Mission description

MAIN TASKS AND RESPONSIBILITIES

Technical Review and Quality Assurance of Deliverables

The expert will be responsible for the technical review of deliverables produced under the Gender Action Plan, including:

  • Gender strategy, charter, code of conduct, and governance documents
  • HR policies and related tools (recruitment, data management, internal surveys, grievance mechanisms)
  • Gender and financial inclusion action plans
  • Studies, diagnostics, and sector analyses
  • Products related to the financial inclusion of women entrepreneurs
  • Training programmes and educational materials
  • Monitoring tools and indicators (including 2X Challenge criteria)

In this regard, the expert will:

  • assess the technical quality, consistency, and operational feasibility of deliverables;
  • provide structured feedback and recommendations for improvement;
  • validate alignment with international standards on gender and financial inclusion;
  • ensure the effective integration of a gender approach into all produced content.

Strategic Support to the Implementation of the Gender Action Plan (GAP)

The expert will provide cross-cutting support to the implementation of the GAP by:

  • advising the project team and the development bank on technical orientations;
  • ensuring consistency across the various components (HR, governance, financial inclusion, training, communication);
  • supporting the prioritisation and sequencing of activities;
  • identifying implementation risks and proposing technical adjustments;
  • integrating 2X Challenge requirements into activities and operational mechanisms.

Analytical Support and Continuous Improvement

The expert will contribute to strengthening the overall quality of the programme through:

  • reviewing gender diagnostics and market studies;
  • analysing the relevance of financial and non-financial tools proposed for women;
  • assessing the consistency between GAP objectives and achieved results;
  • formulating recommendations for continuous improvement;
  • capitalising on lessons learned and good practices.

Project or context description

As part of the development of a programme aimed at strengthening financial inclusion and the economic empowerment of women in Uzbekistan, Expertise France is seeking an expert with strong experience in gender-related issues applied to the financial sector, as well as in-depth knowledge of the institutional, regulatory, and socio-economic context of Uzbekistan and/or Central Asian countries.

The expert will primarily serve as a senior technical focal point, providing operational expertise on the integration of gender considerations into financial services, HR policies, institutional governance, and support to women entrepreneurs, in line with international standards and the 2X Challenge criteria.

The expert will work in close coordination with the technical assistance team, the teams of the public development bank, and local stakeholders in order to ensure technical consistency, methodological quality, and the effective operationalisation of the programme’s planned activities.

Required profile

QUALIFICATIONS AND SKILLS

  • Master’s degree (equivalent to BAC+5) in development project management, finance, economics, international relations, public policy, gender studies, or any other relevant field;
  • Good command of international project management and cooperation mechanisms;
  • Strong understanding of financial institutions and issues related to financial inclusion and entrepreneurship;
  • Strong organisational skills, attention to detail, and ability to coordinate multiple stakeholders;
  • Autonomy, responsiveness, and adaptability in a complex environment;
  • Excellent drafting and writing skills;
  • Fluency in Uzbek and English is mandatory;
  • Knowledge of Russian would be considered an asset.

PROFESSIONAL EXPERIENCE

  • Minimum of 7 years of professional experience in the implementation of international cooperation projects;
  • Expertise in gender-related issues, women’s economic empowerment, and entrepreneurship in Uzbekistan and/or Central Asia;
  • Knowledge of the 2X Challenge criteria is required.

Additional information

DURATION OF THE ASSIGNMENT, LOCATION, AND RESOURCES

Type of contract: Individual expert service contract on a framework purchase order basis
Duration of the assignment: Up to 100 working days over a period of 36 to 48 months, starting from Q4 2026
Location: Missions to Uzbekistan are expected.
