Mission description

Expertise France is recruiting a Technical Advisor to support the implementation of the programme “Africa–Europe Culture Partnerships: Audio-Visual”, a 45-month project funded by the European Union and implemented by Expertise France and GIZ. The programme aims to strengthen socio-economic relations and intercultural dialogue between Europe and Sub-Saharan Africa (SAA) through structured support to the value chains of the audiovisual industry (film, animation, series, video gaming and immersive content). 

The Project Technical Advisor provides the project’s technical, and methodological leadership. He/she ensures the relevance, coherence, and quality of the technical activities implemented, in line with the objectives and policies of the European Union and Expertise France.

Based in Nairobi, he/she will act as the focal point for technical content, supervise experts, and guide the technical strategy focused on strengthening audiovisual value chains in Sub-Saharan Africa and fostering cooperation with European partners. He/she will also serve as the lead for Component 1 of the project (Strengthening Cooperation and Financing of Value Chains).

The Technical Advisor will report on his/her activities to the Project Manager. He/she will work in close collaboration with the project team deployed in Nairobi, composed of:

  • A Project Manager;
  • An Administrative and Financial Manager;
  • One Component Lead for Component 2 of the project: “Entrepreneurship and Education”
  • A Partnerships and Networks Officer;
  • A Grants Officer;
  • A Project Assistant (shared with another EF project);
  • Short-term experts as needed.

The Technical Advisor may also work in coordination with the Expertise France headquarters team based in Paris.

He/she will notably responsible for the following tasks:

Technical management of the project 

  • Design, lead, and oversee the project’s technical strategy in close coordination with the Project Manager and institutional partners; 
  • Ensure the relevance, consistency, and technical quality of all project components and interventions;
  • Identify opportunities for cooperation in alignment with the programme’s strategic priorities;
  • Provide high-level technical expertise on policy development and regulatory frameworks for the audiovisual industries, financing and co-production mechanisms, the acceleration of mature audiovisual projects, and strategies to facilitate access to investor networks and fundraising;
  • Identify technical assistance needs and support the selection, supervision, and coordination of short-term experts and their assignments;
  • Review and validate methodologies, work plans, and deliverables produced by experts and partners.
  • Ensure continuous quality control of all outputs, including reports, training programmes, and technical materials.

Technical Lead for Component 1 Strengthening Cooperation and Financing of Audio-Visual Value Chains

  • Act as the technical lead for Component 1 and ensure its strategic and technical coherence within the overall project framework;
  • Oversee the collection, analysis, and use of sectoral data, including reliable industry and market intelligence; 
  • Lead the development of strategies aimed at strengthening policy and regulatory frameworks supporting audiovisual sector growth and cooperation;
  • Guide the development of investor mapping for the audiovisual sector and the articulation of a sector narrative tailored to investor audiences;
  • Define and supervise strategies for acceleration of mature audiovisual projects, investment-readiness training programmes for project holders, as well as investor–project matchmaking events. 

Project Steering Support and Representation

  • Participate in the project’s Steering Committee and technical coordination meetings;
  • Support the Project Manager on strategic decision-making processes;
  • Lead institutional representation of the project, alongside the Project Manager, with technical and strategic partners.
  • Draft or validate technical reports, concept notes, and strategic briefs. 

Monitoring, Evaluation, and Innovation

  • Contribute to the design, monitoring, and assessment of the project’s technical and qualitative indicators;
  • Identify relevant innovations and best practices to be integrated into the programme;
  • Contribute to knowledge management, lessons learned, and capitalization. 

Project or context description

The project

Africa–Europe Culture Partnerships: Audio-Visual” is a 45-month project (2026–2030), funded by the European Union and jointly implemented by Expertise France and GIZ. GIZ is the lead institution of the consortium, with Expertise France acting alongside it as technical co-lead.
With a total budget of EUR 18.5 million, the project aims to strengthen socio-economic relations and intercultural dialogue between Europe and Sub-Saharan Africa through structured support to the value chains of the audiovisual industry. It covers film, television series, animation, video games, and immersive content.

To this end, three specific objectives have been defined:
1.    Strengthen cooperation between actors of the African and European audio-visual industry across the value chain.;
2.    Connect European and African talents to develop together on a professional level, with a special emphasis on women.;
3.    Increase access to Sub-Saharan Africa (SAA) - EU co-productions for audiences, especially younger generations.

The activities implemented by Expertise France will contribute to the first two objectives of the programme and may notably include:

  • Strengthening the regulatory and legal frameworks of the audiovisual sectors (tax incentives, co-production treaties, etc.);
  • Developing and structuring sectoral data related to the different value chains;
  • Establishing financing mechanisms dedicated to mature audiovisual projects (acceleration programmes, support for investment readiness);
  • Supporting matchmaking between audiovisual project holders and investors;
  • Strengthening the entrepreneurial and technical skills of audiovisual professionals;
  • Supporting training programs for stakeholders in the audiovisual sectors (development of partnerships between African and European education and training institutions, internship programmes);
  • Supporting the mobility and networking of audiovisual professionals, in order to facilitate their participation in events in Europe and across the African continent.

The project is scheduled to be launched in March 2026.

Expertise France

Expertise France is the public agency for the design and implementation of international technical cooperation projects. 
Expertise France engineers and implements capacity-building projects, mobilizes technical expertise and acts as a project integrator, bringing together public expertise and private know-how. 
The agency works closely with French public institutions, as well as with the European Union, to meet the needs of partner countries wishing to enhance the quality of their public policies to meet these challenges. Required profile

  • University degree (Master’s level or equivalent) in audiovisual production, cultural management, media and image management, international development cooperation, or another field relevant to the position;
  • Strong command of one or more audiovisual value chains, including film, series, animation, video games, and/or immersive content;
  • At least 10 years of proven experience in the audio-visual field, especially at international level (Africa or Europe);
  • Prior involvement in projects funded by international donors is considered a strong asset;
  • Excellent knowledge of European and African audiovisual networks, as well as key industry venues, events and stakeholders (international markets, fairs, festivals, and professional platforms);
  • Very good oral and written skills in English (required) and in French (preferred) ;
  • Proven experience in facilitating professional networks and delivering capacity-building or professional training activities;
  • Field-based experience in Sub-Saharan Africa would be an asset.
