Mission description

Based in Luanda, the Technical and Vocational Training Component Manager will be part of a technical team under the supervision of the Team Leader. He/she will work in tandem with a second expert specializing in social inclusion. Frequent travel to the five provinces of the Lobito Corridor is to be expected.

The Component Manager will define the strategy and implement the activities of Component 3, in close collaboration with the Team Leader. To implement the activities, the expert will be able to draw on ad hoc national and international expertise.

Institutional dialogue with the public sector, the private sector, and civil society must be established and maintained throughout the project in all provinces of the Lobito corridor.

The activities identified will support public and civil society actors in setting up training courses that meet the needs of the labor market and facilitate access and retention of young people, particularly girls, as well as people with disabilities, in the supported training programs, as well as their professional integration.

The activities will be piloted from Luanda and implemented along the Lobito corridor (Benguela, Huambo, Bié, Moxico, and Moxico Leste).

The main responsibilities of the Vocational Training Component Manager will be to:

 

1.      Participate in developing the work plan during the start-up phase

During the project launch phase, a number of key project elements will be confirmed or refined to ensure a smooth start and a good fit with the operational context. The component manager will contribute in particular to:

  • Defining, in agreement with the project manager, the vocational training strategy to be implemented within the framework of the project;
  • Identifying regional and international partnerships to strengthen the implementation of activities and the sustainability of the actions implemented, and ensuring the facilitation of partnership relations;
  • Engaging stakeholders to validate assumptions and adjust planned activities;
  • Developing or refining specific methodologies in collaboration with stakeholders.

 

2.      Coordinate and implement project activities

  •      Define activities related to your technical field, ensure their implementation, and supervise the quality of actions: establish innovative mechanisms to support professional integration, particularly for young people, women, and people with disabilities (grants, mentoring, inclusive education, etc.); mobilization of the private sector and promotion of professional internships; training of company mentors; organization of employment events; strengthening of employment center intermediation services, etc.);
  •           Lead the planning, programming, and coordination of activities in accordance with the overall project work plan, in collaboration with the project's technical experts (private sector, community mobilization, gender) in order to strengthen the effectiveness and impact of the actions implemented;
  •            Identify ad hoc expertise needs and draft terms of reference for identifying experts; develop specifications for activities under his/her responsibility and identify the recruitment of necessary resources (private contractors, public institutions) to carry out the activities under his/her responsibility;Draft calls for proposals, procurement plans, and technical guidelines, and contribute to contract quality control and monitoring of contractual commitments.
  •          Ensure quality control of activities and deliverables, verify compliance with the indicators defined in the project's logical framework, and provide advice to technical experts.
  •                Ensure that gender and disability issues are taken into account in all activities under his/her responsibility (including in the context of external services) and ensure the integration of women and persons with disabilities into the mechanisms put in place, in close collaboration with the social inclusion expert;
  •          Ensure that the actions implemented are coordinated with other technical and financial partners involved in the same professional sectors along the Lobito corridor;
  •                 Ensure the consistency of interventions supported by training institutions in the targeted sectors and in the project's areas of intervention;
  •                 Ensure good communication between project stakeholders and active participation throughout the project.

 

3.      Ensure reporting of activities

  •               Work with the national expert to provide technical and administrative oversight and quality control for all experts and service providers involved in the activities under your responsibility, in direct collaboration with the Project Support Unit in Angola and the team leader;
  •           Work closely with the team leader on planning activities and managing the project's administration and finances;
  •           Ensure that essential information for monitoring the activities under his/her responsibility is regularly updated within the specified deadlines;
  •           Contribute to compliance with the procedures imposed by the donor and Expertise France (rules on eligibility of expenditure, purchases, contracts, grants, reporting, etc.).

Expertise France is the French public agency for international technical cooperation, a subsidiary of the Agence Française de Développement (AFD) Group and the second-largest agency of its kind in Europe.

Angola is a priority country for Expertise France, and its portfolio is expanding. A country office will open in Luanda in January 2026 to manage all projects implemented in the country.

The Action PROSPERA aims to transform Angola’s Technical and Vocational Education and Training (TVET) system by facilitating access to employment, promoting sustainable and circular economic growth, and aligning training provision with labour market needs. Particular attention is given to the Lobito Corridor, which offers significant employment opportunities.

The overall objective of the project is to reduce the gap between the availability of skilled human resources and labour market demand in priority economic sectors, in line with Angola’s economic diversification agenda.

The specific objectives are to:

  • Strengthen TVET governance (led by Instituto Camões);
  •  Improve the quality of training in key sectors linked to green growth and economic diversification (Instituto Camões);
  • Improve access to employment services for low-skilled youth, with particular attention to women, persons with disabilities and vulnerable groups (Expertise France);
  • Develop entrepreneurship in strategic economic sectors, notably along the Lobito Corridor (Expertise France).

PROSPERA is a five-year project co-implemented by Instituto Camões (€10M) and Expertise France (€17M), with a total budget of €27 million.

Required profile

Professional skills:

             Master's degree in training engineering, international development, public administration, development economics, international relations, or any other relevant field;

             Solid experience in implementing international technical cooperation projects;

             Excellent knowledge of the TVET sector, related activities, and challenges;

             Very good knowledge of how institutional actors in vocational training and the sector's ecosystem operate;

             Good understanding of cross-cutting issues such as gender equality, the needs of people with disabilities, just transition, and climate change;

             Knowledge of European Union rules and regulations is highly appreciated;

             Advanced proficiency in Microsoft Office (particularly Excel);

             Previous experience in Portuguese-speaking African countries would be an asset;

             Previous experience with Expertise France would be an asset.

Languages:

             Fluent Portuguese (spoken and written);

             Fluent French or English.
