Mission description

Expertise France (EF) is looking for a MEAL Specialist, ideally based in Dhaka, Bangladesh, but a remote placement would also be considered with regular travel to the region. He or she will be responsible in the establishment of a comprehensive MEAL framework and implementation plan. He or she will ensure the good rolling-out of the MEAL framework and tools and carry out the necessary training and/or coaching to EF team to do so. The CBET is a EU funded regional project covering 5 countries (Bangladesh, Bhutan, India, Nepal, Sri-Lanka). 

It is then expected that the MEAL Specialist will intervene on a regular basis to assess the progress made on MEAL activities, to support with unblocking impediments in the implementation of MEAL processes and tools, and to provide an independent and external perspective during yearly “pause and reflect”/review exercises.

The MEAL specialist will:

  • Establish and operationalise a robust MEAL framework and plan (logical framework, indicators, data collection tools, reporting);
  • Collect, analyse, and use data to assess results and support decision-making;
  • Coordinate performance reports, ensuring quality and compliance;
  • Facilitate capacity building of EF staff and partners on MEAL;
  • Organize learning and capitalization activities, and produce tools such as case studies, lessons learned, and experience-sharing materials;
  • Disseminate project learnings to partners, donors, and internal teams to strengthen impact and inform policy dialogue.

The Specialist will be expected to carry out and deliver on the following tasks:

 

  1. Inception phase (indicative number of days: 25-40 days)

Ø  Participate and support the project team in refining the logic of intervention :

  • Review and update the project theory of change (TOC) and Logframe, in collaboration with project team and stakeholders, checking its coherence and relevance;
  • Examine whether the assumptions behind intended outcomes are valid and likely to lead to the desired impacts;
  • Support the project team in analysing overlaps, synergies, complementarities and distinctions with other cooperation agencies and NGOs in order to reach an exhaustive overview of stakeholders, and in taking these elements into account when refining the logic of intervention;
  • Produce / refine the project Logframe based on the TOC.

Expected deliverables:
- A revised Project Logframe, with risks and assumptions.
- A completed Theory of change that illustrates the short, medium and long term changes the project wishes to achieve and/or support.

 

Ø  Establish an operational MEAL system for the project, and provide the team with tools to effectively monitor project progress and achievement, and to provide evaluations with sufficient information to assess the project success:

  • Do a critical analysis of the current indicators and propose new or adjusted indicators to measure progress towards achieving the desired changes, as well as performance indicators at output level and relevant context indicators. These indicators should capture both quantitative and qualitative information;
  • Lead the discussions to provide specific definitions to each indicator and develop indicator reference sheets;
  • Identify data sources that can serve as verification for indicators. As much as possible, use existing data sources embedded in existing systems;
  • Review existing documents and input from team/partners to compile baseline values; identify missing data and recommend how to fill those gaps (e.g. surveys or other tools). Help design baseline surveys if needed;
  • Lead the process of setting realistic and appropriate targets for each indicator;
  • Recommend data collection and management processes and suggest data visualisation tools/softwares. Create user guides if the tools are complex or users need support;
  • Draft and finalise the project MEAL framework guidelines. This document should include: (a) MEAL principles, (b) procedures and templates for data management, (c) guidance on outcome and output indicators and data sources, (d) assigned roles and responsibilities, (e) format and reporting frequencies;
  • Ensure that the monitoring system is compliant with EU MEAL and reporting policies and guidance and is aligned with EF internal reporting mechanisms;
  • Provide advice and training on results-based management and MEAL to EF team and the implementing partners already identified, if necessary.

Expected deliverables:
- Indicator reference sheets
- Initial baseline + plan for baseline values and information gaps that require further surveys or other data collection tools
- Indicator target values
- MEAL framework guideline, including calendar of MEAL activities and associated budget
- Data collection and management systems and processes
- Dashboard for visualising the progress of activities and indicators
- Concept note, action plan and budget for the learning strategy

 

 2. Implementation (indicative number of days: 100 days)

Ø  Support the project team in deploying the MEAL system, and facilitate regular, critical reviews of project implementation to ensure MEAL effectively informs project management:

  • Guide the team in understanding and applying the MEAL framework, including clear delineation of roles and responsibilities related to data management;
  • Design and streamline data collection and analysis tools to ensure timely, user-friendly reporting. Summarise progress using agreed formats such as briefing notes and dashboards;
  • Ensure the programme meets all internal MEAL requirements, delivering high-quality information on time, including quarterly reports and agency global indicators;
  • Set up a mechanism to verify that beneficiaries and partners are satisfied with the support provided by the project;
  • Conduct monitoring missions and review exercises to:

o   Identify operational and strategic strengths and weaknesses using different diverse data collection methods;

o   Verify data quality and alignment with MEAL framework principles;

o   Facilitate bi-annual review exercises as planned in EF processes;

o   Make recommendations for strategic and operational adjustments to meet programme objectives;

o   Review the Theory of Change and assess unforeseen changes that may impact success.

  • Assist the team in formulating an evaluation strategy tailored to the programme’s operational context, learning objectives and donor requirements;
  • Support the development of a learning strategy, including knowledge management, to promote continuous improvement. Ensure lessons learned from implementation are captured and documented effectively;
  • Facilitate access to technical support if necessary, through trainings, workshops and relevant resources as needed.

- Monitoring mission reports and recommendations follow-up table
- Facilitation of bi-annual review exercises
- Updated TOC/Logframe, if relevant
- Evaluation and learning strategy

 

Ø  Support the integration of participatory and outcome-focused monitoring and evaluation methods in order to complement traditional quantitative and output-focused project indicators. These methods should foster adaptive learning and project responsiveness.

 

  • Assess, recommend and adapt the most suitable participatory and outcome-oriented M&E methods (e.g. Most Significant Change (MSC), Outcome harvesting and/or Outcome mapping) to complement output and indicator-based monitoring;
  • Design tailored frameworks or protocols for these methods, aligned with the project context, objectives and learning priorities;
  • Facilitate capacity building workshops with teams and partners to build skills in applying participatory and outcome-oriented approaches;
  • Use findings from participatory methods to generate actionable insights and learning.

Project or context description

The project aims to address the electricity connectivity gap in South Asia, which is currently the least integrated region in Asia.

Countries in the region are increasingly aware of the importance to engage in climate change mitigation action and transition to renewable energy including from an energy security and competitiveness perspective. Improving cross-border electricity trade (CBET) is crucial to unlock the region's full renewable energy potential and promote a fair and inclusive green energy transition. However, there are barriers to electricity market integration, including diverging national political priorities, lack of political dialogue at regional level, technical and regulatory barriers, and limited existing transmission infrastructure.

To overcome these challenges, and more specifically address the lack of regional dialogue, the project intends to facilitate a shift from bilateral to multilateral regional cooperation approach. It aims to strengthen institutional political governance frameworks, build technical capacity, and establish a platform for intra-regional energy dialogue.

 -       Overall objective: Increasing Cross Border Electricity Trade (CBET) to facilitate climate change mitigation efforts via the integration of renewable energy, reduction of GHG emissions, improvement of energy security, and ultimately support to economic growth and cooperation in South Asia;

 -       Specific objective: An improved policy framework and investment conditions for CBET and integration of renewable energy in South Asia.

The action will therefore, through a combination of policy dialogue and technical/capacity support, aim to achieve the following expected outputs:

1.1 Improved regional and national policy/regulatory framework and investment climate for intra-regional CBET that facilitates the integration of electricity generation from renewable energy sources;

1.2 Strengthened capacities of country level sector stakeholders (public officials, public utilities, grid operators, private sector) for the creation of an integrated regional electricity market (country level preparedness);

1.3 Increased stakeholder awareness and engagement (institutions, private Sector/investors/think tank/CSOs) on the benefits of increased regional electricity trade and renewable energy integration.

The above outputs will make sure that the activities will be gender-responsive and will as much as possible include organizations of women and persons with disabilities.

Required profile

Expertise France is looking for an individual Specialist. The consultant should be a senior professional with an advanced degree in a relevant field and a minimum of 8 years’ experience in MEAL-related positions in large, complex programmes, ideally on the topics of energy. The candidate should bring to the position:

  • Master’s or doctoral degree, preferably in social sciences, international relations, project management, energy & environmental studies, or any other relevant field;
  • Demonstrated proficiency and experience in the design and delivery of robust and appropriate Theories of change for large and complex projects/programmes;
  • Demonstrated ability to design and deliver robust and adapted performance monitoring and results frameworks (including expertise and experience in indicator development, testing and data collection/analysis);
  • Strong knowledge on gender issues;
  • Demonstrated proficiency and experience in participatory and outcome-focused M&E methods, such as MSC, Outcome harvesting and/or Outcome mapping;
  • Good knowledge of donor MEAL guidelines and practices, mainly the European Union;
  • A strong team leadership and management track record with demonstrated ability to work in a multi-disciplinary team environment;
  • Ability to produce well-written reports that demonstrate excellent analytical and communication skills;
  • Ability to work within a team and partners to ensure the delivery of high-quality products in a timely manner;
  • Regional/country experience and knowledge is an asset;
  • Excellent command of English is mandatory. Bengali and other sub region languages would be considered as an asset, French is a plus.

Additional information

Team and institutional arrangements

The Project Director based in Dhaka and Project Manager based at EF HQ in Paris will directly supervise the MEAL Specialist.

The MEAL Specialist will work in close collaboration with the project team, including the country correspondents and other energy experts involved in the project.

Timeframe and logistics

The MEAL Specialist will accompany the CBET project until the end of the implementation period. If he or she is not based in Dhaka, It is expected that he or she will travel to Dhaka at the beginning of the mission, and at least once a year for monitoring missions. The rest of the work could be done remotely (home-based).

Indicative Deliverables Schedule

The MEAL Specialist must keep in mind that the inception phase is ending in April 2026.

All expected deliverables listed for the inception phase have to be shared with the project team in final version before the end of the inception phase.
