Mission description

The role of the expert(s) will be to support and reinforce the capacity of the Cyprus authorities to ensure emergency prevention, preparedness and response, and climate change adaptation. Expertise is required in one or more of the following fields:

Project or context description

The Cyprus Civil Defence (CCD), operating under the Ministry of Interior in Cyprus, faces significant challenges in responding effectively to large-scale disasters. There is pressing need for improved disaster preparedness, response plans, and community resilience. Collaboration among governmental bodies, NGOs, and the private sector is paramount for addressing these challenges efficiently.

Cyprus has requested support from the European Commission (the Directorate-General for Structural Reform Support - DG REFORM) to design, develop and implement reforms in the area of civil protection with the objective to establish a fully operational, nationally coordinated, unified, single national civil protection mechanism enhancing public safety and resilience in Cyprus.

This project led by Expertise France provides technical support with the purpose of a) establishing an efficient and coordinated civil protection mechanism and b) enhancing preparedness and response capabilities.

A Project Team composed of several experts will be in charge of implementing the technical support, under the coordination of Expertise France headquarters in Paris and its office in Athens. 

To this end, Expertise France is currently looking for short-term and medium-term experts in the above fields. 

Required profile

Qualifications and skills

  • University Degree (preferably at postgraduate level) in Business Administration, Science or Engineering fields, Information Technology, Law, Economics, Social sciences, or any other field relevant to the assignment. In the absence of such degree, at least 10 years of professional experience in relevant domains.
  • Fluency in written and spoken English. Fluency in Greek is an asset.
  • Proven analytical, research and reporting abilities.

Professional experience

General professional experience

  • Minimum 7 years of postgraduate professional experience in international and/or national level in the relevant to the assignment, or minimum 3 years for candidates applying for junior expert positions. 

Specific professional experience

  • Involvement in the implementation of minimum 1 similar assignment
  • Knowledge of the local context in Cyprus and experience in working with the Greek administration is an asset.

Selection criteria for applications

  • Candidate’s experiences linked with the expert mission
  • Candidate’s expected linguistic understanding
  • Candidate's knowledges related to local context (country or region intervention)
