RECRUITMENT OF A TEAM OF TWO EXPERTS IN AML/CFT/PF FOR THE FOLLOWING STRATEGIC DELIVERABLES:
- REVISION OF LIBERIA'S NATIONAL RISK ASSESSMENT AND DEVELOPMENT OF ITS 2026-2030 NATIONAL AML/CFT/CPF STRATEGY
- DEVELOPMENT OF THE GAMBIA'S NATIONAL AML/CFT/CPF STRATEGY 2026-2030
1.1 Main objective
The main objective of this mission is to provide Liberia and The Gambia with updated strategic documents enabling them to develop an action plan in preparation for their 3rd mutual evaluation.
1.2 Specific objectives and methodology
The mission has the following specific objectives:
The mission will consist of two main components:
2.1 Revision of the national risk assessment and development of Liberia's 2026-2030 national AML/CFT strategy
2.1.1 Development of the national risk assessment
· This will involve identifying persistent and new risks in relation to ML, TF, and PF using the methodology proposed by the World Bank or another relevant methodology or tool (to be discussed with the Financial Intelligence Agency).
· A documentary study must first be carried out (previous national risk assessment, national AML/CFT strategy, latest mutual evaluation report, etc.).
· Questionnaires may be developed.
· Workshops should be organized with all stakeholders under the auspices of the FIA.
· Meetings should be organized with key stakeholders, in particular members of the National AML/CFT Inter-Ministerial Committee.
The end of the mission will be marked by the validation of the NRA by the National AML/CFT Committee.
2.1.2 Development of the national AML/CFT/FPT strategy
The experts will base their work on Liberia's 2022-2025 national strategy and take into account the results of the national risk assessment to propose a revised national strategy that addresses the challenges of the next five years.
The methodology will be defined with the FIA.
All work will be carried out under the direct supervision of the key experts from the SecFin Africa project's West Africa Hub based in Dakar, who will validate each stage before any communication is sent to our institutional partners.
2.2 Development of Gambia's national AML/CFT strategy
The Gambia has just validated its national risk assessment (December 2025) and wishes to base its new national AML/CFT/CPF strategy and action plan on these results. The methodology will be defined with the FIU and will necessarily include a documentary study, meetings with key stakeholders, and one or more workshops with national AML/CFT stakeholders.
All work will be carried out under the direct supervision of the key experts from the SecFin Africa project's West Africa Hub based in Dakar, who will validate each stage before any communication to our institutional partners.
For each mission, terms of reference developed by the stakeholders will be provided to the experts, specifying the methodology and context.
At the end of the mission, the following results are expected:
§ Liberia's updated national risk assessment, revised national strategy, and action plan are successively validated by the national AML/CFT Inter-Ministerial Committee;
§ The Gambia's national AML/CFT/CPF strategy is validated by the National AML/CFT Coordinating Committee

· Scoping report presenting the methodology and work schedule for each of the four expected deliverables.

The SecFin Africa project aims to support sub-Saharan African countries in preventing and combating illicit financial flows (IFFs) linked to transnational organized crime. This support is part of a drive to strengthen anti-money laundering and counter-terrorist financing (AML/CFT) mechanisms in line with international standards.
In West Africa, the SecFin Africa project, as part of its main partnership with GIABA, supports the national AML/CFT mechanisms of its member states in preparation for the 3rd round of mutual evaluations, which is beginning in 2026 with Ghana and Senegal.
Priorities have been identified by all GIABA member states in preparation for this new cycle, which is also an opportunity to review certain founding documents of national AML/CFT frameworks.
This is the case in Liberia, which wishes to revise its national risk assessment as well as its national AML/CFT/PF strategy.
Finally, Gambia, which has just validated its revised national risk assessment, wishes to develop its new national AML/CFT/CPF strategy accordingly.
For these exercises, these 2 countries have called on the SecFin Africa project, which has committed to supporting them in these activities during the first half of 2026.
Short-term experts must be English speakers and demonstrate the following qualities:
o Proven and recognized expertise in AML/CFT/PF in general (including FATF standards, risk-based approach, mastery of World Bank methodology; operational mechanisms, etc.)
o Excellent knowledge of the context of English-speaking countries in West Africa operational mechanisms;
o Successful experience in conducting national ML/TF risk assessments and developing national strategies
o Methodological and editorial rigor
o Excellent pedagogy and communication skills;
o Proven ability to carry out support missions.
The total number of expert days for these three assignments is estimated at 90 for the 2 experts (45 each), broken down as follows:
- Liberia National Risk Assessment: 30 expert days
- Liberia national strategy: 30 expert days
- Gambia national strategy: 30 expert days
Travels to Monrovia, and Banjul will be necessary and covered by the SecFin Africa project. Some of the work can be done remotely.
Bidders (in teams of two experts) must provide:
· A technical proposal outlining their understanding of the mission and proposing a methodology for intervention;
· A financial proposal covering fees and associated costs (excluding travel expenses)
· CVs;
· Copy of the tax clearance certificate, dated no more than three months prior to the submission deadline, for each of the experts.
Proposals will be evaluated on the basis of the following criteria:
· Relevance of the methodological approach;
· Experience and qualifications of the expert;
· Overall cost of the service.
