Mission description

1.       OBJECTIVE, SCOPE, ACTIVITIES AND DELIVERABLES

These ToR relate to the Component 2 – Just Transition Assessment

Objective:

Develop a pre-diagnosis of social challenges and opportunities in the green transition, through desk review and participatory dialogue with mapped stakeholders, as well as on mandatory trips to the regions to study the situation on the ground. The output will guide future programmatic support by AFD and partners.

Tasks:

  1. Value Chain Analysis:
    • Identify carbon-intensive and/ or climate-vulnerable value chains
    • Estimate number of actives enterprises, employment (including indirect), regional concentration, and economic weight
    • Identify emerging green and low-emission sectors with inclusive growth potential, in particular SMEs and their role in green job creation
    • Identify and analyze key low-carbon but low-productivity informal sectors where women are highly concentrated (subsistence agriculture, home-based textile/craft production, bazaar trade, etc.), focusing on identifying concrete opportunities for “greening” these sectors to improve productivity, income security, and working conditions.

 

  1. Territorial Impact Assessment (at least 3 regions):
    • Identify regions and settlements most affected by the green transition
    • Assess the adaptive capacity of local communities and institutions in these regions

 

  1. Social Group Vulnerability Analysis:
    • Identify groups most at risk (low-income/ poor households, women, youth, elderly, people with disabilities, informal workers, or any group of population identified as disadvantaged or vulnerable in the first phase of the study)
    • Analyze potential impacts on incomes, employment, and service access
    • Assess the specific vulnerabilities stemming from the systematic exclusion of women informal workers from contributory social protection schemes, with a focus on the lack of access to maternity benefits, pensions, and paid sick leave, and how this absence of a safety net amplifies the social risks of the green transition

 

  1. Review of Social Sector Policies:
    • Assess how existing policies incorporate green transition considerations in:
      • Employment and labor market policies
      • Social protection
      • Vocational training and skills development
      • Support to MSMEs and local economic development programs

 

  1. Institutional and Planning Capacity:
    • Review of existing mechanisms for inter-ministerial coordination on just transition
    • Identify existing gaps and strengths (resources) in planning and implementation
  2. Recommendations:
    • Formulate a set of operational recommendations to guide the design of a socially inclusive green transition in Uzbekistan aligned with Uzbekistan’s LTS and low-carbon development strategy and AFD’s programming orientations. These recommendations should address analytical, policy, institutional, and financing needs and help shape AFD’s future technical and financial support.

6.1. Analytical and Knowledge Gaps

    • Identify priority areas and regions (at least 3) where further data collection or analytical work is required to inform just transition policymaking. These may include:
      • Distributional impact assessments of green reforms (e.g., energy pricing, land use change);
      • Support to entrepreneurship ecosystem (access to finance, access to technical support, regulatory framework, favorable business environment)
      • Labor market vulnerability diagnostics (by sector, region, and demographic group);
      • Climate vulnerability assessments at household and community levels;
      • Gender-differentiated impacts of the green transition;
      • Public awareness and behavioral readiness studies.
    • Propose opportunities for collaboration with national research institutions, universities, or think tanks to strengthen the evidence base and build local ownership.

 

6.2. Policy and Programmatic Actions

    • Recommend a set of orientations for policy measures (with practical justification for at least 3 regions) that could:
      • Anticipate and mitigate social risks related to climate and environmental reforms; Identify how reforms could have a positive impact in reducing inequalities and exclusion (including gender inequalities);
      • Strengthen labor market transitions (reskilling, job placement, active labor market policies), including recommendations that explicitly link the greening of traditional, female-dominated informal sectors with pathways to formalization and the principles of decent work;
      • Improve targeting and flexibility of social safety nets in response to climate and energy shocks, including an assessment of the feasibility of introducing non-contributory social protection floors, such as a universal maternity cash benefit for women outside the formal system;
      • Promote inclusive green entrepreneurship, especially for youth, women, disadvantaged population including rural populations and low-income population;
      • Foster territorial development approaches in regions affected by de-carbonization, water stress, or climate risks.
      • Promote transition of state-owned companies to a low-carbon productive and socially oriented models
    • Identify opportunities to leverage and green existing programs (with examples of extensive analysis conducted in at least 3 regions) (e.g., employment support schemes, regional development funds, vocational training reforms).
    • Propose policy measures that recognize and invest in the care economy as a foundational enabler for women`s full participation in the green economy and a key component of a just transition.
    • Develop recommendations for modernizing and institutionally strengthening the social protection system for a just transition, including specific proposals for:
      • developing flexible targeted assistance;
      • institutionalizing emergency social protection.

 

6.3. Institutional Strengthening and Governance

    • Recommend steps to strengthen inter-ministerial coordination mechanisms (e.g., Economy, Environment, Labor, Social Protection, Energy, Agriculture) and with local authorities and civil society;
    • Propose mechanisms to establish or strengthen formal tripartite social dialogue on decarbonization policies and just transition planning, ensuring the meaningful representation and active participation of women from the informal economy, potentially through engagement with women`s committees, unions, or other associations;
    • Identify institutional entry points for integrating concertation and definition of just transition principles in development planning processes (e.g., national and sectoral strategies);
    • Suggest capacity-building activities to strengthen:
      • Public sector expertise on social-climate linkages;
      • Development of skills in cross-sectoral policy design and budgeting;
      • Participatory planning methods and stakeholder engagement.

 

Deliverables:

o   Just transition assessment report, including:

-          with analysis of vulnerable regions (extended analysis, at least 3), groups and economic sectors, identification of risks, a set of targeted recommendations and consequences;

-          prioritized list of recommendations with short, medium, and long-term actions;

-          roadmap for implementation, including timelines, responsible entities, and required resources.

o   Policy dialogue summary (workshops, stakeholder consultations)

-          Final document of the brief policy dialogue — including the results of consultations and workshops with stakeholders, priority areas for inclusion in future strategic documents;

o   Dissemination workshop

-          to present recommendations and results (formalization of commitments and further steps)

o   Final roadmap and recommendation brief

-          with specific proposals for analytics, policy and institutional development in the short and medium term, including:

o   measures to reduce social vulnerability to climate reforms;

o   proposals for a flexible system of social support;

o   institutional measures for coordination and training.

Note: Information on the progress of implementation is provided on a monthly basis; the format and frequency of reporting may be specified by agreement of the parties.

Project or context description

1.       CONTEXT OF THE ASSIGNMENT

Over the past decade, Uzbekistan has experienced strong economic growth (averaging 6% annually), contributing to a reduction in poverty — now at 11% as of 2023. However, income growth has disproportionately benefited wealthier urban populations. Rural areas continue to experience higher poverty rates, and informal employment remains widespread (estimated at 60% of the workforce), with significant underemployment and limited labor mobility across sectors.

While social protection measures, including cash transfers, have mitigated poverty — especially among children — economic growth is becoming less effective in reducing vulnerabilities and income inequalities. Agriculture remains dominant, and structural transformation toward higher productivity sectors (e.g., manufacturing, services) is limited.

At the same time, Uzbekistan is one of the most greenhouse gas-intensive economies in the Europe and Central Asia region. Combined with low water productivity and significant reliance on natural resource extraction, as well as exacerbated climate risks — especially droughts, this situation further threatens livelihoods and welfare, especially in vulnerable regions.

Aware of this situation, the government has adopted a Green Growth Strategic Framework to transition to a low-carbon, resilient development model. The pillars of the Strategy are: 1. Sustainable and efficient use of natural resources (land and water); 2. Resilience to climate change and natural disasters; 3. Green and low-carbon industrial development; 4. Innovation and green investment; 5. Sustainable and inclusive urbanization; and 6. Support for populations and regions most affected by the transition.

The Strategy includes targets in energy efficiency, natural resource management, renewable energy, and climate adaptation. However, the transition also entails social and economic risks, which must be proactively addressed to avoid deepening existing inequalities. As an example, in May 2024, the government significantly raised electricity and gas tariffs (by 50% and 70%, respectively). To mitigate the impact, one-off cash transfers were introduced.

Such examples highlight the need for systematic social planning in support of a “just transition” that leaves no one behind, especially at a time where Uzbekistan is taking bold steps towards carbon neutrality, with a possible target for 2055 – something that could be officially announced at COP30.

The just and social lens of the green transition is indeed becoming of paramount importance, as the first macro-modelling exercises highlight both risks (energy affordability, employment in carbon intensive sectors, methane reduction on farmers, exclusion to the green transition due to unequal access to education, etc.) and opportunities (decarbonization co-benefits, air pollution mortality, green jobs opportunities, etc.) for the most vulnerable groups. 

In the meantime, despite recent progress, the social protection coverage remains limited in the country, indicating that Uzbekistan needs to improve its social security system to reduce the potential social impact of the transition, including on the population that may lose jobs from sunset industries and/or suffer from an increased energy vulnerability.

2.       TECHNICAL ASSISTANCE CONTEXT

To support the efforts of Uzbekistan on green transition, a wider Green Economy Public Policy Loan Program was designed and financed by the AFD. This five-year program (2022-26) consists in: (i) an in-depth policy dialogue on the formulation, implementation and evaluation of the Green Growth Strategic Framework (GGSF), (ii) a series of three concessional budget support loans disbursed upon completion of pre-agreed reform targets and (iii) a Green Economy Technical Assistance Program  entrusted to Expertise France.

A third phase of this Green Economy Public Policy Loan is currently under preparation for 2025 and 2026.

While environmental and economic objectives are well-articulated in current strategies, the social impacts of the green transition remain insufficiently addressed. Reforms such as energy subsidy removal, land and water resource reallocation, and industrial restructuring may carry significant short- and medium-term social costs, particularly for rural populations, informal workers, and low-income households. In this context, AFD and Expertise France aim to:

  • Support the Government of Uzbekistan in identifying socially inclusive mitigation measures for climate and environmental reforms;
  • Promote the design and implementation of pro-poor policies and safety nets that ensure no group is left behind in the transition;
  • Encourage multi-level dialogue between central and local governments, civil society, and vulnerable communities;
  • Build institutional capacity to anticipate and manage distributional effects of green policies.

In line with this aims, the consultancy comprises two components:

·       Component 1 – Stakeholder and Policy Mapping

·       Component 2 – Just Transition Assessment

Required profile

The Service Provider shall provide a description of tasks to be performed him/her or by each team member as well as details on the selection and experience of the proposed member(s) with regard to their tasks. The Service Provider shall provide updated curricula vitae (CV) of the proposed international and local / regional staff.

Analysis of proposals will be made on the following criteria:

•            Composition of the proposed team should include as a minimum:

o   social policy expert with experience in poverty reduction and, inequality analysis, and social dialogue or labor market dynamics;

o   climate policy expert with knowledge of green transitions and low-carbon development;

o   gender specialist to ensure gender-sensitive analysis;

o   local expert with deep knowledge of Uzbekistan’s institutional and cultural context.

•            Previous practical experiences: Demonstrated through and practical experience in the field of social policies and analysis, climate policies, accompaniment of government entities in green transition policies, at institutional and project levels, as well as direct participation in the implementation of reforms and the achieved sustainable results. Familiarity with the government's performance management systems is a strong asset.

•            Knowledge of local institutions and context, with experience working with government institutions and international or non-governmental organizations supporting development work in the specific area of intervention and in the Eurasia region.

•            Strong communication skills:

o   Ability to liaise with various stakeholders, including government officials and institutional partners and to be informed of relating initiatives linked to green Growth.

o   Ability to effectively engage participants in discussions pertaining to the topic.

o   Experience in capacity building, designing and facilitating participatory workshops and training programs.

Additional information

The assignment will be performed mainly in Uzbekistan. Expertise France will cover travell costs and per diem for Experts
