Within the AFD Group, Expertise France, through its Peace, Stability and Security (P2S) Department, positions itself as a leading French and European actor in the design and implementation of projects aimed at strengthening human security, democratic governance, and crisis prevention. Building on an integrated approach and close partnerships with partner countries, regional organizations, and civil society, the P2S Department implements programmes designed to stabilize fragile contexts, enhance community resilience, and support national institutions in the design and implementation of structural security sector reforms.
Within this framework, the Capacity Building for Defense and Security Forces Division (RFDS) is one of the four pillars of the P2S Department. It operates in the following key areas:
Security Sector Reform (SSR); - Infrastructure development and equipment provision in complex environments in direct support of defense and security forces; - Strengthening governance and institutional capacities & Training, professionalization, and accompaniment of forces;
Disarmament, Demobilization and Reintegration (DDR).
The expertise sought specifically covers the following thematic areas:
Disarmament, Demobilization and Reintegration (DDR): support to the planning and implementation of DDR programmes, assistance with the socio-economic reintegration of ex-combatants, and community-based management of the return to civilian life.
Security Sector Reform (SSR): analysis and support to security and defence public policies, democratic governance of the sector, institutional capacity building, and intersectoral coordination between defence, security, and justice actors.
Small Arms and Light Weapons (SALW): support to combating illicit proliferation, development of national arms control strategies, and strengthening of tracing, stockpile management, and destruction systems.
Gender and Defence / Inclusive Security: integration of gender approaches into defence and security policies and institutions, prevention of gender-based violence, and promotion of women’s participation in defence and security forces.
Trust-building between populations and armed forces: design of civil–military dialogue and communication strategies, promotion of accountability and transparency, and support to participatory local security governance mechanisms.
Military justice and human rights: support to the modernization of military justice systems, strengthening of judicial and disciplinary capacities, and promotion of respect for fundamental rights and international humanitarian law.
Peacebuilding and conflict prevention: support to local peace and social cohesion initiatives, conflict dynamics analysis, and design of integrated stabilization and community resilience approaches.
These activities are implemented through a responsible and sustainable approach, in line with international standards, the AFD Group’s environmental and social principles, and the “do no harm” principle. In this perspective, the Division also develops innovative projects contributing to the sustainable reintegration of ex-combatants and to the restoration of trust between populations and security institutions.
Active across several geographic areas—Sub-Saharan Africa, the Middle East, the European Neighbourhood, among others—the RFDS Division implements its actions through French, European, and bilateral funding, in support of inclusive, democratic, and sustainable security.
Experience
National and international experts, French- and/or English-speaking;
At least 5 years of proven professional experience in the relevant sectors;
Demonstrated experience in project management related to defence and security cooperation and technical assistance in the public/institutional sector;
Significant experience in developing countries and/or post-crisis contexts;
Excellent command of project cycle management, including multi-project or multi-actor environments;
Experience in project team management and financial oversight;
Strong commitment to gender equality, human rights, and good governance.
Skills
Strong interest in the thematic areas covered by the portfolio;
Excellent knowledge of international cooperation mechanisms and official development assistance, particularly at EU level;
Knowledge of logistical and contractual processes;
Professional proficiency in French and English, both written and spoken;
Excellent drafting and analytical skills;
Diplomacy, adaptability, and autonomy;
Ability to represent the Division during field missions and with institutional counterparts;
Strong coordination and teamwork skills;
Proficiency in standard office software.
Education
Master’s degree (or equivalent) in international relations, political science, international law, defence and international security, public administration, or a related field.
This roster aims to identify and rapidly mobilize qualified experts to support the design, implementation, and monitoring of Expertise France projects, in close cooperation with national, regional, and international partners.
Particular attention will be paid to geographical diversity, gender balance, the participation of young professionals, and the mobilization of expertise originating from Expertise France’s countries of intervention.
Experts may be mobilized for all or part of one or several projects, depending on needs and availability. The RFDS project portfolio covers activities implemented in crisis, post-conflict/reconstruction, and peacetime contexts, and is characterized by its technical sensitivity, multi-stakeholder, and multi-country nature.
Indicatively, assignments may include:
Contributing to the drafting of technical proposals;
Planning and overseeing project implementation (budget, results, indicators, deliverables) in line with the logical framework and schedule validated with the Project Officer;
Supervising activities and ensuring technical quality and coherence;
Coordinating and managing field teams;
Overseeing the preparation of technical and periodic reports for validation by the Project Officer;
Identifying technical and operational risks and proposing appropriate mitigation measures;
Ensuring technical dialogue with national stakeholders and donors, in close coordination with the Project Officer;
Ensuring the quality and timeliness of deliverables and compliance with procedures;
Contributing to project visibility, communication, and knowledge capitalization;
Ensuring compliance with Expertise France rules and procedures, including field security requirements.
