Mission description

The Gender Equality and Social Cohesion Project (TAKATUF), implemented by Expertise France in partnership with the Ministry of Social Development (MoSD) and funded by the Agence Française de Développement (AFD) through the Minka Peace and Resilience Fund, aims to strengthen inclusive social services and promote gender equality and social cohesion across Jordan. The project is being piloted in Amman, Karak, and Jerash Governorates, through 15 Local Community Development Centres (LCDCs) operating under the Ministry’s umbrella.

 

TAKATUF contributes to the implementation of Jordan’s National Social Protection Strategy (NSPS) and aligns with the Government’s broader Economic Modernisation Vision by focusing on dignity, empowerment, and opportunity for all — especially vulnerable groups, women, youth, and persons with disabilities.

 

To reach populations in remote or underserved areas, TAKATUF will support the introduction of two mobile social service units operated by the MoSD and its network of LCDCs. These mobile units will serve as outreach and service delivery platforms that complement the centres’ fixed infrastructure and strengthen MoSD’s institutional capacity to extend social protection and empowerment services at the community level.

 

The proposed assignment will provide the strategic, technical, and operational foundations necessary to conceptualise and launch these two mobile social service units, ensuring that they are well-designed, contextually relevant, and sustainable within Jordan’s social protection framework.

 

 

Project or context description

 

I.      Objectives and desired results

 

1)      General objective

 

To develop a comprehensive strategic and operational concept for the introduction of two mobile social service units under the TAKATUF Project, providing a clear framework for their objectives, service scope, management model, and sustainability mechanisms.

 

2)      Specific objectives

 

1.       Define the purpose, objectives, and functions of the mobile units within MoSD’s mandate.

2.       Identify priority target groups, service types, and geographic areas to maximise inclusion and outreach.

3.       Propose an operational model and institutional arrangement, defining governance, coordination, and accountability mechanisms between MoSD, LCDCs, and partner CSOs.

4.       Recommend technical and logistical specifications, including vehicle type, accessibility features, and equipment needed to deliver quality social services.

5.       Estimate costs for procurement, modification, and operation, drawing on relevant benchmarks and local market conditions.

6.       Develop a sustainability and risk management plan, ensuring long-term functionality, affordability, and institutional ownership.

7.       Consolidate all findings into a strategic and operational concept note to guide implementation by Expertise France and MoSD.

 

3)      Anticipated results

 

·       A validated strategic and operational concept for the introduction and management of two mobile social service units under the TAKATUF Project.

·       A comprehensive framework clearly defining the objectives, target groups, proposed services, and governance model of the units.

·       A costed technical plan including procurement and operational estimates for the vehicles and required equipment.

·       A sustainability framework addressing staffing, maintenance, partnerships, and financial planning for long-term operation.

·       A ready-to-implement blueprint for the launch and future scaling of MoSD’s mobile social service units, aligned with the National Social Protection Strategy (NSPS).

II.      Description of the assignment

 

1)      Planned activities

 

Phase I – Strategic Design and Scoping

  • Conduct a desk review of key policy and programmatic frameworks (NSPS, MoSD mandates, LCDC guidelines, and relevant national strategies).
  • Define the strategic purpose and objectives of the mobile units, ensuring alignment with MoSD and TAKATUF priorities.
  • Identify key service domains.
  • Map potential target groups and geographic areas, focusing on underserved and vulnerable populations.

 

Phase II – Operational Model and Institutional Arrangements

  • Design the operational structure, including roles, responsibilities, and coordination between MoSD, LCDCs, and CSOs.
  • Develop management, staffing, and supervision arrangements to ensure accountability and service quality.
  • Propose governance and decision-making mechanisms to integrate the mobile units within MoSD’s operational framework.
  • Suggest possible deployment models and schedules (rotational, demand-based, or thematic).

 

Phase III – Technical and Logistical Specifications

  • Identify suitable vehicle types and modifications based on accessibility, safety, and service needs.
  • Specify interior layouts and required equipment in line with accessibility and inclusivity standards.
  • Provide detailed cost estimates for vehicle procurement, modification, and maintenance.
  • Reference regional or international examples of successful mobile service models to inform design choices.

 

Phase IV – Sustainability and Risk Management

  • Develop a sustainability framework, including financial planning, maintenance strategies, and institutional capacity needs.
  • Identify potential risks (operational, logistical, financial, environmental, or social) and propose mitigation measures.
  • Recommend partnerships (public, private, CSO) to enhance efficiency, ownership, and long-term viability.

 

Phase V – Documentation and Validation

  • Prepare a draft Strategic and Operational Concept Note integrating all findings, designs, and recommendations.
  • Present the draft concept to Expertise France and MoSD for validation.
  • Finalise all deliverables incorporating institutional feedback and prepare presentation materials summarising key findings for validation workshops.

 

 

Post-Assignment Follow-Up

Following submission and acceptance of the final deliverables, the consultant shall:

  • Provide technical clarifications to Expertise France and MoSD during internal review, procurement preparation, or early implementation stages, as requested.
  • Support the Expertise France technical and procurement teams in responding to questions related to the operational model, specifications, or cost estimates.
  • Participate in one debriefing or coordination meeting with Expertise France and MoSD to review lessons learned, assess readiness for implementation, and ensure institutional ownership of the proposed model.
  • Remain available for remote consultation for up to 30 days after contract completion to address any technical or conceptual queries that may arise during the tendering or early deployment phase.

3)      Coordination

 

The assignment will be conducted in close collaboration with:

  • The TAKATUF Team and Expertise France Procurement;
  • The Ministry of Social Development (MoSD) – particularly the Department of Early Intervention Mobile Units under the Directorate of De-Institutionalisation and Persons with Disability Affairs, as well as the MoSD Procurement Department;

 

A kick-off meeting will be held within five days of contract signature to confirm objectives, expectations, and timelines.

Regular coordination and progress updates shall be maintained throughout the assignment between the consultant, Expertise France, and MoSD.

Required profile

A. Qualifications and Skills

  • Postgraduate degree in social policy, social work, community development, or related field.
  • Excellent communication and coordination skills with government and development partners.
  • Strong analytical, drafting, and reporting abilities.
  • Proven ability to synthesise complex data and design practical models.
  • High proficiency in Arabic and English (spoken and written).

B. General Professional Experience

  • Minimum 7 years of experience in the design, management, or evaluation of community-based or mobile service delivery initiatives.
  • Proven experience developing operational concepts or feasibility studies in social protection or humanitarian settings.
  • Demonstrated understanding of inclusion, gender equality, and social cohesion principles.
  • Familiarity with the Jordanian social protection and community development system.

C. Specific Professional Experience

  • Experience with mobile service delivery mechanisms, outreach strategies, and community engagement models.
  • Prior work with MoSD, LCDCs, or donor-funded projects in Jordan or the MENA region.
  • Knowledge of vehicle adaptation and logistical planning for social or health outreach programmes.
  • Experience integrating accessibility and universal design considerations into service design.

I.      Assignment reports and deliverable

 

1) Final Bilingual Report (English and Arabic) Submitted in Word and PDF formats, and includes:

·       Methodology: Brief outline of data collection, stakeholder engagement, and analysis tools.

·       Analytical Findings: Key insights on infrastructure, service gaps, community needs, partnership capacity, and operational feasibility.

·       Operational Model: Roles and responsibilities, service delivery mechanism, workflow, staffing, and vehicle specifications (type, size, accessibility, safety, connectivity).

·       Sustainability Framework: Approach to financial, institutional, technical, and social sustainability, including maintenance, ownership, and scalability.

 

2) Bilingual Presentation Slides (PowerPoint)

A clear visual summary of the report for internal presentation and validation, covering methodology, main findings, operational model, vehicle specifications, and sustainability.

 

II.      Practical information

 

·       Field Coordination:
Expertise France and MoSD will jointly facilitate introductions and provide necessary logistical and administrative support for meetings and consultations.

·       Logistics and Travel:
The consultant will be responsible for their own transport and communication arrangements.

·       Working Languages:
Arabic and English. All deliverables must be submitted in both languages unless otherwise agreed.

·       Equipment:
The consultant shall use their own professional equipment and software for documentation and presentation preparation.

·       Ethical Standards:
All activities shall comply with Expertise France’s ethical and safety standards, as well as MoSD’s administrative protocols.

·       Intellectual Property:
All materials and deliverables produced under this assignment remain the property of Expertise France and MoSD. They shall not be used, shared, or reproduced without prior written authorisation.
