Mission description

The Procurement and Contracts Officer is responsible for:

  • Contributing to the planning and optimization of contract award processes (PPC)
  • Receiving procurement requests from the USP and projects within the USP portfolio
  • Selecting and implementing procurement and grant contract award procedures in accordance with Expertise France’s public procurement and grant regulations
  • Drafting amendments during contract execution (addenda, terminations, rejection decisions for services/deliverables, etc.)
  • Contributing to cross-cutting activities of the department (reporting, advisory, support) and participating in workshops initiated by the Legal Affairs Department (DAJ)

 

Main Activities

Contract Planning and Identification of Cross-Cutting Procurement

  • Provide advice and validation to project managers and the USP in updating Contract Award Plans (PPC)
  • Identify mutualizable cross-cutting procurement needs and propose and schedule the implementation of appropriate contractual frameworks

Market Intelligence and Supplier Database

  • Conduct market intelligence and capitalize on national and international supplier markets (actors, products, prices, etc.)
  • Establish and maintain a supplier database, monitor relationships, and preferential agreements as needed
  • Maintain and update lists of prices and suppliers in a centralized supplier database

Procurement and Grant Contract Award

In accordance with Expertise France’s procurement regulations:

  • Handle procurement requests from requesters within their portfolio
  • Support the expression of needs, sourcing, or the development of terms of reference in collaboration with requesters
  • Select the most appropriate procurement procedure and validate selection criteria in consultation with requesters and the Procurement and Contracts Manager
  • Prepare tender documents and launch the procurement process (publication of notices, online posting on the e-procurement platform, etc.)
  • Manage the tender process (Q&A exchanges, modifications, receipt, and sharing of applications and offers with evaluators)
  • Conduct administrative eligibility checks and due diligence on applications
  • Supervise, contribute to, and organize the negotiation of offers in collaboration with evaluators
  • Supervise and control the evaluation of offers conducted by evaluators
  • Finalize, record, and prepare contracts for signature and notification
  • Archive all consultation documents (procedure) and contractual documents (contract) in accordance with Expertise France standards

Contract Monitoring

  • Develop dashboards for contract monitoring
  • Provide support and advice on the application of relevant contractual clauses
  • Participate in the contractual framework setup for the launch of contract execution
  • Enforce penalties if necessary, with validation from the Transverse Functions Coordinator (CFT) and project teams
  • Draft and formalize amendments and all modificatory execution documents: rejection decisions, terminations, service orders, tranche extensions, subsequent purchase orders/markets, deadline extensions, etc.

 

 

Project or context description

Expertise France has opened its new Rwanda Country office in january 2025 with the recruitment of a whole support team (Administration, Finance, HR, Logistics and Procurement). As the project portfolio enters its full execution phase in 2026 and expands with new projects, the procurement team is being reinforced with the addition of a Procurement and Contracts Officer dedicated to its own projects portfolio . This role is essential to sustain the organization’s growing procurement and contract management needs, ensuring efficiency and compliance as our activities continue to expand.

Required profile

Education, Qualifications, and Desired Experience

  • Minimum Bachelor’s degree (BAC+3) in Law, Procurement and Supply Chain Management, or Administrative Management
  • Experience with donors (European Union/AFD/World Bank/other development banks) or other technical cooperation operators is mandatory
  • Minimum of 2 years of operational procurement experience, including supplies, services, and works
  • Proven experience in applying procurement levers (price negotiation, SWOT analysis of product families, supplier database, sourcing, etc.)

Knowledge:

  • Understanding of procurement techniques (sourcing, supplier database, mutualization, framework agreements, negotiation, procurement savings tracking, etc.)
  • Knowledge of basic principles and rules in supply chain and international logistics is an advantage
  • Knowledge of public procurement rules, particularly French and European regulations
  • Familiarity with international donor rules is a strong asset
  • Fluency in English and French, both written and spoken

Skills:

  • Strong organizational and writing skills
  • Excellent analytical and report-writing skills, particularly for evaluations
  • Excellent negotiation skills
  • Proficiency in office software
