Expertise France is the French public agency for international technical cooperation, a subsidiary of the Agence Française de Développement (AFD) Group and the second-largest agency in Europe.

Expertise France is seeking a Team Leader, based in Asunción, Paraguay (expatriate position), responsible for leading the implementation of the IMPULSA project, funded by the European Union in line with its strategic and operational orientations. The position will cover project implementation management, governance, team management, stakeholder coordination, and representation of Expertise France’s activities within the framework of the project.
The overall objective of the intervention is to contribute to the reduction of inequalities in Paraguay through the development of human capital, enabling access to greater employment opportunities.
Two specific objectives support this overall objective:
Consolidate the National System of Professional Qualifications (SNQP)
Strengthen the capacities of Technical and Vocational Education and Training (TVET)
The outputs to be delivered to achieve these specific objectives are:
Output 1: Systemic dialogue between professional sector partners and TVET stakeholders is supported in order to strengthen the relevance of TVET provision.
Output 2: The capacities of TVET providers are strengthened to offer inclusive access to quality services aligned with labor market needs.
The intervention will be implemented in two departments within the area of influence of the targeted investments: Concepción and San Pedro. An additional department may be included as part of the technical dialogue conducted during the preparatory phase.
The final beneficiaries of the intervention are:
TVET educational communities in the priority departments
Young people completing their third cycle of education or outside the formal education system who are seeking TVET opportunities
TVET students and educators
Actors from the productive sector who will benefit from improved human capital in the intervention areas
In addition to outputs aimed at strengthening TVET provision in these departments, the project also includes outputs with national scope that benefit the entire SNQP, such as new occupational profiles, training programs for trainers and educators, etc.
IMPULSA is a 30-month project, co-implemented by the Organization of Ibero-American States for Education, Science and Culture (OEI) and Expertise France, with a total budget of €7.5 million (€3.5 million managed by Expertise France).
Based in Asunción, Paraguay, the Project Manager will define the strategy and implement project activities in collaboration with the Expertise France team based in Paris and local partners. For implementation, the Project Manager may rely on short-term national and international expertise. Close collaboration with OEI is also required to ensure coherence and complementarity of actions.
The Project Manager will be responsible for the project team, which includes an Administrative and Financial Manager and a Contracts and Logistics Officer. Frequent travel to the departments of Concepción and San Pedro is expected.
The Project Manager reports to the Sector Manager or their Deputy and works very closely with the Project Officer.
Institutional dialogue with the public sector, private sector and civil society must be established and maintained throughout the project in all departments covered.
Identified activities will aim to support public and civil society actors, in collaboration with the private sector, in establishing training pathways aligned with labor market needs. This includes identifying labor market needs, defining occupational profiles, training trainers, and providing resource support to training centers located in the targeted areas.

Define the strategic direction of activities implemented by Expertise France;
Ensure effective implementation in coordination with the project team;
Ensure proper information flow with the European Union Delegation;
Adjust activities as needed in consultation with partners (Ministries of Education and Labor, OEI, EU, etc.);
Manage operational risks;
Ensure compliance with Expertise France procedures;
Coordinate activities with OEI (alignment of schedules, targets and indicators).
Manage and motivate the team, ensuring well-being and performance;
Supervise, train and strengthen team members’ capacities;
Identify short-term national and international experts (e.g. TVET, agroforestry sector, etc.);
Draft Terms of Reference, recruit experts, supervise missions and validate deliverables.
Prepare the annual budget with support from the project and headquarters teams, in line with donor regulations;
Ensure compliance with donor and Expertise France procedures related to expenditure eligibility, procurement, grant management and reporting;
Monitor budget execution and propose adjustments if necessary;
Prepare annual financial reports with support from the project team;
Participate in audits and implementation of recommendations.
Ensure effective coordination with OEI and relevant ministries;
Define tools and mechanisms required for project implementation;
Participate in project governance bodies (e.g. steering committees);
Represent Expertise France and the project at meetings, forums and external committees;
Ensure smooth internal communication with Expertise France headquarters and contribute to internal project reviews (quarterly reviews);
Represent Expertise France and the IMPULSA project in interactions with the EU Delegation.
Participate in the establishment of the MEAL system;
Contribute to data collection and analysis in the field;
Participate in the preparation of interim and final activity reports for the donor;
Contribute to capitalization activities and dissemination of lessons learned in their area of expertise.
Ability to lead, coordinate and motivate a multidisciplinary team;
Strong planning, organizational and operational follow-up skills;
Ability to manage multiple workstreams simultaneously and prioritize effectively.
Strong command of project management tools and methods (planning, budgeting, reporting, logical framework, indicators);
Risk anticipation, mitigation planning and rigorous schedule monitoring;
Excellent writing skills (work plans, reports, strategic notes).
Good understanding of procedures, administrative and financial requirements of donors such as the European Union (budgeting, compliance, visibility, justification);
Experience managing EU-funded or other internationally funded projects.
Understanding of vocational training, employability and/or skills development challenges;
Knowledge of institutional stakeholders and ecosystem dynamics in the sector.
Proficiency in office tools (Microsoft Office or equivalent);
Data analysis, indicator monitoring and dashboard development;
Ability to prepare and facilitate workshops, meetings and steering committees.
