Mission description

Expertise France is a public agency for international technical cooperation. It operates around four priority areas: 

  • Democratic, economic and financial governance;
  • Peace, Stability and Security;
  • Fight against climate change, protection of biodiversity and sustainable development
  • Strengthening of health systems and human development.

 

In these fields, Expertise France carries out engineering and project implementation missions, and plays a role in setting up projects involving public and private expertise. With a volume of activity of 390 million euros, more than 400 projects in 145 countries, Expertise France is part of the international cooperation policy and official development assistance of France.

These lands present multifaceted and changing risks, which require an ongoing effort of analysis and monitoring. Within Expertise France, the mission of the operations security department is, in accordance with the security guidelines decided by the general management, to develop and deploy the agency’s security policy and ensure its proper application.

With a monitoring capacity, the operations security department also ensures security anticipation operations for the benefit of Expertise France and its employees. He is involved in the development of measures to prevent, limit or reduce risks and threats to the human and material environment of Expertise France. It also intervenes in the management of crises likely to have security implications and implements an appropriate system.

To date, Expertise France is implementing two projects in Israel and Palestine: the Palestinian Public Finance Reform Support Project (PALFIN), funded by AFD, and the PEASCE project, funded by the European Union.

Project or context description

Project description

The “Empowering Palestinian and Israeli civil societies along with local media for community resilience and dialogue” project has an initial duration of 18 months and is implemented by Expertise France. This project focuses on empowering Palestinian and Israeli civil societies, along with local media, to strengthen their roles as key actors in peacebuilding by addressing community-specific challenges, fostering resilience, and supporting inclusive, evidence-based public discourse. It emphasizes building the capacity of local organizations and media to promote reliable information, counter disinformation, and amplify the voices of peacebuilders, particularly those operating in Gaza, the West Bank, Israel, and the diaspora.

The “Palestinian Public Finance Reform Project” (PALFIN) aims to support the Ministry of Finance of the Palestinian Authority (PA) in implementing its public financial management reform plan, in a context of acute financial crisis for the PA. The project has an initial duration of 24 months, starting from September 2025.

Led by the Project Management Office (PMO) within the Ministry, this reform plan focuses on several priority areas: expenditure control, the modernisation of internal financial systems, and the reform of the tax system, including VAT, income tax, and improvements in the performance of the tax administration. The PALFIN project management team will be based in Jerusalem but will work in close coordination with Palestinian Authority institutions in Ramallah, regularly travelling there to meet with counterparts and organise workshops.

 

Description of the mission

Expertise France recruits for this project an Administrative and finance Project Assistant. Under the supervision of the project manager and the Financial and Administrative Manager (FAM), the Field Project Assistant will provide critical support for the administrative, financial, and logistical operations of the two projects at the field level. The role will involve managing local cash flow, overseeing the local bank account, supporting office operations, maintaining financial and administrative records, and ensuring the proper reconciliation of financial data.

The Field Project Assistant will work closely with field teams, local partners, and the headquarters team in Paris to ensure the smooth implementation of project activities in compliance with Expertise France’s procedures and donor requirements. The Assistant operates under close supervision of the FAM. No financial commitments may be made without prior validation.

 

Key Responsibilities

1.   Financial and Treasury Management

  • Manage day-to-day cash flow and ensure the proper handling of the local bank account (monitor balances, execute transfers, and withdrawals).
  • Perform monthly bank reconciliations and report discrepancies to the FAM.
  • Prepare and submit supporting documents for expenses to the FAM for validation.
  • Maintain an accurate record of expenditures in compliance with internal procedures and donor requirements (advances and expenses journals)
  • Process payments to local suppliers and service providers promptly.

 

2.   Administrative and Logistical Support

  • Oversee the operational functioning of the project office, including supply and equipment management.
  • Organize and maintain financial, administrative, and logistical archives according to Expertise France standards.
  • Maintain an up-to-date inventory of office assets and equipment, ensuring proper documentation and tracking.
  • Support the logistical coordination of events, training sessions, and missions conducted as part of the project, under the guidance of the logistic and security officer.
  • Supports the awarding of implementation contracts as part of the mobilization of expertise in accordance with the rules in force within the agency.
  • Manage local contracts related to office operations (suppliers, leases, maintenance, etc.).

 

3.   Accounting and Operational Support

  • Assist in the preparation of financial reports related to field operations.
  • Collect and send financial documentation to FAM or headquarters or the FAM on a monthly basis.
  • Support internal and external audit processes by preparing the required documentation.

 

4.   Collaboration and Communication

  • Act as a liaison between the field office and the Paris headquarters to facilitate smooth communication and information sharing when necessary.
  • Attend project meetings and contribute to identifying administrative or logistical challenges.

 

The Field Project Assistant will report directly to the Financial and Administrative Manager (FAM) for the PEASCE project, and to the Technical director for the PALFIN project. He/she will work closely with field teams and Expertise France headquarters in Paris.

Required profile

 

1. Education

  • Bachelor’s degree in administration, finance, project management, or a related field.

 

2. Professional Experience

  • Minimum of 2 years of experience in a similar role, preferably in an international development project context.
  • Experience managing cash flow, local bank accounts, or logistical operations is a strong asset.

 

3. Technical Knowledge and Skills

  • Proficiency in office tools, particularly Excel, and familiarity with accounting software.
  • Knowledge of administrative, financial, and logistical procedures.
  • Understanding of donor requirements (EU and others) is an advantage.
  • Proficiency in note-taking and drafting letters, simple administrative documents, and meeting minutes.

 

4. Language Skills

  • Fluency in written and spoken English and Arabic (mandatory).
  • Proficiency in French is an advantage.

 

5. Personal Attributes
