The successful candidate will serve under the supervision and responsibility of Expertise France and the Project Manager. She/he will be responsible for designing and implementing the project’s engagement strategy, strengthening partnerships, and coordinating the Waste Management and Circular Economy Dialogue Platform (WMCE). She/he will build and maintain strong relationships with national institutions, provincial and municipal authorities, civil society organizations, waste picker groups, academic institutions, and private sector operators.
The Officer works closely with all members of the project team and with project Implementing Organisations (Camões, FIAP, IFC), to ensure coherent, inclusive and coordinated implementation across all levels to ensure coherent, inclusive and coordinated project implementation across all levels.

About the project
The solid waste management sector in Angola faces significant challenges, including insufficient waste collection services, lack of infrastructures, and limited enforcement of regulations. These challenges contribute to environmental degradation, public health risks, and inefficiencies in public services.
Funded by the European Union, the overall objective of this programme is to improve solid waste management in Luanda and scale up circular economy initiatives. The project is composed of four Specific Objectives and implemented by a consortium of partners, including Expertise France, Camões – Instituto da Cooperação e da Língua, I.P., the International Finance Corporation (IFC), and the Fundación Internacional y para Iberoamérica de Administración y Políticas Públicas (FIAP). Expertise France serves as the lead agency and holds overall responsibility for programme coordination.
