Mission description

Regarding the implementation of the "Initiative for a Strategic and Sustainable Blue Economy in Angola", funded by the European Union, Expertise France is seeking a Deputy Team Leader – National Technical Expert.

Attached to the Geographical Department of Expertise France and positioned in Luanda under the supervision of the Team Leader and Country Director, the Deputy Team Leader supports the Team Leader in the implementation of activities by supervising the key experts mobilized and actively participates in the operational management of the project.

The Deputy Team Leader will be the focal point for the mobilization of key experts (short-term/long-term expertise), will facilitate contacts with national stakeholders, will participate in field missions and trainings, and will provide technical contributions throughout the implementation of the project.

More specifically, without this list being exhaustive, his/her tasks will include:

1. Operational implementation and expert management

  • Identify expertise needs for the various activities and ensure the adequate mobilization of technical experts as the coordinator of the technical expertise and assistance provided.
  • Support the project team in the recruitment process of key experts (ToRs, contracting, validation of workplan and deliverables) under the strategic guidance of the Team Leader.
  • Directly supervise key experts during their missions and providing guidance to technical experts when necessary.
  • Ensure the daily execution of field activities as per the defined work plans, while ensuring the quality of activities and deliverables. Lead in organising key activities (workshops, meetings, etc.) with the support of the Team Leader.
  • Identify operational risks and propose mitigation measures to the Team Leader.
  • Propose practical improvements to tools/processes based on feedback from experts.
  • Oversee the logistics of expert missions and ensure compliance with procurement and financial procedures for field activities, in liaison with the Project Support Unit (PSU).

2. Technical support and quality assurance

  • Advise the Team Leader on the technical aspects of the project and draft the necessary operational documents (e.g. operational procedures, training manuals, presentations, etc.) for validation by the Team Leader.
  • Provide technical contributions on the various types of expertise planned (e.g., review of reports, methodologies).
  • Conduct spot checks in the field to monitor the implementation of activities.
  • Ensures the evaluation and quality control assurance of the activities implemented and the project results.

3. Liaison with stakeholders

  • Act as project focal point for national counterparts on technical considerations.
  • Facilitate the interactions of key experts with local actors (logistics, contextual briefings, etc.).
  • Report institutional challenges to the Team Leader for resolution at the strategic level.
  • Ensure the integration of gender and youth inclusion in activities.
  • Promote synergies and avoid duplication with existing or parallel interventions.

4. Knowledge management and reporting

  • Contribute to internal and external reporting processes to ensure transparency, coordination, and accountability, by monitoring the indicators of the logical framework, and ensuring the collection and analysis of field data.
  • Consolidate the technical contributions of experts for reports to the donor (EUD) and exchanges with implementing partners (FIAP, Camões I.P., FAO).
  • Support monitoring, evaluation, accountability, and learning (MEAL) processes by consolidating expert data for reports.
  • Participate in the capitalization process to bring out lessons learned and good practices from the implementation.
  • Contribute to the proper archiving of project documents (technical deliverables, training materials).

Project or context description

Present in Angola since 2017 through the implementation of vocational education modernization projects, Expertise France has established a trusted cooperation with Angolan partners as well as with active donors in the country. This cooperation has been reflected, in particular, by enhanced dialogue with the European Union Delegation (EUD), enabling the development of six projects covering the themes of the blue economy, circular economy, public financial management, higher education, professional development, and justice, respectively.

By the end of 2025, the portfolio of projects implemented by Expertise France in Angola is expected to grow by 150%, with a business volume increasing from €17.75 million to €44 million. This volume could be supplemented by three additional projects currently in the pipeline with the EUD, for a cumulative amount of €38 million.

Faced with this significant growth, which will be accompanied by a substantial increase in staff - between 30 and 40 people present in Angola - the Agency made the strategic decision to structure, as of September 2025, a Country Office (CO) as well as a Project Support Unit (PSU) in Luanda (pooling key support functions between different projects in administrative, financial, logistical, contract, procurement, and HR aspects). The project team will be hosted within the Expertise France country office.

Project context

The project "Initiative for a Sustainable and Strategic Blue Economy in Angola", funded by the European Union, aims to promote a strategic and sustainable blue economy in Angola, including the conservation and sustainable management of marine resources and coastal ecosystems in a context of climate change. This project takes place in a context where Angola, endowed with significant maritime potential (1,650 km of coastline), seeks to diversify its economy and reduce its dependence on hydrocarbons, while facing challenges such as overfishing, climate change, and the low competitiveness of fisheries value chains. The project is composed of 3 components, with an overall budget of nearly €29 million:

  • Component 1 (implemented by Camões I.P.): The national capacity to preserve and sustainably manage marine biological resources in a context of climate change is strengthened.
  • Component 2 (implemented by FIAP and FAO): Sustainable aquatic food value chains are professionalized to improve inclusion and sustainability, including by adopting circular economy principles.
  • Component 3 (implemented by Expertise France): Aquatic food products meet quality and safety standards, with appropriate certification and traceability, and are promoted on local, regional, and international markets.

Expertise France, as a key partner of the consortium (with FIAP as lead, Camões I.P., and FAO), is responsible for the implementation of Component 3 of the project, with a budget of nearly €6 million. Expertise France will mobilize a multidisciplinary team based in Angola and France, in close coordination with consortium partners and Angolan authorities (Ministry of Fisheries, INAPEM, etc.). This project aligns with EU priorities for sustainable development (SDGs 14, 5, 8) and will strengthen synergies with other initiatives.

Required profile

Education:

  • Holder of a higher education diploma (Master's level) in marine sciences, environmental sciences, engineering, fisheries resource management, agri-food production and sanitary standards, economic development, fisheries and/or aquaculture management, or any other field relevant to the project.

Required professional experience:

  • Minimum 8 years of experience in development project management, related to the fisheries, blue economy, and/or food safety certification and standards sectors.
  • Desired experience in coordinating multidisciplinary teams and supervising experts.
  • Experience in Angola or Sub-Saharan Africa required.
  • Experience in monitoring and evaluation and project cycle management is an asset.

Skills:

  • Desired knowledge of the functioning of Angolan institutions and the international ecosystem for promoting aquatic products (certifications and sanitary standards).
  • Ability to analyze sectoral data and produce technical reports.
  • Excellent interpersonal skills and diplomacy in a multicultural context.
  • Leadership, autonomy, and proactive problem-solving.
  • Proficiency in Portuguese (native or minimum C1 level) for autonomous and fluent oral/written communication. Professional competency in English or French is required.
  • Proficiency in standard office software (MS Office suite, etc.).
