Mission description

The proposed missions could be of several types:

Long-term mission: “key” expert responsible for a component of a project (formulation or implementation of policy, legislation, institutional reform or support programmes in the areas of public administration, or civil service reform, or good governance., etc.), mobilized full-time on a project;
"Part-time" mission: expert specialist in a thematic data who intervenes on a recurring basis over a short period of time when a need is identified for tasks of advice, evaluation, training, etc., but contractually engaged for a long period in the project;
Short-term mission: expert intervening on an ad hoc basis to carry out a study, a training session, an advisory mission, etc

Project or context description

In the framework of our public administration reform projects, Expertise France seeks to build up a pool of experts who could be mobilized for short, medium or long-term assignments.

Expertise France (EF), part of the AFD group, together with French public administrations, has extensive experience supporting public administration reform (PAR) and digital transformation agendas through technical assistance, capacity building, regulatory cooperation, and the facilitation of institutional partnerships and have been engaged in cooperation initiatives with EU candidate countries and Member States.  

Expertise France experience includes leading large-scale public administration, justice, and digital governance reforms across Ukraine and Greece, with a focus on institutional capacity-building, HRM modernization, and interministerial coordination. It spans support to justice sector resilience in wartime Ukraine and more than a decade of advancing Greece’s central administration reform, including governance, HR transformation, better regulation, and process optimization. A strong digital transformation portfolio complements this work, covering e-government expansion, cybersecurity, AI governance, digital skills strategies, and next-generation public service delivery.

Required profile

The profiles sought are:

Specialist in public administration reform: expert having experience from with substantial experience on topics related to these fields :

  • Strategic framework of Public Administration Reform
  • Strategic planning, policy development and coordination
  • Civil Service and Human Resource Management (HRM)
  • Accountability of public administration
  • Administrative service delivery and administrative procedures
  • Job classification, and competency framework
  • Public administration
  • Performance measurement and evaluation
  • Legal and regulatory frameworks
  • IT and technology integration
  • E-learning and technology-enhanced learning
  • Curriculum development and instructional design
  • Adult education and training
  • Training delivery and facilitation

 

The expected qualities are as follows:

  • The profiles sought are those of senior expert (minimum 10 years of experience) and mid-level (minimum 5 years of experience): the expert must indeed master his intervention topic perfectly and be able to work independently and be a source of inspiration on their work;
  • Full proficiency in English is necessary (minimum B2), in particular for long-term assignments;
  • Work experience in a non-OECD country is highly valued;
  • Experience in the field of international cooperation is highly valued.
  • Work as a civil or public servant in public administration institution(s) or body(ies) of an EU Member State or an EU candidate country  with responsibilities linked public administration reform and good governance is highly valued.
  • Proven track record of involvement in a minimum of 2 assignments directly related to the project's objectives. This could include prior work in public administration reform, organizational transformation, human resources management, training and education, or similar areas  highly valued.

Selection criteria for applications
