Mission description

Position Overview: Under the direct supervision of the Administrative and Finance Manager (RAF) the Treasury Officer will be responsible for the efficient and proper management of financial functions, ensuring compliance and quality control. This role is crucial for ensuring accurate and coherent accounting entries, financial monitoring, and reporting.

Key Responsibilities:

1. Treasury & Cash Management

  • Manage cash accounts and flows, including opening, closing, and transfers.
  • Ensure proper management of bank accounts (relations with financial institutions, account opening/closure, transfers, dormant accounts).
  • Monitor daily treasury operations and ensure accurate accounting of all cash and bank movements.
  • Prepare monthly cash flow forecasts in coordination with project teams.
  • Ensure the availability of cash and flag any risks of shortage.
  • Prepare cheques and bank transfer orders for validation by authorized signatories.
  • Manage payment requests, cash advances, settlement of invoices, and related documentation.
  • Ensure compliance with EF procedures and local regulations in all treasury operations.

 

2. Controls, Reconciliations & Reporting

  • Conduct monthly bank reconciliations and cash counts.
  • Control the consistency of cash balances with accounting records and advance ledgers.
  • Ensures compliance with the accounting and financial document archiving policy.
  • Reconcile treasury statements with the accounting software on a monthly basis.
  • Prepare all treasury-related documentation requested for internal and external audits.
  • Contribute to monthly financial reporting to EF Headquarters in Paris.
  • Prepare project closures in conjunction with headquarters' management control.

 

3. Compliance, Risk Management & Process Improvement

  • Ensure strict application of EF security procedures for handling and storing funds.
  • Identify risks (exchange rate exposure, operational risks) and propose mitigation measures.
  • Support project teams in defining and planning their treasury needs.
  • Contribute to improving treasury processes and tools, including automation of routine tasks.
  • Ensure full compliance with donor requirements, financial controls, and internal accountability mechanisms.
  • Implement internal control measures within projects (transmission of procedures, monitoring of their appropriation, participation in the improvement of operational practices in terms of financial accounting, etc.).
  • Ensure the eligibility of expenses according to established rules.
  • Guarantee the reliability of financial data.

 

4.Endorsement of Accounting Entries:

  • Check payment documents and create payment orders in accounting system and/or excel
  • Ensure that the accounting journals and cash flow journals of the projects match each other at the end of the month.
  • Ensure that expenses are correctly recorded in the accounts: names, accounting codes, cost accounting codes, lettering, exchange rates, etc. during the month end accountancy closure.
  • Review the list of payment orders for correct payment processing in the absence of the RAF.
  • Participates, under the supervision of the RAF, in the closing of accounts, namely the semi-annual and annual closures which requires a tracking of the unclosed advances and prepaid expenses.

 

5. Capacity Building & Support

  • Serve as the focal point for treasury matters for internal teams and external partners.
  • Support capacity-building efforts of local partners on treasury and financial management.
  • Provide general support to the finance and accounting team to ensure smooth operations.

Required profile

Education & Experience

  • Minimum Master’s degree in finance, accounting, or a related field.
  • At least 5 years of professional experience in treasury, accounting, or finance, ideally within international cooperation or development projects.
  • Experience working with banks, cash management procedures, and financial controls.

 

Skills & Competencies

  • Strong command of Excel and office tools (Word, Excel, databases).
  • Proficiency with accounting and treasury software and ERP systems (SAGE, Atlas, Kyriba considered as assets).
  • Excellent command of English; basic French is an asset.
  • Strong attention to detail, organizational skills, and ability to manage multiple priorities.
  • Ability to work independently while maintaining strong team collaboration.
  • Strong analytical skills, problem-solving mindset, and ability to propose corrective measures.
  • Understanding of donor compliance, financial reporting requirements, and audit processes.
  • Sense of responsibility, proactiveness, and ability to meet deadlines.
  • Interpersonal skills and ability to work in a team.
  • Adaptability and flexibility.
  • Knowledge of donor rules will be considered as an asset (EU funding).
  • Experience in international cooperation is desired.
