Description de la mission

As part of the implementation by Expertise France of the national component of the European Union-funded Forestry-Climate Change-Biodiversity (EU-FCCB) Programme for Papua New Guinea, Expertise France is recruiting a (part-time) National FCCB Senior Advisor to support planning, coordination, communication, and monitoring of all project activities to ensure smooth implementation and stakeholder alignment. The position will particularly focus on ensuring national ownership of interventions and building effective collaboration across FCCB sectors.

The (part-time) National FCCB Senior Advisor will be part of the EU-FCCB national component project team and will be stationed within Expertise France’s Papua New Guinea Office located at PNG's Climate Change and Development Authority in Port Moresby. 

Main tasks:

1.  Support overall project planning and monitoring support

  • Contribute to the development and updating of annual work plans, budgets, and intervention logic and strategy with the aim of assisting the project to respond to the needs of stakeholders and to maximise its performance in terms of relevance, coherence, effectiveness, efficiency, impact, sustainability and gender-inclusion.
  • Support the review and alignment of the project with PNG’s FCCB-related policies, MTDP4, NDC, NBSAP and emerging stakeholder priorities, as well as the interventions by other development partners.
  • Contribute to lessons-learned exercises and evaluation missions to improve overall project impact and sustainability.

2. Take part, as required, in the design, monitoring and closing of specific activities

  • Assist in developing concept notes, terms of reference (ToRs), and technical briefs as required.
  • Support the monitoring of project activities and deliverables, ensuring alignment with annual work plans, logical frameworks, and EU/Expertise France reporting standards.
  • Conduct regular follow-up meetings with the technical team to review implementation status, challenges, and next steps.
  • Take part and contribute to lessons-learned exercises at key stages of the activities.

3. Facilitate Stakeholder Engagement, Knowledge Management & Communication

  • Facilitate stakeholder coordination and engagement activities as required, for example by re-engaging afresh with existing stakeholders who display stakeholder fatigue or by engaging with new stakeholders when a new activity is being deployed.
  • Take part, contribute to, and/or facilitate project events as required
  • Facilitate information exchange between stakeholders and promote peer learning among national institutions.
  • Participate in stakeholder meetings or events as required
  • Support the production and dissemination of knowledge and communication products on FCCB results and lessons learned.

The position will be reporting to the EU-FCCB National Component Project Manager. He/she will be working closely with other project team members and stakeholders.

Description du projet ou contexte

The European Union-funded Forestry-Climate Change-Biodiversity (EU-FCCB) Programme for Papua New Guinea aims “to support a development model that reconciles forestry, climate change and biodiversity with sustainable, inclusive and gender-responsive green growth and jobs at national and pilot subnational/community levels”. Its three specific objectives (SOs) are:

  • SO1: “Effective implementation of evidence-based FCCB policies, governance and institutional frameworks"
  • SO2: “Improved FCCB awareness, knowledge, capacities and mobilisation"
  • SO3: “Increased inclusive and gender-responsive green growth”

The EU-FCCB Programme consists of several components, including the national component (33.5 million euros) implemented by Expertise France. This project includes support for a number of PNG-based public sector institutions operating in the FCCB intervention area, support for PNG-based research, education and awareness institutions and support for PNG-based communities, civil society organisations and private sector organisations engaged in conservation, sustainable livelihoods, and sustainable value chain development.

Profil souhaité

  • University degree in environmental science or equivalent and at least 5 years of relevant work experience, including working for government organisations and/or development partners OR at least 10 years of relevant work experience, including working for government organisations and/or development partners
  • Strong knowledge of PNG’s environment, climate change policy, legislative and regulatory environment required.
  • Excellent interpersonal and communication skills
  • Excellent command of the English language
  • Reliable and professional
  • Organised, rigorous and autonomous
  • Dynamic, proactive, able to meet deadlines
  • Proficient in the MS office suite
  • Strong, problem-solving skills
  • Team player, able to provide support to other team members if needed
  • Knowledge on Regional and International Development Goals such as the SDGs
