Mission description

MAIN RESPONSABILITIES 

  1.  Administrative & Financial Management 
    • In coordination with project managers, oversee day-to-day financial and administrative operations of all project and ensure the harmonization of practices for all projects implemented in the Tashkent office;
    • Prepare, monitor, and update project budgets (initial, revised, and final forecasts), financial reporting and forecasts (budget tracking, cash-flow management, expenditure control) in line with contractual obligations and EF financial deadlines;
    • Contribute to internal reporting tools and project planning documents;
    • Support the preparation of internal and external financial reports and payment requests to the donor(s);
    • Support the preparation of audit in coordination with HQ;
    • Assist the Procurement and Grants Officer Leader in financial tracking and compliance monitoring of contracts and grants.
    • Ensure compliance with Expertise France's financial rules and EU funding regulations aligned with national legislation and internal policies;
    • Support the preparation and management of administrative and financial documentation required by national authorities;
    • Ensure proper archiving, organization, and accessibility of financial, administrative, and contractual records.
  2. Accounting and treasury management
    • Supervise accounting operations to ensure compliance with EF procedures;
    • Oversee monthly, quarterly, and semi-annual financial closings, coordinating closely with the Accountant and EF HQ;
    • Manage Expertise France bank account, validate consolidated cash flow forecasts, oversee submissions to HQ, and monitor fund transfers;
    • Manage day-to-day treasury operations to maintain sufficient liquidity and secure fund handling;
    • Ensure proper archiving of financial records and adherence to internal controls related to accounting and treasury.
  3. National office management

    • Manage office cost centre in coordination with the Country Representative;

    • Responsible for all matters related to the finance and administration of the office;

    • Office payment (office, office supplies);

    • Monitor inventory of office supplies and coordinate with the Procurement Manager the purchasing of new materials with attention to budgetary constraints;

    • Preparation of the allocation key.

  4. Human Ressources (HR) Administration

    • Maintain HR records (contracts, attendance, leave), and ensure compliance with labor laws and EF policies.

    • Coordinate payroll processing and ensure timely payment of salaries and relevant contributions.

    • Contract management and relationship management with the third-party employer

Project or context description

Expertise France is France’s public agency and interministerial actor in charge of international technical cooperation, the second-largest in Europe. As a subsidiary of Agence Française de Développement Group (AFD Group), it designs and implements projects that sustainably strengthen public policies in developing and emerging countries. Expertise France works in key areas of development: governance, security, climate change, health, education, and more. Alongside its partners, it contributes to achieving the Sustainable Development Goals (SDGs). Know-how in common.

In 2015, the AFD Group established a presence in Uzbekistan to support the country in its economic, social and environmental transformation. In September 2020, Expertise France began its first technical assistance programme on green governance. From 2022 to 2025, the agency deployed an International Technical Expert in the field of culture and heritage to the Foundation for the Development of Art and Culture. The year 2023 saw a significant increase in EF's activity, with the launch of two new technical assistance programmes aimed at improving democratic governance and promoting sustainable development: (i) technical assistance to support green economy budget financing provided by AFD (Green Economy Technical Assistance Programme) and (ii) technical assistance for the second phase of the Energy-Climate public policy loan, for which AFD is co-financing with the Asian Development Bank.

In December 2024, the agency signed a Multi-Partner Contribution Agreement with the EU to launch the Team Europe Initiative on digital connectivity. This regional programme covers the five countries of Central Asia. The core team is based in Astana, but one person has joined the Tashkent office to coordinate activities relating to Uzbekistan and Tajikistan.

The launch of this last project has enabled the Agency to begin a process of pooling and decentralising support functions. The Admins Finance Manager position is part of the EF Support Service Team, which is composed of a logistics assistant, an administrative and finance officer and soon to be, a procurement manager.

The AFM will be responsible for both the projects budget and Tashkent office expenses.

Required profile

Specific Professional experience:

  • University degree in finance, accounting, business administration, or a related field
  • At least 7 years of professional experience in administrative, financial, and logistical management, ideally within international cooperation or donor-funded projects
  • Proven experience in managing multi-country projects or operations, with familiarity in coordinating remote teams and stakeholders
  • Demonstrated knowledge of EU procedures, financial regulations, and procurement rules; experience with Expertise France or other European agencies is a strong asset
