Mission description
This mission will focus on the second priority lever of the project. The financial sustainability of the UHIS reform is a key priority for the Egyptian government and to ensure an equitable access to the health coverage. EF will specifically support UHIA to strengthen its institutional capacity in ensuring financial sustainability of the system.
The scope of this support should be specified with the Egyptian authorities during the first mission to identify priority needs and relevant actions to be implemented to strengthen the capacities of stakeholders.
Therefore, the short-term expert will provide technical support to :
- analyse the existing system,
- accompany UHIA in the identification of its financial sustainability priorities and support their implementation,
- develop health insurance financial management tools. It could include fiscal space analysis to inform options for diversifying revenue sources, including earmarked taxes, social contributions, and cross-subsidisation mechanisms, as well as reflexion and scenario development regarding evolution of contribution bases, rates, collection performance, alignment with income tax, financial investments, and also the development of actuarial models to project revenues and expenditures under different enrolment and service utilisation scenarios
- a benchmark study of healthcare system financing tools worldwide, with a view to delivering operational procedures and methods for optimizing the extension of mandatory health insurance to the self-employed and professionals could also be produced.
The mission will also consist in supporting the coordinated dialogue among different stakeholders among which UHIA, the Ministry of finance, GAHAR, EHA, in order to feed the reflexion and take into consideration each actor point of view and constraints.
This list is not exhaustive, and the tasks and activities mentioned are not restrictive and will be further defined during the first mission.
The expected final deliverable will be agreed during the mission and inception phase, and will be based on participatory dialogue with different national stakeholders, taking into account local context, national priorities and international lessons.
Context
The Egyptian Sustainable Development Strategy Vision 2030 (SDS-2030) has identified Universal Health Coverage as a priority in health sector reform and health insurance was highlighted as a strategy towards it. In December 2017, the Egyptian Parliament ratified the Health Insurance Law, which was endorsed by the Egyptian president in January 2018.
The reform’s implementation process is stipulated to be carried out in phases over a maximum period of 15 years. The initial phase started in Port Said governorate in mid-2019, followed by roll out in Ismaila, Luxor, South Sinai, Suez and Aswan. Following this, gradual geographic expansion will continue until the full implementation achieved by 2032. The second phase that will be launched in 2026 will include: Minya, Kafr El Sheikh, Matrouh, North Sinai, and Damietta.
The AFD and the Egyptian Government have agreed to fund a third Social Protection Budget Support operation, following the successful completion of a first. An additional €150 million loan was awarded by the AFD in September 2025, aiming at supporting the Universal Health Insurance System's (UHIS) implementation in the second phase of governorates and improve social protection spending efficiency. The loan is paired with a €2 million technical assistance grant for implementing the Universal Health Insurance Law and reinforcing its financial sustainability.
Expertise France in Egypt
Expertise France (EF) is the public agency for the design and implementation of international technical cooperation projects. It operates in Egypt since 2023 through an AFD-funded FEXTE Technical Assistance project to strengthen the implementation of the Egyptian Universal Health Insurance System (UHIS) reform on the service provision side, particularly by supporting institutional capacity building and operational improvements within key UHIS entities. Through close collaboration with national institutions—particularly the Egyptian Healthcare Authority (EHA)—the project that has ended in December 2025, has delivered a robust package of strategic, operational, and capacity-building outputs that serve as both a foundation and a catalyst for the next phase of reform implementation.
The project
Building on the FEXTE experience, EF will pursue its support to the reform with a new AFD-funded project, which should start in the second quarter of 2026. This technical assistance will this time support a broader range of key UHIS institutions, including the Universal Health Insurance Authority (UHIA), the Egyptian Healthcare Authority (EHA), and the General Authority for Healthcare Accreditation and Regulation (GAHAR).
The overall objective of the project is to contribute to improving access to social protection and healthcare services to the Egyptian population, in particular for women.
More specifically, the project aims to strengthen the capacities of Egyptian institutions to effectively lead, finance, and regulate their UHIS through four priority levers:
Its ultimate objective is to contribute to equitable access to quality, affordable and context-appropriate healthcare, particularly for the vulnerable populations by accompanying the reflection and dialogue between national authorities to strengthen the structuring of their UHIS, the sharing of international best practices and operational recommendations adapted to the Egyptian context.
Desired profile
· University Degree in Economics, Social Sciences, Health, International cooperation or other relevant diplomas
· At least 10 years’ experience in the field of social protection, health insurance systems and health financing
· At least 5 years’ experience in financial management and cost accounting within the health insurance sector
· Long experience and knowledge of institutional mechanisms supporting sectoral policies and institutional capacity building, governance, organization, human resources, service to beneficiaries, standardization, management
· Proven experience of engagement in international cooperation projects with institutional partners in support to social protection reforms
· Computer proficiency in MS office, in particular MS Word, MS Excel, MS PowerPoint, MS Outlook, and of messaging and videoconferencing tools
· Fluency in English (both oral and written) required
· Excellent interpersonal and organisational skills
· Proactive, autonomous, and adaptable to changing contexts
· Analytical thinking and capacity for synthesis.
· Team spirit and collaborative mind-set
· Ready to work in a multicultural environment
The following experience and skills will be considered as an asset
· Knowledge of Egyptian social protection systems
· Similar experience in North Africa
· A diploma from a school specializing in social protection
· Experience engaging with international agencies and donors
Working method
· Around 90 days of work is expected for this mission, but can be extended depending on the needs
· The type of contract will depend on the expert statute. Civil servant can apply to this job position and will be mobilize through an authorization to combine activities.
· The working language of the project is English
· Besides face-to-face consultations with the beneficiaries during the missions in Egypt, some work will be done remotely, both on the basis of the available documentation and by means of videoconferences
· In Cairo, the expert will be able to work in the projects’ premises and may be accompanied on their meetings with the beneficiaries either with the project coordinator and/or national experts
· The short-term expert may be solicited to participate to meetings with the French Development Agency (AFD) to discuss the project’s intervention strategy and progress
· The short-term expert may work in collaboration with the project management at EF HQ
