministry of Defence of the Republic of Cyprus plays a major role in defining and implementing this strategy. Its mission is to guarantee national sovereignty by developing an autonomous defence capacity, while aligning with regional and European strategic priorities. In partnership with Expertise France, the Ministry aims to develop a clear and ambitious roadmap promoting technological innovation, local production, equipment maintenance, and research and development.

Within this framework, and as part of the Cyprus Industrial Defence Strategy project, Expertise France is recruiting a senior Defence Law Expert to serve as the lead architect and primary drafter of the draft legal and regulatory framework underpinning the Defence Industry Strategy.

Required profile

·     Advanced expertise in legislative and regulatory drafting for defence sector (minimum 12 years professional legal experience, with at least 8 years in defence, export control, or strategic industries regulation);

·     Deep knowledge of EU defence law instruments:

  Directive 2009/81/EC on defence procurement and compliance mechanisms;

  NIS Directive (cybersecurity and critical infrastructure protection);

  Defence Readiness Omnibus and related EU defence policy frameworks;

  PESCO and collaborative defence development initiatives.

·     Mastery of international export control regimes:

  EU dual-use regulation (428/2009 and successors): control lists, licensing procedures, enforcement;

  Wassenaar Arrangement: participation requirements, control commitments, information-sharing obligations;

  MTCR (Missile Technology Control Regime): scope and applicability to defence technologies;

  Arms Trade Treaty: implementation and transparency requirements.

·     Proficiency in defence procurement law: understanding of public procurement procedures for defence equipment, NATO standards and interoperability requirements, security and classified information protocols in defence contracting.

·     Expertise in DTIB protection mechanisms: foreign ownership and control restrictions, technology transfer safeguards, critical infrastructure and supply-chain security, investment screening legal frameworks.

·     Knowledge of classified information protection and cybersecurity regulation: classification systems, access control, personnel security clearances, information compartmentalisation, cyber-security standards for defence-critical systems.

·     Capacity to design complex regulatory systems: establishing national defence company registers, designing and implementing production oversight and quality assurance mechanisms, creating export control licensing systems, structuring international cooperation legal frameworks.


·     Understanding of defence industry financing tools: direct public investment structures, R&D subsidies and grants, export credit guarantees, tax incentives, public–private partnerships, compliance with EU state-aid rules.

·     Demonstrated experience in legislative reform and inter-governmental coordination: experience drafting and shepherding major legislative packages through government and parliamentary processes, managing multi-stakeholder consultations, adapting international standards to national contexts.

·     Excellent written and verbal communication in English and ability to present complex regulatory concepts to diverse audiences (government officials, industry, international partners).

Note: The Defence Law Expert is the primary technical lead responsible for all substantive legal and regulatory design work on the project. The scope of activities may, when appropriate, be coordinated with a Cyprus Law Expert at various stages of the project, particularly for constitutional transposition and administrative feasibility assessment.

Deliverable: Training materials package (15–20 pages) and co-delivery of training sessions.
