The purpose of this assignment is to recruit an individual consultant or a consulting firm to support the National Treasury of Kenya, with the support of Expertise France and in coordination with the World Bank, in:
· selecting and prioritising products for the SPP pilot phase;
· conducting a market readiness assessment for selected priority products;
· providing practical recommendations for integrating sustainability criteria into the public procurement cycle.
Expertise France is the French public agency for international technical cooperation. It implements projects on behalf of the French State and international donors in the fields of governance, public finance, sustainable development and climate action.
Under the Technical Assistance programme “Support the greening and strengthening of Public Finance Management in Kenya”, funded by the Agence Française de Développement (AFD) through the FEXTE Peer-to-Peer Exchange Programme, Expertise France supports the National Treasury of Kenya in strengthening public finance management and integrating climate objectives.
This assignment falls under Component 2: Better mobilize climate-revenue while strengthening climate-spending efficiency, and aims to support the implementation of a pilot phase for Sustainable Public Procurement (SPP).
The Consultant (individual or firm) must demonstrate:
· proven experience in sustainable public procurement, supply chains or product sustainability assessments;
· sound knowledge of public procurement systems, preferably in Sub-Saharan Africa;
· demonstrated capacity to conduct market analyses and engage with public and private stakeholders;
· strong understanding of environmental and social sustainability standards;
· ability to deliver practical, actionable recommendations for the public sector.
The Consultant will be responsible for, inter alia:
· reviewing and updating the existing list of priority product categories;
· conducting procurement expenditure and sustainability analyses;
· developing a product selection and prioritisation matrix;
· carrying out a market readiness assessment (availability of sustainable options, cost differentials, supplier capacity, certification schemes);
· identifying “quick win” products;
· facilitating a product prioritisation workshop;
· formulating practical recommendations for sustainable procurement implementation across the procurement cycle.
Deliverables will include:
· an Inception Report;
· a Product Prioritisation Report including the selection matrix;
· a Market Readiness Assessment Report;
· a Recommendations Note;
· a Final Consolidated Report incorporating stakeholders’ feedback.
