Based in Nairobi, Kenya the Component Manager Technical Expert (Legal & Law enforcement), will support the Team Leader and the pharmaceutical Technical Expert in the overall coordination of the project’s component (Specific objective No. 1 & 2)
Working closely with the project team (Team Leader, Financial and Administrative Manager, Strategical Advisor Project, Logistic Officer and Pharma Technical Expert); the component manager will be responsible for the following tasks in particular.
1. Operational Management of the Legal & Law enforcement Component
- Contribute to the overall strategic orientation of MEDISAFE Phase 2 from a legal & law enforcement perspective.
- Contribute to technical progress reports, annual reports and ad hoc briefs for the EU Delegations and the Steering Committee.
- Develop annual and multi-annual work plans for the Legal & Law Enforcement Component, aligned with project objectives and country priorities.
- Ensure effective coordination with the Pharmaceutical Component to promote a coherent, multidisciplinary approach.
- Liaise closely with the Project Manager and HQ technical teams to ensure compliance with Expertise France and EU procedures.
- Identify risks, challenges and mitigation measures related to law enforcement activities.
- Capitalize on lessons learned and best practices to inform adaptive management and future programming.
2. Strategic and Technical Leadership
- Provide technical leadership and guidance for all legal and law enforcement related activities, including training, operational support and cross-border cooperation initiatives.
- Ensures effective technical and operational communication between the international experts.
- Supervise and support National Experts (Legal & Law Enforcement) in the 13 beneficiary countries.
- Ensure the quality, relevance and consistency of training modules, workshops and operational support activities.
- Promote intelligence-led policing approaches, including data collection, analysis, information sharing and risk profiling related to SFMP trafficking.
- Integrate cybercrime and online pharmaceutical crime dimensions into law enforcement activities, in coordination with specialized partners.
- Provide high-level technical advice on regulatory systems governing medicines, including roles, mandates, and operational frameworks of NRAs and regional agencies.
3. Management and coordination of Experts
- Ensure the effective implementation of the activities together with the Team Leader who will be supervised by national and international experts;
4. Partnerships and cooperation
- Coordinate with key international and regional partners involved in law enforcement aspects, including INTERPOL, UNODC, Council of Europe, AUDA-NEPAD/AMRH, AFRIPOL, EAPCCO, WAPCCO. and relevant regional police cooperation mechanisms.
- Support the development and strengthening of national and regional multi-sectoral coordination platforms on SFMP with the customs and national police.
- Facilitate experience sharing, peer learning and joint operations between participating countries.
Overview:

Medisafe Project
The MEDISAFE Phase 2 project, funded by the European Union under NDICI–Global Europe, aims to significantly reduce the circulation of Falsified and Substandard Medical Products (SFMP) in West and East Africa.
Implemented by Expertise France, it operates in 13 countries divided into two clusters and is structured around three complementary components:
(1) harmonization and strengthening of legal frameworks, (Legal Aspect)
(2) development of the operational capacities of law enforcement agencies (police, customs, judicial authorities) (Law enforcement Aspect)
(3) securing supply chains and raising public awareness. (Pharmaceutical Aspect)
Building on the achievements of phase 1 (2018–2023), MEDISAFE 2 adopts a multisector and regional approach, bringing together ministries of health and justice, national regulatory authorities (NRAs), law enforcement agencies, and international partners such as WHO, AUDA-NEPAD/AMRH, INTERPOL, the Council of Europe, and UNODC. The project contributes to the operationalization of the African Union's Continental Plan against on SFMP, the strengthening of regulatory systems to WHO standards, and the improvement of cross-border cooperation against illicit trafficking. It plays a strategic role in protecting public health, combating organized crime, and consolidating pharmaceutical security on the African continent.
Profile
- Advanced university degree (Master’s or equivalent) in law, criminology, criminal justice, security studies, international relations or a related field.
- Additional training in law enforcement, criminal investigation, organized crime or transnational crime is an asset.
Professional Experience
- Minimum 10 years of professional experience in law enforcement, criminal justice, security sector reform or related fields.
- Proven experience in combating organized crime, illicit trafficking and/or financial or cybercrime.
- Demonstrated experience in capacity building and training of law enforcement agencies.
- Previous experience working in Africa and/or in EU-funded or internationally funded projects is highly desirable.
