Mission description

SecFin Africa Regional Hub for Central Africa is preparing a comprehensive Digital Maturity and Needs Assessment for key institutional partners across Central African countries.

The assessment aims to:

  • Mapping the current state of play in terms of digitalization for targeted institutions ; 
  • Evaluate the current digital maturity levels of partner institutions; 
  • Identify technical and infrastructural needs, including IT systems, digital tools, and equipment; 
  • Provide the analytical foundation for a bundled IT procurement and digitalization plan planned for 2026.

Under the supervision of the Regional Coordinator for Central Africa Hub  and in close coordination with national partners and the SecFin project team, the Expert will:

  • Conduct digital maturity and needs assessments of selected institutions in up to 7 Central African countries;
  • Identify existing systems, infrastructure gaps, and potential for digital transformation;
  • Propose recommendations for institutional digital transformation strategies;
  • Prepare technical specifications and procurement documents for digital equipment and systems based on the assessment results;
  • If requested by the Regional Coordinator, support the evaluation of bidders and technical proposals in the follow-up procurement process.

Depending on the profile of applicants, the assignment may be divided into two complementary expert roles:

  1. Financial Intelligence Unit (FIU) / Institutional Digitalization Expert, and
  2. IT Systems and Infrastructure Expert.
    Alternatively, a single expert with combined expertise in both domains may be selected.

Project or context description

The European Commission (EC), a major player in AML/CFT, aims to bring implementing partners together in a consortium of international technical cooperation agencies around a common strategy to tackle Illicit Financial Flows in Sub-Saharan Africa. To this end, the EC, Germany and France has come together to finance major project on the African continent:

The SecFin Africa: Promoting secure financial flows, anti-money laundering and couterterrorism financing in Sub-Saharan Africa project will be implemented for 4 years by Expertise France (Lead), GIZ, CIVIPOL and FIAP and amounts to EUR 46,5 million. The objective of the Action are as follows: 

  • National capacities, including law enforcement and judicial capacities to prevent and respond to illicit financial flows (IFFs) linked to transnational organized crime and the financing of terrorism are strengthened and FATF-compliant;
  • Effective regional and inter-regional cooperation and information sharing in the fight against IFFs, money laundering and the financing of terrorism is enhanced;
  • Increased public awareness promotes greater transparency and holds States accountable to take action against IFFs and organised crime;

This Action is part of the Team Europe Initiative to fight IFFs and Transnational Organised Crime in Africa, (TEI IFF & TOC). The TEI, comprising Germany, France, Sweden and Finland, aims to create a common framework for cooperation on the specific subject of FFI and TOC, and to harmonize the actions of member states.

Required profile

Education and Qualifications 

  • Advanced university degree (Master’s or equivalent) in Information Systems, Computer Science, Digital Transformation, Public Administration, or related fields.
  • Additional qualifications in public financial management, FIU operations, or governance and institutional reform are an asset.

 

Professional Experience

  • At least 7 years of professional experience in digital transformation, IT system assessments, or institutional modernization.
  • Proven experience in conducting digital maturity or needs assessments, preferably in public sector contexts.
  • Demonstrated capacity to draft technical and procurement documentation for IT systems or digital infrastructure projects.
  • Experience working with governments, development partners, or regional institutions in Africa.
  • Knowledge of public sector digitalization in fragile or emerging contexts is an advantage.
  • Excellent knowledge of English. Working knowledge of French

 

Skills and Competencies

  • Strong analytical and diagnostic skills, with experience using digital maturity frameworks or similar tools.
  • Ability to liaise effectively with both technical and policy stakeholders.
  • Excellent drafting and presentation skills.
  • Capacity to work independently and deliver under tight deadlines.
  • Professional fluency in English and French is mandatory (written and spoken).
  • Familiarity with Team Europe initiatives and EU development cooperation is an advantage.

  • Inception report and assessment methodology.
  • Country-level and consolidated Digital Maturity Assessment Reports.
  • Technical (needs) assessment and procurement readiness study.
  • Draft technical specifications and procurement documentation.
  • Final report summarizing key findings, recommendations, and next steps.

 

Place of the mission 

The experts is required to work home-based and the activities will be carried out both remotely, via video conferencing or email exchanges with national stakeholders. Field missions may be foreseen and covered by the Programme in accordance with EF rules and procedures.

 

Provisional budget 

A total duration of up to 65 days is envisaged for all the activities mentioned above

o   An up-to-date CV clearly indicating relevant experience;

o   A technical proposal (max. 5 pages) outlining the understanding of the mission and detailing the methodology proposed; 

o   A provisional timetable

2. A financial proposal indicating the expected daily fees (D/F)

Selection criteria for applications

The selection process for candidates will be based on the following criteria :

  • Candidate’s training/skills/experience
  • Candidate’s training/diplomas related to the expert assignment
  • Assessment of the candidate's skills in the sought-after domain
  • Candidate's knowledges related to local context (country or region intervention)
  • Candidate’s understanding of the mission’s role in the cooperation project
