Mission description

The Cyprus Law Expert serves as the specialist advisor and transposition lead ensuring that all legal and regulatory components of the Cyprus Industrial Defence Strategy are adapted to and compatible with Cyprus's constitutional framework, legislative system, and administrative context. The role is structured to complement and support the lead Defence Law Expert, focusing specifically on:

·       Constitutional and parliamentary feasibility: ensuring regulatory proposals comply with Cyprus's constitutional law and can be successfully enacted through Cyprus's parliamentary procedures;

·       Administrative implementation: assessing whether proposed regulatory frameworks are realistic and implementable given CYMOD's administrative capacity and existing institutional structures;

·       Local stakeholder engagement: maintaining relationships with Cyprus legislative authorities, parliamentary advisors, and government officials to ensure political viability of proposals.

The expert works under the overall direction of the Project Manager (Expertise France) and provides detailed feedback and recommendations to the Defence Law Expert (primary lead) throughout all project phases. The Cyprus Law Expert's input is particularly critical during the legislative design phase (Output 6). 

Project or context description

Expertise France, the French agency for international technical cooperation, designs and implements projects that strengthen governance, security, climate, health, and education systems in developing and emerging countries, contributing to the achievement of the 2030 Agenda.

The Republic of Cyprus has requested the support of the European Commission to assist in drafting its National Defence Industry Strategy and in strengthening the Ministry of Defence (MoD) of the Republic of Cyprus in terms of regulation, oversight, planning, and decision-making related to the development of the defence industry. The initiative is funded by the European Union, through the Technical Support Instrument (TSI), and implemented by Expertise France in collaboration with the EU Commission.

Located at a strategic crossroad in the Mediterranean, the Republic of Cyprus has long faced challenges in defence and security. Its industrial development in this field was constrained for regional balance reasons. The change of EUs priorities, to now include self-resilience in defence along with the lifting of the U.S arms embargo on Cyprus, has marked a turning point, opening the way to revitalising its national defence industry strategy. Cyprus can now enhance its military capabilities, integrate more deeply into international defence networks, and foster technological innovation.

To consolidate this strategy, it is recommended that the Republic of Cyprus draw inspiration from European good practices and initiatives, particularly the European Defence White Paper: Readiness 2030, which advocates for cooperation and integration within the European Union. Aligning with this vision will enable the Republic of Cyprus to accelerate the modernisation of its armed forces and strengthen its participation in international technological and industrial partnerships.

The Ministry of Defence of the Republic of Cyprus plays a major role in defining and implementing this strategy. Its mission is to guarantee national sovereignty by developing an autonomous defence capacity, while aligning with regional and European strategic priorities. In partnership with Expertise France, the Ministry aims to develop a clear and ambitious roadmap promoting technological innovation, local production, equipment maintenance, and research and development.Within this framework, and as part of the Cyprus Industrial Defence Strategy project, Expertise France is recruiting a Cyprus Law Expert to serve as the transposition specialist and feasibility validator, ensuring all regulatory proposals are constitutionally compliant and administratively implementable within Cyprus's unique legal and political context.

Required profile

·       In-depth understanding of Cyprus's legislative system and constitutional law (minimum 10 years professional legal experience, with at least 5 years working in or with Cyprus government and legislative institutions);

·       Expertise in parliamentary procedures and law adoption processes in Cyprus: understanding how bills are introduced, debated, amended, and enacted; knowledge of parliamentary committees; awareness of typical timelines and political dynamics affecting legislative passage;

·       Deep knowledge of Cyprus's administrative law and institutional structures: understanding of ministerial roles, inter-ministerial coordination procedures, civil service capacity, and administrative procedures;

·       Capacity to adapt EU legal instruments to Cyprus context: skill in translating EU directives and international standards into language, procedures, and institutional arrangements compatible with Cyprus law; experience identifying where EU models require modification for Cyprus applicability;

·       Understanding of Cyprus's specific legal and political constraints: awareness of sectors or issues where Cyprus has unique sensitivities or constraints; knowledge of how to structure reforms to be politically acceptable and institutionally feasible;

·       Practical experience in legislative drafting and reform processes in Cyprus: demonstrated ability to draft laws or amendments; experience shepherding legislation through Cyprus parliamentary process;

·       Established relationships with Cyprus legislative and policy authorities: contacts with parliamentary legal advisors, ministry officials, and other key figures who will support legislative implementation;

·       Excellent written and verbal communication in English and Greek (or Greek as native language with excellent English professional communication);

·       Familiarity with EU defence policy frameworks is beneficial but not mandatory; primary expertise should be in Cyprus law and administration.

 

The contract will run for the entire duration of the project. The estimated workload between the starting of the contract and the end of the project is 40 days (exact number of days to be discussed with the selected expert).

TASKS AND RESPONSIBILITIES OF THE EXPERT

Activity 1: AS-IS/TO-BE Legal and Institutional Framework Analysis (Output 2)

Deliverable: Cyprus-specific legal and feasibility assessment integrated into Output 2 Legal Framework Mapping Report.

Activity 2: Drafting of Technical Note on Regulatory Framework Update (Output 6)

Deliverable: Cyprus Law Expert contributions integrated throughout Output 6 Technical Note (consolidated by 31 October 2026).

Activity 3: Support to Implementation Planning and Sequencing (Output 5)

Deliverable: Contributions to regulatory implementation roadmap within Output 5.

Activity 4: Capacity-Building and Training Support (Output 7)

Deliverable: Cyprus-focused training content and facilitation support for Output 7.
