Description de la mission

Under the authority of the Project Manager and in close operational coordination with the agency’s Project Officers at EF headquarters, the Technical Coordinator/PSD lead will support the Project Manager on technical matters. He/she will contribute to the technical planning, coordination, and implementation of project activities, ensuring technical coherence and quality across all components. He/she will lead and coordinate the project’s technical team (approximately five staff members) and provide technical coordination to at least three implementing partners, ensuring alignment of their activities with the project’s technical objectives and standards.

He/she will also implement activities under Component 1 related to Private Sector Development (PSD), while ensuring that PSD is addressed as a transversal priority across all project activities. He/she will work closely with institutions, business networks, and key stakeholders to align activities with the project’s objectives on improving the business and investment climate.

The following list of assignments is not exhaustive, and additional technical tasks may be assigned by the Project Manager, within the scope of the Deputy Project Manager’s technical responsibilities.

 

Representation and strategic alignment:

  •          Represent the project during the absence of the Project Manager to the EU Delegation, government authorities, project partners, and other key stakeholders;
  •          Ensure close collaboration with the various partners and project stakeholders, primarily in the field of private sector development;
  • Ensure strategic coherence of Private Sector Development (PSD) aspects as a transversal priority across all project activities and components, promoting alignment and complementarity between interventions implemented by EF and its partners.
  •          Facilitate meetings with technical experts, sector specific stakeholders and national representatives to identify priority actions, to align with national priorities and strategies, to ensure stakeholders’ implication and engagement, etc.;
  • Support the Project Manager in promoting synergies and complementarity and avoiding duplication of efforts with other actions in place; 

Project coordination – all technical components:

  •          Provide technical strategic oversight for all project activities to ensure they are executed on time, meet high technical quality standards, and strictly adhere to EF and EU compliance frameworks;
  •         Together with the technical team, ensure the quality control of activities and deliverables, ensure that they are in line with the defined indicators in the project’s logframe and ensure the integration of cross-cutting themes such as gender equality, youth and PWD inclusion, climate resilience and “Do no harm principles”;
  •         Provide guidance to technical staff and experts as needed;
  •         Provide technical inputs to ensure coherence between activity implementation and related expenditures, in close coordination with the administrative and financial officer;

Project implementation – Component 1 only:

  •          Plan, initiate, implement all activities under Component 1 – Private Sector Development (PSD), ensuring full compliance with EF and EU standards and regulations;
  •          Actively participate in the implementation of activities, providing strategic guidance, and ensuring the integration of cross-cutting themes such as gender equality, youth and PWD inclusion, climate resilience and “Do no harm” principles;
  •          Identify expertise requirements for component 1 and ensure that experts are properly mobilised;
  •          Initiate the procurement lifecycle for component 1 - including drafting calls for proposals, negotiating contracts, and guiding technical experts.
  •          Closely monitor all project activities under component 1 in coordination with the MEAL Manager to ensure progress is accurately tracked against the MEAL Plan and specific project indicators, ensuring data-driven reporting and alignment with established targets.

Team management and coordination:

  •        Manage, coordinate and supervise the technical project to ensure that the project achieves its objectives at high quality;
  •        Together with the Program Manager, facilitate regular technical team meetings and plan team activities to ensure a smooth project implementation and coordination between the different team members and project components;
  •         Identify together with the individual team members their needs in terms of training and support;
  •         Contribute to the design and implementation of capacity-building activities for project staff and partners, particularly in the field of Private Sector Development (PSD), ensuring alignment with project objectives and technical priorities.
  •          In close collaboration with the Program Manager, ensure the supervision of technical staff performance, set individual objectives for each team member, ensure workload management and hold individual annual performance evaluation meetings;

Reporting and accountability:

  •       Together with the Project Manager, ensure timely and high-quality reporting to the EU Delegation and other stakeholders, including technical and financial reports;
  •        Contribute to the updating of management tools for the project and EF’s internal reporting (monthly portfolio revue, multi-annual project planning, bi-annual project revue, financial closure of the project, etc.);
  •        Support to preparing Steering Committees and technical committees;

Description du projet ou contexte

Liberia’s private sector holds significant potential for driving economic growth, decent job creation, and poverty reduction. However, this potential remains untapped due to structural weaknesses in economic governance, a challenging business environment, and an unfavourable investment climate. These systemic constraints, combined with underdeveloped value chains in the cassava, fisheries, and wood sectors, limit opportunities for inclusive and sustainable economic transformation.

At the same time, these issues present clear entry points for targeted interventions under this Action, aiming to improve economic conditions, strengthen key value chains, support private sector growth and create the business environment and investment climate in which they can flourish.

The Overall Objective of the Action is to contribute to increasing the competitiveness, inclusivity, and environmental sustainability of cassava, fisheries, and wood processing value chains for enhanced decent job creation, economic growth, and competitiveness of Liberian MSMEs. The Action also takes into consideration strategic approaches aimed at addressing structural barriers to decent work opportunities for all Liberians, including Persons with Disabilities (PWDs), thereby facilitating their active involvement and contribution to Liberia’s labour market.

The Specific Objective (outcome) of the Action aims to ensure that MSMEs, with a focus on enterprises owned by women, youth, and persons with disabilities, within the three targeted value chains, increase their productivity and production quality so they can offer decent and inclusive job conditions while committing to environmental sustainability standards. However, this may occur only if the general ecosystem, including access to skills and business development services, is improved, therefore requiring policy dialogue at all stages of project implementation, involving the public and private sector, and EU and Liberian MSMEs.

The Action will focus on the two main areas of intervention and the related challenges: private sector development and value chain development (cassava, fisheries, and wood).

Three components for the implementation of the Action have been defined as follows:

  •          Component 1: Improved regulatory frameworks through PPD, including a high-level policy dialogue platform, and Institutional Capacity Development for a more conducive business and investment climate in line with sustainable and inclusive international standards.
  •          Component 2: Improved skills of MSMEs within the three target value chains, with particular emphasis on enterprises owned by women, youth, and persons with disabilities.
  •      Component 3: Enhanced capacity of national stakeholders for creating employment and improved access to decent work opportunities for all, including marginalised groups (youth, women, and persons with disabilities) for better skills, livelihoods, and workplace accountability in line with International Labour Standards. 

The Action is financed by the European Union and will be co-implemented by Expertise France and the International Labour Organisation (ILO).

Profil souhaité

Qualifications and competences:

  •            Master's degree (BAC +5) in development project management, development economics, management, economics, or any other subject relevant to the project;
  •            Mastery of the fundamentals of international project management and successful professional experience in the field of international cooperation, experiences on the implementation of EU-funded projects would be a plus.
  •            Excellent project management skills (technical, administrative, and financial monitoring);
  •            Excellent understanding of private sector development and ecosystem development;
  •            Experiences in the field of value chain development, esp. in agriculture, fisheries, and/ or forestry would be an asset;
  •            Good understanding of the ecosystem in Liberia and the sub-region;
  •            Knowledge of Expertise France’s procedures and/ or EU procedures would be an asset;
  •            Good interpersonal, diplomatic, communication, management, and teamwork skills;
  •            Ability to work in a volatile environment characterized by significant vulnerabilities;
  •            Excellent organisational skills;
  •            Autonomy, flexibility, and responsiveness;
  •            Perfect mastery of English (written and spoken);
  •            Excellent writing and reporting skills.

Professional experience:

  •            At least 7 years’ professional experience in planning and implementing international cooperation projects and programmes, including 3 years in the field of private sector development;
  •            Experience in coordinating and implementing large development cooperation projects with multiple stakeholders and partners;
  •            Proven experience in managing large technical teams and implementing partners;
  •            Experiences on issues like women's economic empowerment, youth employment, inclusion of persons with disabilities, and climate resilience would be an asset;
  •            Field experience in Liberia is compulsory.
