I. Objectives and desired results
1) General objective
The objective of the assignment is to strengthen the capacity of the ministry to advocate and communicate around the privatization of state-owned assets, in order to increase the visibility of this activity, both in Ukraine and abroad.
2) Specific objectives
1. Develop and implement a communication strategy to support the Ministry's reform on the privatization and the management of State owned assets.
2. Increase the visibility and coverage on the process and assets that undergo privatization, as well as Ministry's reform on state owned assets.
3) Anticipated results
Increased attention, participation and reactions drawn to the privatization process and to the assets that are put to auctions.
II. Description of the assignment
1) Planned activities
Assignment preparation
· Prepare and provide the following documents:
o a workplan for carrying out the whole assignment & related calendar;
o list of partners & stakeholders to be associated to the assignment,
o coordination mechanism proposal to report both to Expertise France & Ministry of Economy through regular meetings.
· Present the plan to carry out the assignment to Expertise France & MoE.
Phase I: Communication strategy development
Developing a comprehensive PR and communications strategy to support the Ministry's reform of state property management, privatization, and SOE governance. The document shall include among others:
o Audience & targets;
o Main messages to be delivered;
o Main tools and leverages, for each: Media & press, social networks; influence.
o Calendar for organizing events & visibility actions.
Phase II: Communication strategy implementation
A. Media relations management
• Engage with journalist, organize briefings and ensure accurate coverage of reforms milestones and progress of privatization, including next assets to be auctioned.
B. Crisis communication management
· Develop crisis communication strategy, and monitor sensitive topics. If needed, prepare crisis communication materials and coordinate with all relevant stakeholders
C. Support for public speeches by the Ministry
· Prepare speeches, talking points and visual presentation upon request from the Ministry about privatization of state owned assets, at the occasion of public or closed events.
D. Visibility actions organization
· Organize press events, round tables and carry out public outreach campaign in line with the communication strategy.
E. Monitoring of media coverage
· Prepare monthly analytical reports and adjust communication strategy based on the feedback.

Coordination
A launch meeting shall be held 5 days after the contract award has been notified.
Bi-monthly coordination meeting must take place with Clement Lapointe, Team Leader for Expertise France from assignment preparation right up to completion, alongside with Ministry's team. Furthermore, regular exchanges must take place on assignment progress and any difficulties that may be encountered.
Monthly report to Expertise France is required, highlighting main activities carried out during the month, objectives and plan for the next; aggregate of data and analysis on public outreach and media visibility.
III. Place, duration and terms of performance
1) Implementation period: up to 4 months
2) Start date: December 2025
3) End date: 01/04/2025
4) Location of the assignment: Kyiv, in person, in Ministry's premises.
5) Working hours: 9.00-18.00, 5 days a week.
6) Payment terms: Monthly payment upon approval of the monthly report.
EF Project “Assistance to the State Property Fund of Ukraine” is aiming to support the improvement of the management of the state property in Ukraine, to contribute to the alignment of Ukrainian practices with EU standards and best practices and enhance the country's economic resilience. This stream has been complemented by an additional support to the Ministry of Economy with a special focus on the privatization.
One of the Ministry's strategic reform areas is the reform of state property management and corporate governance of state-owned enterprises (SOEs). This reform aims to increase transparency, improve the efficiency of state assets, and foster the privatization process to attract investment and enhance Ukraine's economic recovery. Clear and consistent communication is crucial to build public trust, ensure stakeholder support, and explain the benefits of ongoing transformations in state property management.
A new composition of the Government of Ukraine was formed in the summer of 2025. One of the main tasks that the newly formed government set for itself is to launch the privatization of state-owned enterprises as one of the ways to fill the state budget. As of today, the privatization direction is one of the key ones for the Ministry. The Ministry will participate in the analysis of objects for maximum privatization, the preparation of privatization roadmaps, communication with investors, etc., to ensure the start of privatization of state-owned enterprises. In line with the support Expertise France provides to Ministry of Economy regarding the privatization of key assets, the communication area has been identified as a central point where the Ministry could receive additional resources.
I. Required expertise and profile
1) Qualifications and skills:
- Master's degree in Communications, Journalism, Public Relations, Political Science, or a related field.
- Proven strategic thinking and expertise in developing complex communication plans for reform projects.
- Excellent writing and editing skills, with the ability to present complex economic and legal topics in simple, engaging formats.
- Strong media relations experience, crisis communications skills, and the ability to handle sensitive topics.
- Fluency in Ukrainian and English.
- Proficiency in Microsoft Office and experience with content creation tools (eg, Canva, Adobe) is an advantage.
2) Professional experience:
- Minimum 7 years of general professional experience.
- Minimum 5 years of experience in communications, media relations, or public relations, preferably in government, reform support, or economic development sectors.
- Experience working with state property management, privatization, or SOE reform topics is a strong advantage.
II. Evaluation Criteria for Supplier Selection
The selection of the expert will be based on the best value for money principle, combining both the financial proposal and the technical offer.
