Mission description
The main mission of the expert will be to support the implementation of activities related to the operationalization of Vietnam’s emissions trading system (ETS) in terms of financial regulation.
His/her responsibilities will be as follows:
- Support to the Vietnamese Ministry of Finance for the evaluation of the legislative and regulatory framework relating to the supervision of the emissions trading market within the national ETS that will be implemented from 2026, in coordination with the project team.
- Support to the Vietnamese Ministry of Finance for drafting the legislative and regulatory texts necessary for finalizing the regulatory framework related to the emissions trading market, in coordination with the project team.
§ Support the international experts of the project team in understanding the Vietnamese ETS legislative and regulatory framework;
§ Ensure coordination on the topic of the emissions trading market between the Vietnamese Ministry of Finance and the project team.
Expected deliverables:
Report on the regulatory framework of the financial market related to Vietnam's emissions trading market, including proposals for regulatory texts.
Project or context description
The project – Greening of Budgetary and Fiscal Policies in Vietnam Phase 2 – is a capacity-building project in support of the Vietnamese Ministry of Finance aimed at operationalizing the integration of environmental and climate considerations into public budgetary and fiscal policies.
The project is structured around 4 components:
- Capacity building for the Vietnamese Ministry of Finance to consolidate the management framework related to sovereign green bonds and raise awareness among market participants about green bonds
- Support for the implementation of Vietnam’s Emissions Trading System (ETS)
- Development of environmental taxation policies for environmental protection
- Support for integrating the results of green finance and carbon pricing into the long-term path towards carbon neutrality
The project implementation period is 18 months, until May 2027, and is funded by the French Development Agency.
The project team consists of: 1 project coordinator, based in Paris at Expertise France headquarters, supported by the Expertise France office in Hanoi, 5 international experts, 1 local coordinator, and other national experts
Required profile
Qualifications and skills:
- Knowledge of the legislative and regulatory framework relating to financial regulation in Vietnam.
- Knowledge of financial regulation issues in the context of an emissions trading system will be an advantage.
- Excellent writing skills.
- Ability to work in an intercultural environment
- Diplomacy, communication skills, active listening and rigor
General and specific professional experience:
§ Training in finance or financial law, or significant experience in the field
§ Experience in developing or supporting the development of legislative or regulatory texts
§ Knowledge of Vietnamese administration and public services will be an advantage.
§ Fluency in written and spoken French or English
