Over the past years, the Hashemite Kingdom of Jordan has undertaken sustained Public Financial Management (PFM) reforms, structured under the 2022–2025 PFM Reform Strategy, which was developed based on the findings of the 2021 PEFA assessment and the IMF Fiscal Transparency Evaluation, and aligned with the PEFA methodological framework.
These reforms are supported by significant contributions from development partners, including the European Union, the IMF, the World Bank and the Agence Française de Développement (AFD), through budget support operations and technical assistance, and have led to notable improvements in fiscal transparency, budget discipline and expenditure efficiency.
In parallel, Jordan has strengthened its strategic framework for gender equality and committed to further operationalising Gender-Responsive Budgeting (GRB), notably with AFD support through a dedicated budget support operation focused on GRB, complemented by technical assistance implemented by UN Women.
In order to take stock of progress achieved since 2021, assess the implementation of the PFM Reform Strategy, and establish a baseline for gender-responsive PFM, the Ministry of Planning and International Cooperation (MoPIC) submitted, on 21 December 2025, a formal request to finance a PEFA assessment conducted under the 2016 methodology and including the gender module, which will constitute Jordan’s first PEFA Gender (GRPFM) assessment.
The Expert Evaluator will participate in the conduct of a gender-responsive PEFA assessment of the central administration of the Hashemite Kingdom of Jordan, covering the fiscal years 2022, 2023, and 2024. Specifically, the Expert will be responsible for the assessment of the gender module in accordance with the PEFA Gender-Responsive Public Financial Management (GRPFM) supplementary framework. The Expert will perform the following tasks:
(i) Participate in the dialogue with national authorities and development partners to coordinate and implement the PEFA Gender assessment;
(ii) Collect the necessary data for the assessment of the GRPFM supplementary framework from national authorities;
(iii) Evaluate the 9 indicators of the GRPFM supplementary framework (PEFA 2016 methodology);
(iv) Contribute to the drafting of interim and final reports for the gender-responsive PFM assessment, aiming to obtain the PEFA Check;
(v) Support the preparation of communication materials for development partners and national authorities in the context of the assessment.
These activities will include missions to Amman, which will be specified in the concept note.

A national PEFA assessment, based on the 2016 PEFA framework, is being conducted in parallel and is financed by the European Union. The national assessment team is composed of two international experts, including a team leader, and one national expert. The gender-responsive PEFA assessment (GRPFM) will be conducted in parallel with this national assessment.
