Mission description

Expertise France is recruiting a Project Manager to support the implementation of the programme “Africa–Europe Culture Partnerships: Audio-Visual”, a 45-month project funded by the European Union and implemented by Expertise France and GIZ. The programme aims to strengthen socio-economic relations and intercultural dialogue between Europe and Sub-Saharan Africa through structured support to the value chains of the audiovisual industry. 

Under the responsibility of the head office of Expertise France in Paris (Territorial Attractiveness, Culture, Heritage and Sports division / Sustainable and Inclusive Economy department), the project manager will ensure the overall coordination and operational implementation of the project activities.  He/she will coordinate dialogue with all institutional partners and stakeholders involved in the project, oversee the operational and financial implementation of project activities and lead all actions planned under the project.

Based in Nairobi, he/she is responsible for the technical, administrative, and operational oversight of the project, as well as for coordinating the entire dedicated team, composed of: 
-    A Technical Advisor; 
-    An Administrative and Financial Manager; 
-    One component leader in charge of project’s pillars 2 “Entrepreneurship and Education”;
-    A Partnerships and Networks Officer;
-    A Grants Officer; 
-    A Project Assistant (shared with another EF project); 
-    Short-term experts as needed.

In close coordination with the project team, the Project Manager is notably responsible for the following tasks:

Strategic and operational management

  • Strengthening the regulatory and legal frameworks of the audiovisual sectors (tax incentives, co-production treaties, etc.);
  • Represent Expertise France vis-à-vis the European Union, GIZ, technical partners, and beneficiaries;
  • Implement the strategic and operational orientations of the project in consultation with stakeholders and in compliance with the contractual framework;
  • Supervise project planning, resource allocation, and activity implementation;
  • Validate and adjust the consolidated project work plan, ensuring consistency with strategic orientations and operational feasibility;
  • Identify, draft terms of reference, and coordinate expert mobilization in coordination with the Technical Advisor;
  • Coordinate with GIZ team to maintain consistency and collaboration across project activities, avoiding overlaps, and maximizing complementarities;
  • Ensure compliance with timelines and the quality of deliverables;
  • Organise steering committees and provide secretariat support;
  • Support the implementation of the monitoring and evaluation framework.

Administrative and financial management

  • Ensure that budget planning is consistent with operational planning;
  • Oversee the overall administrative and financial monitoring of the project, in close coordination with the Administrative and Financial Manager;
  • Contribute to the respect of procedures imposed by the donor and Expertise France (rules of eligibility of expenses, purchases, contracts, subsidies, reporting...).

Reporting and donor relations

  • Produce and consolidate narrative and financial reports in accordance with contractual deadlines;
  • Ensure accurate and up-to-date monitoring of project progress;
  • Act as the main focal point vis-à-vis GIZ and the European Union. 

Project team management

  • Recruit the project team, in accordance with the agency's internal procedures;                                
  • Integrate new collaborators, collect training needs and ensure that they are trained (including agency procedures);                                    
  • Lead and coordinate work within the project team;
  • Ensure that the project team carries out its activities properly, by managing the team's workload;
  • Support teams in the performance of their duties;                      
  • Ensure conditions are adapted to the context and working environment (premises, equipment, well-being, etc.);                                        
  • Ensure, with Expertise France's Security Department, that the security conditions and procedures set by the agency are respected;    
  • Ensure that team members comply with the Agency's rules and procedures, particularly in terms of safety and good conduct.                 

Institutional and partnership relations

  • Develop and maintain constructive dialogue with ministries, cultural institutions, private partners, and beneficiaries.
  • Ensure sound project governance and smooth information flow among stakeholders. 

Project or context description

The project

Africa–Europe Culture Partnerships: Audio-Visual” is a 45-month project (2026–2030), funded by the European Union and jointly implemented by Expertise France and GIZ. GIZ is the lead institution of the consortium, with Expertise France acting alongside it as technical co-lead.
With a total budget of EUR 18.5 million, the project aims to strengthen socio-economic relations and intercultural dialogue between Europe and Sub-Saharan Africa through structured support to the value chains of the audiovisual industry. It covers film, television series, animation, video games, and immersive content.

To this end, three specific objectives have been defined:
1.    Strengthen cooperation between actors of the African and European audio-visual industry across the value chain.;
2.    Connect European and African talents to develop together on a professional level, with a special emphasis on women.;
3.    Increase access to Sub-Saharan Africa (SAA) - EU co-productions for audiences, especially younger generations.

The activities implemented by Expertise France will contribute to the first two objectives of the programme and may notably include:

  • Strengthening the regulatory and legal frameworks of the audiovisual sectors (tax incentives, co-production treaties, etc.);
  • Developing and structuring sectoral data related to the different value chains;
  • Establishing financing mechanisms dedicated to mature audiovisual projects (acceleration programmes, support for investment readiness);
  • Supporting matchmaking between audiovisual project holders and investors;
  • Strengthening the entrepreneurial and technical skills of audiovisual professionals;
  • Supporting training programs for stakeholders in the audiovisual sectors (development of partnerships between African and European education and training institutions, internship programmes);
  • Supporting the mobility and networking of audiovisual professionals, in order to facilitate their participation in events in Europe and across the African continent.

The project is scheduled to be launched in March 2026.

Expertise France

Required profile

  • University degree (MA or equivalent) in international cooperation, development, project management, political science, or another field relevant to the position;
  • Proven experience (at least 7 years) in project coordination and management in the field of development and international cooperation;
  • Proven experience working with international donors (EU, AFD, etc.);
  • Very good knowledge of Sub-Saharan Africa audio-visual sectors (film, series, animation, video gaming or immersive content) especially the different aspects of the value chains;
  • Very good oral and written skills in French and English;  
  • Excellent writing and reporting skills in English (drafting of technical, strategic or activity reports linked to the implementation of a project, drafting of information notes or articles);
  • Strong diplomatic, public relations and political skills (working with high-level international officials);
  • Ability to develop long-term strategic objectives and distinct milestones to achieve them;
  • Ability and experience to manage a team.
