Mission description

1.     Internal Positioning

The Technical Officer will be:

  • A full-time salaried staff member, recruited through a local payroll/umbrella company, as Expertise France does not have a legal entity in the Philippines;
  • A permanent member of the Project Management Office (PMO) of DRREALL-TA project;
  • Under the direct managerial supervision of the DRREALL-TA Project Leader;
  • Under the functional coordination of the DRREALL-TA Technical Lead.

The position is based in Metro Manila, primarily at the Expertise France office in Bonifacio Global City (BGC), Taguig.

2.     Objectives

The Technical Officer (TO2) is responsible for the planning, coordination, monitoring and operational implementation of Component 2 (strategic policy engagement) activities, in close collaboration with institutional partners (mainly DILG and DOF), donors (AFD and EU), a contracted think tank (to be determined), and the DRREALL-TA project team.

3.     Main Responsibilities & Tasks 

A.    Coordination and implementation of Component 2

The Technical Officer will be responsible for the effective delivery of the following activities:

  • Organization of one (1) study visit to France (in close coordination with the Project Manager based in Paris):
    • Contribution to the definition of objectives, topics covered and agenda;
    • Technical coordination with Philippine partners invited to make up the delegation;
    • Support to follow-up and capitalization of lessons learned.
    • Contribution to final deliverables such as policy briefs or activity report. 
  • Management of three (3) academic studies / research activities:
    • Contribution to the drafting of terms of reference / concept notes;
    • Identification of research institutes or consulting firm to carry out the studies;
    • Technical and operational monitoring of service providers;
    • Support to the dissemination and policy use of research outputs within the HLPD framework.
  • Organization of high-level policy dialogue forums (in close coordination with a contracted think tank):
    • Two (2) regional forums (Visayas and Mindanao) in 2026;
    • One (1) national public policy forum in 2027;
    • Institutional, technical and logistical coordination;
    • Support to the preparation of content, panels and policy recommendations.

B.    Coordination with the partner think tank (to be determined)

  • Close collaboration with the contracted think tank responsible for the conceptual design of forums and conferences under Component 2;
  • Operational coordination and contract follow-up;
  • Integration of technical and strategic analyses produced by the think tank into HLPD activities.

C.    Facilitation of external coordination and consultation mechanisms

  • Organization and facilitation of three (3) to four (4) Technical Working Group (TWG) meetings under Component 2:
    • Quarterly meetings;
    • Participation of implementing partners and donors (DILG, DOF, OCD, PHIVOLCS, AFD, EU, etc.);
    • Preparation of agendas, background materials, minutes and follow-up of action points.
  • Establishment and facilitation of a consultation group bringing together donors and development partners working on disaster risk reduction (DRR) and resilience in the Philippines:
    • One (1) to two (2) meetings per year;
    • Facilitation of inter-donor and inter-agency dialogue;
    • Documentation and dissemination of key outcomes.

D.    Reporting and internal coordination

  • Contribution to annual planning and monitoring of Component 2 workplans;
  • Support the organization of meetings: ensure that required equipment are provided, facilitate zoom conferences (create zoom link, test technology beforehand, handle technical issues during conference, moderate chat, etc.), answer participants’ logistical questions;
  • Support to the preparation of briefs, meeting notes, activity reports and deliverables related to HLPD activities (such as manifestos, policy briefs and studies reports);
  • Close coordination with the Project Leader, Technical Lead and other members of the DRREALL-TA team.

E.    Data collection and knowledge management (in close coordination with the MEAL Officer)

  •      Collect data from activities of the Component 2 for M&E purposes
  •      Ensure data quality and reliability, maintaining accuracy in project M&E databases and dashboards under the guidance of the MEAL Officer and Project Leader;
  •    Document project achievements, best practices, and lessons learned for knowledge management purposes.

Project or context description

The Disaster Risk Reduction Enhancement at the Local Level-Technical Assistance (DRREALL-TA) is a policy-based support initiative led by the Department of the Interior and Local Government (DILG) and implemented through the long-term partnership between the Government of the Philippines (GoP) and Agence Française de Développement (AFD). Expertise France, the French international technical cooperation agency and a member of the AFD group, provides technical services for the DRREALL-TA project in the Philippines.

The project is designed to enhance disaster risk reduction and management (DRRM) and climate change adaptation (CCA) capacities at both national and local levels. It consists of two key components.

-         Component 1 provides policy-based support aligned with a policy matrix agreed upon by the GoP and AFD, focusing on four reform areas: strengthening local capacities for risk-informed planning; enhancing DILG’s capacity to manage a performance audit mechanism and an integrated capacity development strategy for DRRM and CCA; improving the ability of local communities to effectively utilize disaster risk management funds; and promoting gender-sensitive and socially inclusive approaches to disaster response within local government units (LGUs).

 

-         Component 2 aims to foster high-level strategic policy engagement and dialogue in support of the development of medium- to long-term DRR-CCA strategies and cooperation. This involves analyzing the political economy of the sector in the Philippines, consulting with leaders and influencers to generate key recommendations, and engaging relevant stakeholders to shape future strategies, policy directions, and emerging themes within the country’s disaster risk reduction and management (DRRM) landscape. This component also serves as a collaborative platform for the GoP, the European Union (EU), and AFD as key development partners in DRRM. Through this partnership, stakeholders will exchange perspectives, advocate for climate change adaptation and resilience priorities, and contribute to strengthening the country's disaster risk management policies and practices.

 

To reinforce the project team and ensure effective implementation of this component 2, Expertise France seeks to recruit a second Technical Officer.

The PMO team is composed of a Project Leader (PL), a Technical Lead (TL), a Technical Officer for Component 1 (TO1), a Financial and Administrative Manager (FAM), a Monitoring and Evaluation Officer (MEAL), an Operations Officer (OO) and a Project Assistant (PA). Technical experts support the team in defining and implementing project activities across various thematic areas, including Gender, Institutional Capacity Development (ICD), Disaster Risk Reduction (DRR), etc.

Required profile

A.    Education

·       Master’s degree (or equivalent) in:

o   Disaster Risk Reduction and Management (DRRM),

o   Climate science,

o   Geography,

o   Public Policy,

o   International Relations,

o   Development Studies or a related field.

B.    Professional experience

·       At least 5 years of relevant professional experience in DRRM and/or climate resilience-related fields;

·       Strong knowledge of the Philippine institutional landscape and key stakeholders (government agencies, donors, think tanks, development partners) in DRRM and climate resilience;

·       Experience in organizing high-level events, policy dialogues, forums or international exchanges;

·       Experience in facilitating multi-stakeholder working groups and consultation;

·       Previous experience with donor-funded projects is an asset.

C.    Skills and competencies

·       Strong understanding of DRRM and climate resilience challenges in the Philippines;

·       Excellent coordination, organizational and follow-up skills;

·       Ability to engage effectively with senior-level stakeholders;

·       Strong analytical, drafting and synthesis skills;

·       Ability to create and edit presentations (using Canva and Powerpoint)

·       High level of autonomy, rigor and sense of priorities;

·       Proven ability to work in teams and engage with stakeholders at various levels;

·       Proactivity, resourcefulness, punctuality and reliability.

D.    Languages

·       Excellent command of English is necessary, both written and spoken;

·       Knowledge of Filipino and/or French is an asset.

E.    Additional criteria

·       This is a locally recruited position reserved to nationals based in the Philippines.

·       Contract duration: 13 months, with possible extension subject to project extension.
