The TAKATUF Project, implemented by Expertise France in partnership with the Ministry of Social Development (MoSD) and funded by the Agence Française de Développement (AFD) through the Minka Peace and Resilience Fund, aims to strengthen inclusive social services and promote gender equality and social cohesion through Local Community Development Centres (LCDCs) in Jordan.
In coordination with the Higher Council for the Rights of Persons with Disabilities (HCD), accessibility assessments were recently conducted for five pilot LCDCs—Al Wehdat, Um Nuwwara, Al Marqab, Al Mahasra, and Muhay (Karak)—and the MoSD Amphitheatre.
These assessments identified structural and functional barriers that limit access for persons with disabilities and proposed upgrades in line with Jordan’s 2018 Building Accessibility Code for Disabilities (BACD).
To advance implementation and ensure consistency across all pilot sites, the TAKATUF Project will engage a consultant to:
1. Conduct verification visits to all 15 pilot LCDCs supported under the project in Karak, Jerash, and Amman governorates to assess accessibility conditions, confirm compliance with BACD, and determine whether additional accessibility modifications are required; and
2. Prepare detailed technical specifications, drawings, Bills of Quantities (BoQs), and cost estimates for the required accessibility interventions — both for the five LCDCs and the MoSD Amphitheatre already assessed by HCD, and for any additional LCDCs identified during the verification visits as needing upgrades.
This assignment therefore combines diagnostic verification with detailed design and costing, resulting in a unified technical package for Expertise France and MoSD to guide tendering and implementation.
I. Objectives and desired results
1) General objective
To ensure all 15 pilot LCDCs and the MoSD Amphitheatre meet national accessibility standards through updated assessments, technical specifications, and costed designs for accessibility upgrades in line with BACD and HCD recommendations.
2) Specific objectives
1. Conduct site verification visits to all 15 pilot LCDCs to confirm accessibility status, identify gaps, and determine additional modification needs.
2. Prepare technical specifications, detailed drawings, Bills of Quantities (BoQs), and cost estimates for the 15 LCDCs and the MoSD Amphitheatre assessed by HCD, as well as for any other LCDCs requiring accessibility improvements.
3. Consolidate all findings into a single accessibility implementation package for Expertise France and MoSD.
4. Support MoSD and Expertise France in preparing tender documents for the implementation of accessibility-related works.
3) Anticipated results
· Comprehensive and BACD-compliant technical specifications, drawings, and BoQs developed for the five LCDCs and the MoSD Amphitheatre, and for 10 others pilot LCDCs identified during verification visits.
· Verified and documented accessibility status of all 15 pilot LCDCs, with identified priority interventions for implementation.
· Consolidated cost estimates and prioritisation matrix enabling Expertise France and MoSD to plan and tender works efficiently.
· Strengthened institutional coordination between MoSD, HCD, and Expertise France for the design and implementation of inclusive infrastructure in the social protection sector.

II. Assignment reports
A final bilingual report (English and Arabic) summarising methodology, site findings, technical designs, and cost estimates will be submitted electronically in Word and PDF formats, along with editable Excel and AutoCAD files for the BoQs and drawings.

IV. Practical information
· Field coordination:
Following the kick-off meeting, the Ministry of Social Development (MoSD) will be informed of the planned verification visits. The consultant will be provided with the list of LCDC locations and the contact information of their respective Directors to coordinate the field visits directly.
Expertise France and MoSD will jointly facilitate introductions and provide the necessary support to ensure smooth access to all sites, including the MoSD Amphitheatre.
· Logistics and travel:
The consultant shall be responsible for their own transport, accommodation, and logistical arrangements during fieldwork.
· Working language:
The working languages of the assignment are Arabic and English. All deliverables shall be submitted in both languages unless otherwise agreed.
· Equipment:
The consultant shall use their own professional equipment, including laptop, software, and measurement tools necessary for data collection, design, and documentation preparation.
· Safety and ethics:
All activities shall be implemented in compliance with Expertise France’s safety and ethical standards, as well as MoSD and HCD protocols.
The consultant shall adhere to any security guidance or administrative requirements related to visits to LCDCs.
· Intellectual property:
All materials, designs, and deliverables produced under this assignment shall remain the property of Expertise France and the Ministry of Social Development. The consultant shall not use, share, or reproduce them without prior written authorisation.
