Mission description

I.      Context and justification of the need

 

Since 2018 the Hashemite Kingdom of Jordan has indeed embarked on a program of reforms, one of which being the adoption in 2022 of the Public Sector Modernization Roadmap (PSMR, 2023-2033), under the leadership of His Majesty King Abdullah II. This vision of public sector modernization for the next ten years is built around a strong marker: “An empowered and effective public sector that works as a single unit to develop Jordan and attain citizen well-being.” It has three main pillars: modernizing public services, strengthening the institutional framework and human resources management, and updating the legislative framework. A first three-year action plan has resulted. This reform is also consistent with the government's two other major strategies: the Economic Modernization Vision (EMV) and the political modernization process.

 

In 2022, French Development Agency (AFD) began supporting the Jordanian government in implementing this reform agenda by backing the introduction of gender-responsive budgeting (GRB). Complementary technical assistance, implemented by UN Women, supports Jordanian institutions, mainly the JNCW (Jordanian National Commission for Women) in capacity building, institutional coordination and the development of operational tools for the concrete application of GRB principles. Continuing this dynamic partnership between France and Jordan, in 2024 AFD granted the Jordanian government 150 million euros in Development Policy Loan (DPL), a central component of which focuses on civil service reform and human re-sources management. This support aims to assist the authorities in the effective implementation of state modernization (PSMR and adoption in April 2024 of a new civil service law: HRM by-law), in particular as regards aspects linked to administrative performance and transparency of public action. This new legal framework marks a major transformation of the Jordanian civil service. However, its effective implementation requires the rapid mobilization of institutional capacities and the creation of operational tools to translate these principles into concrete practices.

In line with AFD-funded DPL, Expertise France is deploying technical assistance project to support key Jordanian institutions in designing and adopting the measures needed to successfully modernize the Public Sector - in particular those introduced by the new legal framework adopted in 2024, with a focus on HR management and on integrating professional equality into the public human resources management cycle. This approach aligns with 33 PSMR’s objective which is the “[promotion of] the role of women and their participation in various government departments and institutions, and increasing the percentage of women occupying leadership positions in the public sector”.

 

The technical assistance included to two components:

 

Component 1:

Strengthening the institutional and strategic capacities of leading public institutions coordinating the implementation of the roadmap for modernizing Jordan's public sector

Component 2:

Supporting an inclusive and efficient civil service through the effective implementation of human resources reform that integrates professional equality

Project or context description

I.      Objectives and desired results

 

1)      General objective

 

The overall objective of this assignment is to provide a robust evidence and monitoring framework that enhances project performance, informs adaptation, mitigates risks, and strengthens political support for inclusive and gender-responsive civil service reforms. This will be achieved through ensuring the quality of implemented activities and providing support in data collection, management, and analysis of outputs and outcomes data. Furthermore, to promote continuous learning and improvement within EF.

 

2)      Desired results

 

The assignment will be distributed into three results phases of TA:

 

Result I :  Inception phase – refinement of the project’s results framework (indicators, baselines, targets, disaggregation) based on inception findings and institutional capacities by proposing adjustments to indicators, disaggregation requirements )(8 days)

  • Participate in developing the indicators for the project two components, and revisit the  theory of change. In addition, develop appropriate data collection tools.
  • Provide technical input and quality assurance review for all reports relevant to  the project to meet donor and EF requirements.

·        Contribute to needs assessments, baseline analyses, and stakeholder mapping, ensuring MEAL considerations (data availability, risks, gender gaps) are fully integrated into the inception report.

  • Help establish coordination mechanisms with MoPIC, SPAC, IPA, PMIO, DoS, JNCW to set a solid foundation for MEAL throughout implementation.

 

Result 2: operationalize a Monitoring & Evaluation Plan aligned with EF standards, ensuring that all methodological choices, indicators, baselines, targets and data flows reflect the project’s strategic objectives (15 days)

 

·        Adapt regularly the MEAL plan to the needs and capacities in terms of tools and practices for monitoring and evaluation and learning, data collection and reporting of the team and implementing partners.

·        Ensure that the M&E plan is in line with Expertise France’s policy and set commitment with donors. Be accountable to share in regular bases the results and conclusion of MEAL plan progress.

·        Capable to employ EF guidance, standards, and methodologies for the collection and analysis of data in accordance to indicators to allow for comparison and aggregation across time and the different projects.

  • Organize and lead data collection activities especially for qualitative data following the data collection and reporting flow put in place for a project. In addition to ccreate standardized tools and templates for data collection, reporting, and quality assurance, enabling consistent use by the project team and, where relevant, national partners.
  • Rolling out and put in place the monitoring and evaluation MEAL tools, software licenses, communication methods, collection and analysis using KOBO, ODK, dashboard, etc).
  • Communicate clearly the findings of monitoring activities and reviews against targets set by the project and prepare clear progress reports.

 

Phase 3: final evaluation (5 days)

·        Support the project team in producing timely and accurate reporting to Expertise France (internal quarterly review), AFD (progress and final reports), and national counterparts (if applicable, evidence-based inputs).

·        Contribute to document good practices, lessons learned, and success stories demonstrating the impact of Human resources management and gender-responsive reforms.

·        Ensure the quality of the planned capitalization of the project, ad hoc analyses requested by AFD or MEAL inputs for gender audits and/or other relevant activities.

·        Provide analytical support to strengthen political buy-in for professional equality reforms via evidence generation and dissemination.

·        Develop in a participatory manner the project learning strategy by conducting internal exercise and develop learning tools to assist the team to document the project harvesting.

·        Entering, filing and archiving all the information of archiving system for digital and paper data according to M&E policy’s for EF and donor.

a.       Coordination

 

The consultancy provider will coordinate with and report to Expert France: either to the technical assistance project manager in Jordan country office, or to the HQ project officer in charge of the project  in Geographic Department of Expertise France HQ. They both will provide guidance during the consultancy. Therefore, regular exchanges must take place with the project manager or project officer on assignment progress and any difficulties that may be encountered.

Required profile

1)      Required expertise and profile

 

a.       Number of expert(s) per assignment: one expert may be assigned to the consultancy, provided that the total estimated number of man-days is respected.

b.       Profile of the designated expert responsible for contract execution

c.       Qualifications and skills

o   Typically, bachelor’s degree or a higher degree in social sciences, statistics, or information management, data analysis. An equivalent combination of relevant education and experience may be substituted as appropriate.

o   Typically, 15+ years of experience with a humanitarian organization in designing, implementing, and overseeing monitoring and evaluation tasks in relevant sectors.

o   Demonstrated experience in designing ME plans and implementation.

o   Experience with M/E approaches for key donors such as ECHO, EU, FCDO, UN, etc.

o   Demonstrated experience designing and leading qualitative studies in humanitarian or development settings.

o   Strong skills in conducting KIIs, FGDs, participatory methods, qualitative coding, and thematic analysis.

o   Experience using qualitative analysis software (kobo toolbox, NVivo, Dedoose, Atlas.ti, MAXQDA).

o   Excellent writing skills with proven experience producing analytical and narrative reports.

o   Ability to train and mentor field teams on qualitative data collection.

o   Strong training facilitator/presentation skills.

o   Understand the fundamental principles of evaluation (concepts, purposes, and types of evaluations, contribution versus attribution, and counterfactual).

o   Excellent communication and interpersonal skills.

o   Have analytical, conceptual, and strategic thinking skills.
