Description de la mission

The successful candidate will serve under the supervision and responsibility of Expertise France and the Project Manager. She/he will be responsible for designing and implementing the project’s engagement strategy, strengthening partnerships, and coordinating the Waste Management and Circular Economy Dialogue Platform (WMCE). She/he will build and maintain strong relationships with national institutions, provincial and municipal authorities, civil society organizations, waste picker groups, academic institutions, and private sector operators.

The Officer works closely with all members of the project team and with project Implementing Organisations (Camões, FIAP, IFC), to ensure coherent, inclusive and coordinated implementation across all levels to ensure coherent, inclusive and coordinated project implementation across all levels.

The main tasks and responsibilities are:

Stakeholder engagement strategy and mapping

  • Lead and regularly update the stakeholder mapping at national, provincial and municipal level (including the 16 municipalities of Luanda Province).
  • Analyse institutional, political, social and community landscapes relevant to SWM and circular economy.
  • Prepare stakeholder engagement notes, participation strategies and risk assessments.

Facilitation of the Waste Management & Circular Economy Dialogue Platform

  • Design, operationalise, and facilitate the WMCE Dialogue Platform.
  • Establish participation rule and decision-making procedures.
  • Coordinate thematic working groups.
  • Prepare agendas, briefing packs, minutes, recommendations and follow-up action plans.
  • Ensure a feedback loop between discussions and technical deliverables.

Multi-Level governance 

  • Support the establishment and functioning of the inter-municipal group and designated focal points within the municipalities.
  • Facilitate consultations for the development or revision of regulatory frameworks, economic models, and municipal waste management plans.
  • Support consensus-building among institutions when needed.

Community engagement, gender equality and social inclusion

  • Ensure the systematic integration of GESI (Gender equality and social inclusion) principles across all programme activities, decision-making mechanisms and stakeholder engagement processes.
  • Contribute to the inception-phase gender analysis led by Camoes, providing local insights, data collection support and linkages with stakeholders.
  • Contribute to the design of GESI responsive activities, including awareness campaigns and community engagement tools.
  • Promote meaningful participation of women, youth, waste pickers, vulnerable communities, and under-represented groups in consultations, workshops, pilot activities and decision-making bodies.
  • Establish local consultation mechanisms and community feedback channels.
  • Collaborate with the MEAL Officer to ensure that monitoring tools and indicators capture gender- and inclusion-sensitive data, and that evidence on GESI outcomes informs programme learning, adaptive management and communication efforts.

Private sector engagement

  • Identify, engage and maintain relationships with private operators, recycling companies, industrial stakeholders, investors and SMEs.
  • Bridge dialogue between municipalities and private operators.

Development of partnerships with academic and training institutions

  • Identify relevant universities, research institutes, polytechnic schools and vocational training centres in Angola.
  • Establish partnerships with universities, technical schools, training centres and research institutions to support capacity building and knowledge generation in the waste management and circular economy sectors.

Behaviour change

  • Work closely with the Communication & Awareness Officer to ensure alignment between engagement activities and communication strategies.
  • Contribute to awareness events, toolkits, launch ceremonies, thematic workshops and advocacy activities.
  • Contribute to the MEAL system with data on participation, inclusiveness, and stakeholder satisfaction.

The Officer will ensure consistent integration of stakeholder engagement across all project components by:

  • Coordinating with the Technical Leads of the different components, to ensure that consultations and workshops reflect technical priorities and that technical outputs integrate stakeholder feedback.
  • Working hand-in-hand with the Communication & Awareness Officer to align engagement activities with awareness campaigns, messaging strategies and community mobilisation.
  • Collaborating with the MEAL Officer to develop participation-related indicators, feed engagement data into the monitoring system, and collect feedback from stakeholders.
  • Participating actively in internal coordination meetings and contributing to harmonised work planning.

About the project

The solid waste management sector in Angola faces significant challenges, including insufficient waste collection services, lack of infrastructures, and limited enforcement of regulations. These challenges contribute to environmental degradation, public health risks, and inefficiencies in public services.

Funded by the European Union, the overall objective of this programme is to improve solid waste management in Luanda and scale up circular economy initiatives. The project is composed of four Specific Objectives and implemented by a consortium of partners, including Expertise France, Camões – Instituto da Cooperação e da Língua, I.P., the International Finance Corporation (IFC), and the Fundación Internacional y para Iberoamérica de Administración y Políticas Públicas (FIAP). Expertise France serves as the lead agency and holds overall responsibility for programme coordination.

Expertise France contributes primarily to Specific Objectives 1 and 2, with a focus on:

  • Outcome 1: Strengthening the policy and regulatory role of the National Waste Agency to enhance waste management services and foster circular business opportunities.
  • Outcome 2: Improving the effectiveness of Luanda’s provincial and municipal solid waste management plans, including the promotion of sustainability and circular business models such as recycling and material recovery. (FIAP also contributes to Outcome 2.)

Other consortium responsibilities include:

  • IFC – Outcome 3: Mobilising private sector investment for infrastructure projects and advancing circular economy business opportunities.
  • Camões – Outcome 4: Supporting the formalisation of the solid waste sector and improving access to decent employment opportunities, with a strong emphasis on gender equality.

EF project team is based in Luanda and is composed of:

  • Project Manager
  • Deputy Project Manager
  • Stakeholder Engagement and Multi-Actor Dialogue Officer
  • Technical Lead for outcome 1
  • Technical Lead for outcome 2
  • Communication and Awareness Officer
  • MEAL Officer
  • Project Assistant
  • Support functions integrated within the Country Office (finance, administration, logistics, etc.).

Profil souhaité

Education:

  • University degree (preferably, Master’s Degree) in Political science, Sociology, Environmental management, International development or a related field.

Experience:

  • Minimum three (3) years’ experience in stakeholder engagement, institutional coordination or multi-actor dialogue.
  • Experience working with national and local governments, public agencies, CSOs, private sector and communities.
  • Demonstrated experience working with women’s groups, informal sector actors, cooperatives or vulnerable communities—preferably in waste management.
  • Strong knowledge of Angola’s institutional landscape, governance structures and sectoral actors—particularly in solid waste management, environmental governance or urban services.
  • Prior experience working in Angola is highly desirable.
  • Experience collaborating with universities or training institutions is an asset.

Skills:

  • Understanding of waste management systems.
  • Workshop facilitation, negotiation and consensus-building.
  • Ability to translate institutional dynamics into actionable recommendations.
  • Excellent diplomacy, communication and interpersonal skills.
  • Ability to build trust with diverse stakeholders.
  • Strong teamwork, adaptability and problem-solving abilities.
  • Writing and synthesis skills.
  • Fluency in Portuguese (both written and spoken) is required.  Proficiency in English would be an asset.
