The position is based in Cairo, Egypt, with regular travel to the governorates of Minya, Kafr El Sheikh and Aswan.
The project Manager reports to the Head of the Human Resources in Health, Hospital and Health Security Unit (HRS) within the Health Department (DEPSAN) of Expertise France.
He/she works in functional coordination with a Project Officer and a Project Assistance based at headquarters.
He/she directly supervises an Administrative and Financial Manager, a Monitoring and Evaluation Officer, an Expertise Team Leader based in Cairo, and three Project Coordinators based in the governorates.
He/she collaborates with all relevant Egyptian authorities and Ministries at central and regional levels, the France team (Expertise France, AFD and the French Embassy), and the technical and financial partners involved including the EUD
The Project Manager’s responsibilities include, but are not limited to:
Operational, Strategic and Technical Project management
In coordination with the Project Officer at headquarters:
- He/she ensures proper implementation of the project in accordance with the technical, scheduling, budgetary and legal requirements stipulated in the agreements signed with the donors and partners;
- In line with the strategic orientations set by the Project Steering Committee, he/she operationalises the project’s strategic orientations, in consultation with all stakeholders;
- He/she participates, alongside the Expertise Team Leader, in mobilising and deploying short and long-term expertise, and provides critical technical overview of deliverables to directly contribute to achieving the results;
- He/she contributes to the identification and selection of project partners and ensures that the monitoring and support mechanisms are tailored to each partner’s needs;
- He/she supervises and coordinates the planning, steering and implementation of activities, in close collaboration with stakeholders including Ministry of Health and Population (MoHP), Egypt Health Authority (EHA), General Authority for Health Accreditation and Control (GAHAR), partner NGOs, France Team, experts.
- He/she reports any difficulties encountered and contextual elements (sectoral, security-related etc.) that may impact the proper execution of activities.
Institutional and partnership relations, governance
- He/she ensures proper representation of the project and maintains regular communication with all project stakeholders;
- He/she maintains liaison with France Team based in Egypt including the Embassy and the COCAC to keep them inform of the project implementation and maintain a professional relationship to envisage further development project;
- Develop relationship with donors (EU – Embassy – Others) to identify any new opportunity for financing health sector and share it with the HQ.
- He/she is responsible for the effective management of institutional relations with authorities at both local and national levels. To this end, he/she ensures transparent and smooth monitoring of project activities;
- He/she is responsible for the coordination with Technical and Financial Partners (TFP) active in the health sector, in particular those working on primary health care to develop synergies;
- He/she ensures sound governance for the project, in coordination with the overall Project Coordinator (MoHP based), co-chairs the governance and coordination bodies involving all stakeholders (steering committees, technical committees);
- He/she coordinates the organisation and framing of internal and external missions related to the project (headquarters missions, short-term expertise missions etc.);
- He/she actively contributes to identifying potential partners and projects, as to developing and maintaining a network of partners (public and private).
Administrative and financial management
In close collaboration with the Administrative and Financial Manager and the Project Assistant based at Expertise France headquarters:
- He/she ensures, at the start of the project, that appropriate office premises are identified and that all administrative authorisations required for the project implementation are obtained;
- He/she ensures that budget planning is consistent with operational planning;
- He/she regularly reviews commitments, disbursements and budget forecasts;
- He/she ensures that all elements required for proper project monitoring are updated in a timely manner (budget monitoring and expenditure forecasts, procurement plan and donor reporting deadlines);
- He/she ensures that the Administrative and Financial Manager has necessary information for Expertise France’s internal reporting (financial monitoring, forecasts, budget closures) and for external financial reporting to the donor;
- He/she contributes to ensuring compliance with procedures by the donor and Expertise France (eligibility rules, procurement rules, grants, reporting etc.).
Monitoring, Evaluation and Capitalisation
In coordination with the Monitoring and Evaluation Officer based in Cairo, the Project Officer and with the support of the dedicated staff at Expertise headquarters:
- He/she supports the establishment, at the start of the project, of the monitoring and evaluation framework;
- He/she supervise data analysis and ensures that gender consideration is integrated;
- He/she is responsible for preparing intermediate and final activity reports (narrative and financial) for submission to the AFD/EUD, in accordance with contractual deadlines and requirements and with the support of the Administrative and Financial Manager;
- He/she coordinates and consolidates the preparation of various reports related to project activities (meeting and workshop notes and minutes, training reports, mission reports etc.);
- He/she coordinates and facilitates the project’s internal steering exercises (monthly reporting, bi-annual and annual reviews etc.);
- He/she oversees and validates the implementation of the project’s communication plan;
- He/she contributes to the capitalisation process, including the documentation and dissemination of best practices and experiences.
Team management and expertise supervision
- He/she participates in the recruitment of project team members, in coordination with Expertise France headquarters;
- He/she ensures direct management of the project management team members (monitoring and evaluation, support, work organisation etc.);
- He/she takes all necessary steps to foster and strengthen teamwork and ensure smooth flow of information among members. To this end, he/she organises regular team meetings and draft the minutes/decisions arising therefrom.
- He/she contributes to the development of terms of reference for the recruitment of experts;
In coordination with the Expertise Team Leader:
- He/she ensures the briefing and debriefing of experts and supports them throughout their missions;
- He/she ensures quality control of key deliverables produced by the experts;
- He/she coordinates the work of the experts to ensure the effective operational implementation of the project’s strategic orientations.
Security
In coordination with the Project Officer and with the support of the Headquarters Security Department:
- He/she ensures the existence and dissemination of security rules and their compliance by the project team members;
- He/she identifies any potential security needs and escalates them to the Headquarters Security Department;
- He/she contributes to the security management for assets and personnel.
Expertise France
Expertise France is the public agency for the design and implementation of international technical cooperation projects. The agency works alongside partner countries to advise and support them in strengthening public policies across the main areas of public action:
- Democratic, economic and financial governance;
- Peace, stability and security;
- Climate, biodiversity and sustainable development;
- Health and human development.
In these fields, Expertise France carries engineering and project implementation missions to build capacities, mobilise technical expertise, and acts as a project integrator involving both public and private expertise.
In the health sector, Expertise France contributes to strengthening health systems in close collaboration with partner countries, supporting them in implementing the priorities set out in their national health plans. EF’s key priorities include strengthening health systems and combating diseases, enhancing global health security, promoting population health through the “One Health” approach, and advancing French expertise, training, research, and innovation.
Context
Egypt has undertaken a major transformation of its health system through the establishment of the Universal Health Insurance System (UHIS). After its deployment in six governorates of Phase 1 (Port Said, Luxor, Ismailia, South Sinai, Suez and Aswan), the health insurance system covers 5.1 million insured people (~80% of the population of these governorates). The Arab Republic of Egypt will launch Phase 2 of the reform in 2026 in the following governorates: Minya, Kafr El Sheikh, Matrouh, North Sinai, and Damietta.
Since the reform strongly relies on functional and resilient primary healthcare, the rehabilitation and modernization of Primary Health Care Centers (PHCCs) have become a priority to ensure equitable access to essential services and to support the transition toward preventive and community-based care.
Primary Health Care Centers (PHCCs) play a central role in the deployment of the Universal Health Insurance System (UHIS), as they represent the first point of contact for citizens accessing higher levels of care. However, a large proportion of these facilities suffer from outdated infrastructure, obsolete medical equipment, weak governance and coordination mechanisms, inconsistent standards of care, insufficient digital capacity, shortages of qualified staff, and low public trust in PHCCs services particularly in underserved and high-vulnerability areas. Addressing these gaps is essential for PHCCs to function as effective first points of contact, build patient trust, and deliver consistent, high-quality services.
Project description
The overall objective of the programme is to improve the quality of primary healthcare services in vulnerable areas of Egypt, with a particular focus on the needs of women and children, as well as migrants and refugees.
The project is expected to be funded by the European Union, with Agence Française de Développement (AFD) managing the hard component (infrastructures) and Expertise France overseeing the soft component (technical assistance).
Specific Objective 1 : Improve the availability and quality of resilient and energy-efficient health infrastructure
In line with Egypt’s National Health Strategy (NHS) 2024–2030 and the National Strategic Framework for Health Sector Adaptation to Climate Change 2024–2030, this objective entails a substantial effort to rehabilitate and equip local health infrastructure.
The Ministry of Health and Population (MoHP) and the Egyptian Health Authority (EHA) jointly commit to integrating the climate agenda—both adaptation and mitigation. The programme will therefore support the rehabilitation of selected primary health centers in targeted areas.
Expected Results:
Result 1.1: Needs and gaps in resilient and energy-efficient primary healthcare infrastructure are identified and prioritized.
- Result 1.2: The 35 selected PHCCs are rehabilitated to meet standards of climate resilience, energy efficiency, and quality of care, and institutional capacities are strengthened.
AFD will leverage, in synergy with this Action, the EU-financed Programme for Energy Efficiency in Buildings in the Mediterranean (PEEB Med), to achieve at least a 30% improvement in energy performance compared to the baseline scenario (current building energy consumption), in line with PEEB Med eligibility thresholds. The aim is to strengthen climate resilience against climatic risks and enhance the operational quality of facilities. The approach is based on detailed technical audits, dynamic thermal simulations, cost–benefit analyses of a sample of PHCCs across contrasting climate zones, and the standardization of energy efficiency and adaptation solutions to facilitate replication at the national level.
Specific Objective 2: Strengthen the availability, accessibility, and quality of primary healthcare services for women, children, and vulnerable migrant populations
The programme will contribute to improving the provision of quality primary healthcare services in underserved areas by strengthening local health governance, improving the availability, accessibility and quality of primary healthcare services for vulnerable populations.
Through Output 2.1, activities under this objective operationalise the integration and coordination driver by strengthening territorial integration at governorate level, enabling alignment, prioritisation and results-oriented steering of all health-related interventions. Output 2.2 translates the quality and inclusiveness driver into concrete support for PHCCs to achieve and sustain GAHAR accreditation, embedding a shared culture of quality, patient safety and continuous improvement across facilities. Output 2.3 activates the community engagement driver by strengthening demand for services, trust in public health facilities and structured feedback mechanisms, ensuring that service delivery remains responsive to population needs and expectations.
In addition, the project aims to enhance access to quality, adapted primary healthcare services for migrants and refugees in Aswan Governorate, through close collaboration with international and non-governmental organizations to ensure the short-term availability of essential services.
Expected Results:
Result 2.1: Local health governance is strengthened to ensure effective coordination of primary health care and UHIS deployment.
Result 2.2: The availability, accessibility, quality, and inclusiveness of primary healthcare services are improved to meet the needs of populations in vulnerable areas.
Result 2.3: Community health promotion is strengthened, and the demand for family and women’s health services is increased.
Specific Objective 3: Increase the availability, skills, and retention of primary healthcare personnel, as well as governance actors, to deliver quality and equitable services in underserved areas
Specific Objective 3 complements and reinforces the interventions implemented under the specific objective 2 by addressing the human resources foundations of primary healthcare transformation. Its outputs translate workforce-related drivers into action by strengthening HRH planning, skills development, retention mechanisms and leadership capacities.
A specific component focuses on modernizing nursing and midwifery education to ensure a continuous pipeline of competent professionals aligned with primary healthcare and UHIS requirements, through curricula revision aligned with the universal health insurance priorities, introduction of innovative pedagogical approaches, creation of simulation laboratories and partnership and twinning with European institutions.
Expected Results:
Result 3.1: Frontline health workers and the quality of gender-sensitive services are enhanced.
Result 3.2: The capacities of local health governance structures and community actors are enhanced.
Result 3.3: Nursing and midwifery training institutions are reinforced.
Technical qualifications and skills
Master’s degree in international cooperation, development, project management, political science, public health (including health policies and health systems governance), or another relevant field;
In-depth expertise in health systems governance, enabling the facilitation of workshops and oversight of local health governance coordination mechanisms, including the ability to provide technical expertise, critical analysis, and quality assurance of deliverables;
Strong proficiency in project management and implementation in the health sector, particularly in planning, managing and developing health system governance and/or quality and accreditation processes;
Excellent skills in managing and coordinating multidisciplinary and multicultural teams;
Good knowledge of the Egyptian health system and its key stakeholders, with a focus on primary health care services;
Solid understanding of cooperation mechanisms, public development aid and international cooperation actors;
Ability to engage in high-level dialogue with institutional partners, the civil society and the private sector;
Capacity to mobilise, maintain, coordinate and facilitate networks of partners;
Strong written and oral communication skills (preparation of technical documents, meeting minutes, activity reports, terms of reference, etc.);
Proficiency in office software tools;
Excellent command of Egyptian Arabic and English (written and oral).
Professional experience
At least 10 years of experience in managing international solidarity and/or technical assistance projects in the health sectors, particularly in the planning, management and development of primary healthcare projects;
Professional experience in health systems governance; additional experience in quality/accreditation process will be a strong asset;
At least 5 years of experience in team management.
