Based in Luanda, the Entrepreneurship Component Manager will be part of a technical team under the supervision of the Team Leader. The position will work in tandem with a second expert specialised in inclusive finance. Frequent travel to the five provinces of the Lobito Corridor is required.
The Component Manager will define the strategy and implement Component 4 activities in close coordination with the Team Leader. Implementation will rely on a national inclusive finance expert and ad hoc national and international expertise.
Sustained institutional dialogue with public authorities, the private sector and civil society must be established and maintained throughout the project across all Lobito Corridor provinces.
The activities will support ecosystem actors to create, strengthen or scale self-employed workers, MSMEs and start-ups, contributing to a dynamic economic fabric in strategic sectors.
The entrepreneurship component manager will be in charge of (non-exhaustive list):
During the project inception phase, a number of key elements will be confirmed or refined in order to ensure an appropriate start-up and strong alignment with the operational context. The Component Manager will in particular contribute to:
· Defining, in coordination with the Project Team Leader, the entrepreneurship strategy to be implemented within the framework of the project;
· Mapping stakeholders of the entrepreneurial ecosystem along the Lobito Corridor;
· Engaging stakeholders in order to validate assumptions and adjust the planned activities accordingly;
· Developing or refining specific methodologies in collaboration with the relevant stakeholders.
· Define activities related to their technical area of expertise, ensure their implementation and supervise the quality of actions, including: implementation of INAPEM (National Institute for SMEs) programmes, possible creation of a seed fund, implementation of entrepreneurship training programmes (notably the EMPRETEC methodology), awareness-raising events on self-employment and entrepreneurship, organisation of competitions, strengthening of private and public incubators, reinforcement of entrepreneurship support organisations, delivery of training programmes for financial institutions, etc.;
· Lead the planning, scheduling and coordination of activities in accordance with the project’s overall work plan;
· Identify expertise needs for the various activities and ensure the appropriate mobilisation of technical experts, acting as coordinator of the expertise and technical assistance provided, notably through the drafting of Terms of Reference (ToR);
· Draft calls for proposals, procurement plans and technical guidelines, and contribute to quality control of contracts and monitoring of contractual commitments;
· Ensure quality control of activities and deliverables, verify compliance with the indicators defined in the project logical framework, and provide guidance to technical experts;
· Actively contribute to the implementation of activities by providing strategic guidance and ensuring the integration of cross-cutting issues such as addressing the specific needs of women and youth inclusion, in coordination with the inclusive finance expert;
· Ensure coordination and coherence between the actions implemented and those of other technical and financial partners involved in the same professional sectors along the Lobito Corridor;
· Ensure effective communication among project stakeholders and promote their active participation throughout the project duration.
3. Ensure activity reporting
· Ensure, together with the national expert, the technical and administrative monitoring and quality control of all experts and service providers mobilised under the activities for which they are responsible, in close coordination with the Project Support Unit in Angola and the Team Leader;
· Work closely with the Team Leader with regard to activity planning and the administrative and financial management of the project;
· Ensure that key information required for monitoring the activities under their responsibility is regularly updated within the required deadlines;
· Contribute to compliance with donor and Expertise France procedures (eligibility of expenditures, procurement, contracts, grants, reporting, etc.).

Angola is a priority country for Expertise France, and its portfolio is expanding. A country office will open in Luanda in January 2026 to manage all projects implemented in the country.
The Action PROSPERA aims to transform Angola’s Technical and Vocational Education and Training (TVET) system by facilitating access to employment, promoting sustainable and circular economic growth, and aligning training provision with labour market needs. Particular attention is given to the Lobito Corridor, which offers significant employment opportunities.
The overall objective of the project is to reduce the gap between the availability of skilled human resources and labour market demand in priority economic sectors, in line with Angola’s economic diversification agenda.
The specific objectives are to:
· Strengthen TVET governance (led by Instituto Camões);
· Improve the quality of training in key sectors linked to green growth and economic diversification (Instituto Camões);
· Improve access to employment services for low-skilled youth, with particular attention to women, persons with disabilities and vulnerable groups (Expertise France);
· Develop entrepreneurship in strategic economic sectors, notably along the Lobito Corridor (Expertise France).
PROSPERA is a five-year project co-implemented by Instituto Camões (€10M) and Expertise France (€17M), with a total budget of €27 million.
· Master’s degree in international development, public administration, development economics, international relations, entrepreneurship or related fields;
· Strong experience in international technical cooperation project implementation;
· Excellent knowledge of the entrepreneurial ecosystem and related challenges;
· Prior experience in PALOP countries is highly valued;
· Good understanding of TVET institutional frameworks;
· Knowledge of cross-cutting issues (gender equality, disability inclusion, just transition, climate change);
· Knowledge of EU rules and procedures is an asset;
· Advanced proficiency in Microsoft Office (especially Excel);
· Prior experience with Expertise France is an asset.
