Mission description

The position is based in Cairo and requires occasional travel to the governorates of Minya, Kafr El Sheikh and Aswan. 

The AFM reports to the Project Manager and works in functional collaboration with a Project Officer and a Project Assistant based at headquarters. 

The main tasks assigned to the AFM are as follows:

Procurement/contract management

In coordination with the Project Assistant in Paris and the Logistics and Procurement Assistant in Cairo, the AFM is responsible for managing all project funds allocated for purchases and for supporting the Project Manager in implementing the project's procurement plan.

He/she is responsible for:

-          Drafting tender documents and overseeing the procurement process in compliance with French regulations (in particular the Public Procurement Code) as well as with the procedures and best practices established by Expertise France;

-          Developing and implementing a system for contract management, including archiving and performance monitoring of awarded contracts;

-          Conducting quality control of contracts and services execution;

-          Preparing and submitting administrative and financial reports to headquarters for all contracts, from signing through execution to closure.

Grant management

In coordination with the Project Manager and Project Assistant in Paris, within the framework of a grant awarded to an NGO:

-          He/she coordinates activities to formalise the Call for Projects (CFP);

-          He/she prepares the documents relating to the publication of the CFP and ensures that the CFP is published in the appropriate medium;

-          He/she checks and analyses the organisational and financial capacities of project leaders;

-          He/she ensures the availability of key documents resulting from the CFP (proof of publication, committee minutes, notifications to project leaders, etc.);

-          He/she contributes to monitoring and ensuring the proper implementation of the grant agreement;

-          He/she verifies the quality of the expected deliverables in coordination with the project team (financial reports);

-          He/she uses key deliverables (budget forecasts, procurement plan, communication plan, etc.) to keep the project team informed about contract progress and to alert to potential delays or risks;

-          He/she is the point of contact with the partner for administrative and financial matters.

Administrative and budget management 

-          He/she participates in improving the project's administrative and financial procedures, rules and tools;

-          He/she ensures budget monitoring of expenditure: financial execution (budget allocation, verification of eligibility of expenditure, etc.) and expenditure forecasts; 

-          He/she participates in the monthly Project Reporting Process and in the agency's budget exercises (initial budget, revised budget, landing forecast);

-          He/she consolidates interim and final financial reports for donors and ensures that financial data is consistent with technical reports and project monitoring and evaluation data;

-          He/she supervises financial audits, follows up on and implements recommendations made by external auditors, the Expertise France headquarters project team and donors;

-          He/she represents Expertise France, together with the Project Manager, in interactions with authorities and partners on all financial, administrative and legal matters related to the project.

Accounting and financial management 

-          He/she monitors cash and bank transactions, and anticipates the cash flow requirements;

-          He/she reviews monthly cash and bank journals reconciliations, and sends them to Expertise France headquarters after validation by the Project Manager;

-          He/she ensures the quality of accounting supporting documents, maintaining proper archiving in accordance with Expertise France and project procedures (including compliance with procurement and payment thresholds, etc.);

-          He/she participates in the project's annual and interim financial closings, in close coordination with headquarters.

HR management 

Under the supervision of the Project Manager:

-          He/she serves as the primary contact person for the employment umbrella company;

-          He/she participates in the recruitment of national staff together with the Project Manager;

-          He/she monitors and controls salary payments by the employment umbrella company to ensure compliant with national labor laws.

Expert Management

In coordination with the Expertise Team Leader:

-          He/she assists the Project Assistant in organising the missions undertaken by the team or experts involved in the project (purchasing tickets, visa applications, organising specific events, managing event logistics, screening the various participants).

-          He/she performs the duties of the Project Assistant in his/her absence.

Project office management 

-          He/she supervises office management;

-          He/she coordinates the office inventory work;

-          He/she supervises the logistical aspects managed by the Logistics and Purchasing Assistant;

-          He/she supports the Project Manager in logistical tasks as needed (drafting technical reports on inventory and logistics, assisting with the preparation of steering committees, etc.).

Project or context description

Expertise France
Expertise France is the public agency for the design and implementation of international technical cooperation projects. The agency works alongside partner countries to advise and support them in strengthening public policies across the main areas of public action: 

-          democratic, economic and financial governance;

-          peace, stability and security;

-          climate, biodiversity and sustainable development;

-          health and human development.

In these areas, Expertise France provides engineering and implementation services for capacity-building projects, mobilises technical expertise and acts as a project coordinator, bringing together public expertise and private know-how.
The project

Egypt has undertaken a major transformation of its health system with the introduction of universal health insurance. Following its rollout in six governorates in phase 1 (Port Said, Luxor, Ismailia, South Sinai, Suez and Aswan), the health insurance system now covers 5.1 million insured persons (approximately 80% of the population in these governorates). Egypt will launch phase 2 of the reform in 2026 in the following governorates: Minya, Kafr El Sheikh, Matrouh, North Sinai and Damietta.

As the reform relies heavily on functional and resilient primary health care, the rehabilitation and modernisation of Primary Health Care Centres (PHCCs) is a priority in order to ensure equitable access to essential services and support the transition to preventive and community-based care.

Primary health care centres play a central role in the roll-out of the universal health insurance system as they are the first point of contact for citizens. However, many of these facilities suffer from outdated infrastructure, obsolete medical equipment, weak governance and coordination mechanisms, inconsistent standards of care, insufficient digital capabilities, a lack of qualified staff and low public confidence in services, particularly in underserved and vulnerable areas. It is essential to address these gaps so that PHCCs can function effectively as first points of contact, gain the trust of patients, and provide consistent, quality services.

The project aims to improve the quality of primary health services in vulnerable areas of Egypt, with a particular focus on the needs of women, children and migrant populations. AFD will be responsible for the infrastructure component of the project and Expertise France for the technical assistance component (EU funding). 

Required profile

Desired profile / Qualifications/Experience

-          Master's degree in accounting, finance, management or any other equivalent qualification;

-          At least 10 years of successful experience in a similar position of responsibility in the field of administrative, financial and logistical management;

-          Experience in managing cooperation/development/humanitarian projects;

-          Excellent command of Office software, particularly Excel and other office software;

-          Knowledge of Expertise France programmes is an asset;

-          Excellent command of French and English;

-          Proficiency in Arabic is an asset. 

-          Knowledge of international donor funding procedures (AFD, European Union).
