Ukraine continues to face the dual challenge of large-scale post-war recovery and progressing on its path to EU membership. In response, the EU and its Member States Germany, France, Denmark and Lithuania are preparing the launch of a Team Europe Initiative (TEI) focused on supporting Ukraine’s strategic, inclusive, and EU-aligned reconstruction. The initiative aims to strengthen governance, improve public investment management, and enhance coordination across levels of government, with a strong emphasis on EU values. The TEl is to be divided into two parallel and communicating streams; one stream will gather the Ministry of Foreign Affairs of Denmark (Lead Organisation) and CPVA (Partner Organisation), and the second stream will be composed of GIZ (Lead Organisation) and Expertise France (Partner Organisation). One of the key components of the second stream will be dedicated to involvement citizens, media and civil society organizations in infrastructure oversight, ensuring greater transparency, accountability, and inclusivity in planning and implementation processes.
Purpose and objectives of the assignment
Based in Kyiv, the position is under the direct supervision of the EU4Reconstruction Team Leader in close cooperation with the Grants Officer. The Assistant will perform the following key tasks in accordance with Expertise France procedures, guidelines and rules, with a concern for quality, efficiency, accuracy and confidentiality:
• Administrative support: maintain organized project documentation, contracts, and correspondence. Assist in scheduling and coordinating activities, prepare minutes of meetings, update monitoring tools, dashboards, and document databases as per the needs;
• Logistical support: in coordination with the dedicated department organize logistics for missions, trainings, workshops, and study visits (travel arrangements, bookings, equipment, etc.); liaise with service providers to ensure quality delivery; help with preparing mission packs and travel authorizations for international and national staff;
• Financial assistance for project activities, ensure timely collection, processing and verification of invoices and supporting documents; assist in preparing payment requests and tracking project expenditures; ensure compliance with internal and donor financial procedures;
• Operational monitoring: assist team leader in tracking project deliverables and deadlines, participate in project reviews, data collection, and reporting, contribute to the translation or proofreading of documents when required;
• Communication and stakeholder coordination: support the preparation (with the EF communication officer) of communication materials (presentations, briefs, event summaries); facilitate coordination with Ukrainian institutional partners, local authorities, NGOs, media outlets, facilitate coordination with French institutional partners and network of experts; represent the project team at local meetings if/when delegated.
Expertise France is the French agency for international cooperation, part of AFD Group, under the Ministry of Europe and Foreign Affairs and the Ministry of the Economy, Finance and Recovery. Ukraine is a long-standing partner of Expertise France, which has been present in the country since 2006, mainly through European technical cooperation programmes and bilateral technical cooperation programmes run by French administrations and institutions (some fifteen European twinning arrangements have been implemented).
In 2025, Expertise France's portfolio now includes 15 national projects and 3 regional projects, spread over two cross-cutting themes (European integration and reconstruction) and 7 sectors of activity:

Required expertise
The ideal candidate should possess the following qualifications and skills:
· Qualifications and Experience
o University degree in international cooperation, development, project management, public administration, business administration, media management and other relevant field;
o Minimum 3 years of relevant experience in project support, with exposure to administrative, logistics, or financial management. Preferably within the context of international technical assistance projects. Experience with sub-granting to civil society organizations will be considered as an asset.
o Experience of working with media organizations will be considered as an asset;
o Familiarity and any previous experience with EU procedures will be considered as an asset.
o Proven experience of arranging and archiving documentation and ensuring traceability;
o Proficiency in Microsoft Office (Word, Excel, PowerPoint, etc.);
o Fluency in written and spoken English and Ukrainian. Working knowledge of French (B1) is desirable but not mandatory.
